2 About us Ofgem is Great Britain s gas and electricity regulator. Our goal is to protect energy customers interests, now and in the future. We make sure competition encourages great customer service and bears down on companies prices and profits. We do this by scrutinising costs and checking that companies stick to the rules we set. If a company falls short, we act. Since 2010, we ve imposed over 100 million in fines. We also control the revenue that network companies earn from running gas and electricity grids. This way we make sure customers get value for money from a 6 billion a year programme to upgrade Britain s networks. And we are planning for the future too, with the rollout of smart metering over the next few years, and looking ahead to make sure there s enough capacity in the system to meet demand. About a third of our staff work in Ofgem E-Serve, a division that runs government environmental and social schemes. These include the Energy Companies Obligation, the Domestic and Non-Domestic Renewable Heat Incentives, the Renewables Obligation, the Feed-In Tariff scheme, and the Climate Change Levy exemption. The total value of these schemes is approximately 6 billion per year; our costs for administering them are just 0.6% of this. 5 Role Profile Role Details Role Title Band Directorate Location Number of positions and contract type Manager, Network Charging C Systems & Network London/Glasgow 2 x Perm Purpose This is an exciting time to be joining Ofgem as the way in which energy is generated, transported, stored and supplied to consumers is changing and it is something which affects everyone. The push to reduce carbon emissions and the deployment of new technologies means the energy system is in transition to one that is low carbon, more decentralised, smart and flexible. Ofgem s Systems and Networks directorate takes an end-to-end view of the energy system, including the markets, networks and institutions involved in providing power and gas to consumers. This captures important synergies, including bringing together factors affecting investment drivers for the energy sector (market arrangements, access, charging and network price controls). We are looking for candidates to take up Manager roles in the Electricity Network Charging teams within the Energy Systems Transition (EST) portfolio of the Systems and Networks directorate. The EST portfolio leads on a number of important reform areas to ensure that our regulatory framework delivers the best possible outcome for consumers as the energy system transforms. This includes work on the evolving role and governance of transmission and distribution system operators, reforms to arrangements for providing access to and charging for networks, and managing the arrival of new technologies and business models such as electric vehicles and local energy. We are recruiting for roles across two electricity network charging policy development workstreams, both of which are undergoing significant reviews as we seek to make the energy system work more efficiently for everyone. The first workstream is our project to reform Electricity Network Access and Forwardlooking Charges 1. 6 right incentive to use our electricity networks in an efficient way, reducing the need for substantial investment to reinforce the networks to accommodate new technologies and usages, such as electric vehicles and decentralised electricity generation. This is an exciting and rapidly changing environment in which you can help form decisions which we expect to create significant benefits for consumers and support the transition to a low carbon energy system. The second workstream is our Targeted Charging Review 2 concerned with the non-cost reflective charges which are necessary to ensure that networks costs are fully recovered and that these too work in the best interests of all consumers. There are also other network charges included in this review to help ensure that there is a healthy electricity market. Key outputs and deliverables High quality, timely, and robust analysis of policy options leading to evidence based recommendations. Drafting of clear and concise documents, including briefings, policy documents, consultations and decision letters. Understand and use evidence and analysis to inform better decision-making, taking information from multiple sources Use of project management techniques to deliver on projects setting up, managing projects and prioritising work Getting the best from colleagues of all levels, including overseeing the work and supporting the development of others in the team Develop subject matter expertise and contribute to organisational resilience with respect to knowledge retention Representation of Ofgem externally with stakeholders, particularly the electricity system operator, network companies and other industry bodies. Develop close links with other teams across Ofgem. Contribute to the project management of multiple work streams, including managing stakeholder engagement. Work collaboratively across team boundaries, making links with and contributing to the delivery of wider projects in Ofgem. Specific skills and capabilities Essential Analytical skills: Experience in analysing quantitative and qualitative information to support conclusions and/or policy development. Ability to scrutinise complex policy, think strategically and make effective decisions. Stakeholder and influencing skills: Ability to build effective relationships and successfully influence a diverse range of internal and external stakeholders, and represent Ofgem in external meetings. Project management: Excellent project management skills with a strong track record of managing multiple priorities and delivering against challenging deadlines. Communication: Excellent written and verbal communication skills ability to communicate complex issues clearly, and to apply these skills in delivering documents, presentations and in meetings. Education: Educated to degree level in an analytical subject or equivalent qualifications/experience. Desirable: Experience working in a regulated sector (either within GB or globally). Experience of network charging modifications in electricity or gas is particularly desirable, though not essential. Knowledge, experience or relevant qualifications in one or more of: GB and/or EU energy markets; Regulatory economics; Large-scale infrastructure development; Coordinating and managing project delivery processes and activities; Wider experience of energy or regulation policy. 7

GRS and other recruitment teams will share with the Cabinet Office the outcome of the checks for monitoring and analysis purposes.
