1 POSITION DESCRIPTION CHIEF EXECUTIVE OFFICER PRINCIPAL OBJECTIVES Provides visionary leadership and strategic management and direction for the City of Melville. Provides the primary link through communications and consultation between the Council, Staff and the Community to achieve the City s goals and objectives. Responsible for ensuring the highest level of integrity, corporate governance and accountability, which is demonstrated within an environment of transparency, trust, openness, honesty and fairness for all. EXTENT OF AUTHORITY: Delegated authority as determined by the Local Government Act and Council to manage Council s services, functions and expenditure. Position operates within the limits of Council policy, Council resolutions, Delegated Authority and requirements of relevant legislation. Position operates independently from supervision and problem solving and is performed using own initiative within Council policy.

PRINCIPAL ACCOUNTABILITIES: Fulfil the statutory requirements of Chief Executive Officer with special responsibilities for advising on Council s compliance with the Local Government Act and other statutes, and to include the responsibility of acting as or appointing a Returning Officer. Manage the relationships between Council and the Administration to ensure the highest levels of governance and accountability throughout the organisation and compliance with the Code of Conduct. Lead, manage and motivate staff, including the development and implementation of effective and equitable human resource policies. Ensure people are properly employed and developed. Ensure the effective implementation of Council s policies, programs and decisions and that all resources are deployed in a sustainable manner towards these ends. Assist and advise Council on the development of responsible and appropriate corporate objectives and policies, and annual revenue, expense and capital budgets. Act as chief adviser to the Mayor and Council on matters of policy and provide advice to committees on their statutory powers and limitations and provide the necessary support for the committee structure. Development of effective engagement processes to actively promote the policies and decisions of Council to the City, its ratepayers, community groups and other bodies with whom the Council is associated.

PRINCIPAL RESPONSIBILITIES AND DUTIES: In accordance with the rules outlined in S5.41 of the Local Government Act, the Chief Executive Officer will exercise delegated authority or allocate delegated authority to specialist officers in order to: 8.1 Corporate Management Facilitate effective decision making by having Council policies clearly defined and authority relative to those policies delegated to officers where legally permitted. Ensure the effective and prompt implementation of the Council s policies, programs and decisions. Maintain meaningful liaison and co-operation between all officers by ensuring that all officers are kept fully informed on Council deliberations and aspirations and by arranging regular formal and informal contact between officers and Council. Provide support and assistance to the Elected Members and act as Principal Advisor to the Council on matters of policy and to give advice to the Elected Members on their statutory powers and limitations. Prepare reports for Council and Committee meetings and respond to Council s requests for information and advice. Monitor and report to Council variances in policies, programs, and delays in the implementation of Council decisions. Develop and implement a risk management plan framework for all aspects of the business including finance, legal, people, safety, health, environment, assets, intellectual property, systems, business continuity. Attends Council and committee meetings outside normal working hours as required. 8.2 Executive Management Lead the effective implementation of Council s Corporate Plan to the agreed timetables and budgets. Lead sustainable strategic development and management of the organisation and ensure that business plans for each of the Divisions complement Council s Community and Corporate Plan. Provide leadership to the Executive Management Team and foster a team approach in order to achieve objectives. Direct the preparation of the Divisional budgets and monitor revenue and expenditure.

5 Oversee the development of policies, procedures and local laws to adequately cater for the administration of the Local Authority. 8.3 Service Delivery Develop and foster within the organisation, a customer service focus for the provision of sustainable services to the organisation, the stakeholders and to the Community. Develop Key Performance Indicators in order to implement best practice service delivery. Monitor industry and government trends, and consistent with the City s Corporate Plan, oversee the development and implementation of policies that reflect the continuous improvement of community based services and facilities. Monitor community perceptions of service delivery through community consultation and market surveys. Lead the development of proactive policies and initiatives that provide for future development in Council s approach to the services it provides for its ratepayers and community users. Undertake market testing and benchmarking of services provided and ensure contestability in line with national competition policy. Facilitate the open flow of information between the Council and the Community. Develop and implement a strategy which promotes the public image of the Council and the positive relationship with the Community. Develop a pro-active and positive media communications strategy which focuses on the positive achievements and effectiveness of the Council. Participates from time to time in community consultation and other events. 8.4 Human Resource Management Ensure the equitable implementation and interpretation of Council s human resources policies. Oversee executive management s obligation to carry out ongoing performance appraisals for staff on an annual basis. Oversee executive management s implementation of equitable training programs that encourage all staff to reach their full potential. Lead and develop the Executive Management Team in such a manner that an environment of success and professional camaraderie is evident to all. Ensure that the Executive Management Team has the skills necessary to implement best practice human resource management.

6 Oversee the implementation of Councillor Induction Programs and advise Elected Members of training opportunities as they arise. 8.5 Financial Oversee the development and submission of the Council s annual budget and monitor and review the financial performance in respect of the budget. Encourage the sourcing of grant monies wherever possible. Oversee the development of the Annual Report. 8.6 Legislative Compliance Actively manage and direct compliance with legislative requirements and ensure that local laws are amended in response to changes in enabling legislation and decisions handed down by the courts. Ensure that Council and Committees are legally convened, the proceedings are accurately recorded and that there is proper accountability in respect to the maintenance and access to those records. Ensure relevant local laws are initiated, updated and reviewed as required. Ensure that recommendations and proposed actions and initiatives comply with relevant legislative, Council policies and decisions. Ensure that the publication and access to information, including FOI access, meets statutory obligations. Provide advice to Officers and the Community on Local Government Legislation, operations and the specific activities of the City. Develop a culture of transparency and accountability on all matters related to legislative compliance and governance. 8.7 Local Government Development Contributes to the development of the Local Government industry and profession through active involvement in WALGA, LGMA and other relevant professional bodies. Network with peer and industry groups.

Contemporary resource management skills including physical and financial resources, budgets and other assets. 4. Organisation and human resource development. Able to bring about positive and meaningful cultural development to the organisation and community. 5. Interpersonal skills including community and stakeholder liaison and consultation, ability to negotiate effective outcomes. 6. Effective verbal and written communication skills including the ability to present information in an open and unambiguous manner. 7. Knowledge of legislative and corporate governance / compliance requirements in a complex and multi-function organisation. 8. Commitment to business excellence, sustainability and customer service. 9. Tertiary qualifications in a relevant discipline.

Including: Ongoing commitment to achieving the Strategic Plan goals and objectives; Report Strategic and Business Performance quarterly; Reviewing the CPS 5 and developing a CPS 6 for the City of Melville; and Developing defined approaches to managing the business.
