1 CITY OF BOULDER invites applications for the position of: Senior Civil Engineer An Equal Opportunity Employer POSTING START DATE: 07/23/18 12:00 AM POSTING END DATE: 08/05/18 11:59 PM SALARY: $76, $115, Annually POSITION END DATE: WORK SCHEDULE: M-F, 8am-5pm, some nights and weekends may be required JOB TYPE: Full-Time LOCATION: Park Central Building, 1739 Broadway, Boulder OVERALL JOB OBJECTIVE: Under general supervision, to lead, coordinate, and administer the floodplain management and wetlands protection permitting programs, public works development review activities; work with the public on flood management, wetland protection, water, wastewater, drainage, transportation and right-of-way issues; and to perform related duties as required. DUTIES & RESPONSIBILITIES: 1. Assumes the lead role on complex floodplain management and wetland protection development review projects as an engineering expert and principal public works floodplain permitting and wetlands protection permitting program contact. 2. Administer, coordinate and manage the city's floodplain management and wetlands protection programs Administers the National Flood Insurance Program. Serves as the local Community Rating System (CRS) coordinator Maintains related files and records. Tracks and resolve issues related to the City of Boulder code related to floodplain and wetlands programs. Recommends revisions to city regulations, policies and procedures. Participates in the preparation and delivery of community flood preparedness programs Reviews and processes floodplain and wetlands mapping adoptions, revisions, and amendments. Develops and implements long-range plans for the Floodplain and Wetlands Program. Provides support for the City in technical floodplain management and assessment as part of the Early Flood Warning Program in Emergency Preparedness. Completes flood information requests to determine flood zones for building permit issuance and insurance purposes.

2 Provides coordination with other jurisdictions and agencies on flood and wetland protection issues 3. Coordinates, manages, reviews, and approves development applications, subdivisions, site plans, engineering construction drawings, hydrologic, hydraulic and transportation studies, floodplain and wetland development permits, emergency management plans, and traffic control plans. This includes the following: Independently analyzes engineering studies to determine whether studies are accurate and based on appropriate assumptions, and to determine if design is adequate, and code requirements are met. Reviews development applications to ensure compliance with city codes, ordinances, design criteria, standard specifications, policies, master plans, and standard engineering practices. Performs complex engineering calculations, consults reference materials (codes, design manuals, computer software programs) and sketches designs to determine accuracy of engineering and offer recommendations for revisions. Reviews and assists in preparing development agreements, easement and right-of-way dedications, and vacation requests. Interacts with professional engineers and planners to discuss and resolve design related problems. Prepares development review comments, reports, drawings and information packets concerning development applications for applicants, consultants, developers, the public, City staff, Planning Board, City Council, and other public entities as required. Modifies information as requested. Maintains related files and records for individual development applications. 4. Interacts extensively with the public and others including applicants, the public, developers, engineering consultants, city staff, and other governmental agencies on public works issues. This includes the following: Supervises assigned staff in accordance with city supervisory standards. Resolves conflicts and revisions with development review applications. Investigates complaints, performs field visits, and resolves problems related to design and public works infrastructure. Responds to public inquiries. Provides information, determines requirements, and makes recommendations regarding fees, ordinances, codes, design standards, policies, and specifications for public works. Serves as primary engineering technical liaison to the Planning Board, community groups, and others concerned with development review, flood and wetland related issues. 5. During flooding events may provide engineering technical support for Public Works Department response. 6. Acts as Public Works Development Review Manager in the Manager's absence. 7. Updates job knowledge regarding development review and engineering design methods, standards, City land use and public works regulations, and the Boulder Valley Comprehensive Plan and associated master plans on an ongoing basis. Remains aware of and is sensitive to community issues impacting the development review process. 8. Researches legal documents, surveys, construction drawings and as-builts, grants or dedications, development agreements and historical development/project records for information related to easements, ordinances, property ownership, public improvements, and reimbursements. Maintains related records. 9. Assists as required in the review and development of City Capital Improvement Projects (CIP) and maintenance projects. Provides related research, design recommendations, and analysis. 10. Other:

ORGANIZATION STRUCTURE: (1) TITLE OF IMMEDIATE SUPERVISOR: Public Works Development Review Manager (2) TITLE(S) OF POSITION(S) OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: Civil Engineer I QUALIFICATIONS: REQUIRED MINIMUM QUALIFICATIONS: Bachelor's degree in Civil Engineering or related field, or equivalent combination of education and/or experience with a minimum two years education. Licensed Professional Engineer. A minimum of six years of increasingly responsible civil engineering experience demonstrating a knowledge, understanding, and performance of related technical functions including hydrologic, hydraulic, stormwater management analysis and design. Demonstrated ability to read and interpret engineering construction drawings, surveys, plats, engineering studies and technical reports, design manuals, codes, and regulations. Effective written and verbal communication skills, including the ability to prepare clear and concise written correspondence, reports, and recommendations, and to make public presentations. Strong interpersonal skills, including demonstrated ability to deal with the public on complex issues. Demonstrated analytical and problem-solving skills. Effective organizational and time management skills. Ability to meet deadlines with minimal supervision. Computer experience including, word processing, spreadsheets, databases, engineering design, and analysis applications including HEC-RAS modeling software. Ability and willingness to attend occasional night meetings. Valid driver's license. Have and maintain an acceptable motor vehicle record.

4 DESIRED QUALIFICATIONS In addition to the required minimum qualifications: Certified Floodplain Manager. Experience in administering requirements of the National Flood Insurance Program and Community Rating System and in floodplain mapping. Experience in public works infrastructure engineering including development review and code interpretation in a municipal environment. Familiarity with municipal codes and design standards. Experience in 2-D hydraulic flood modeling. Supervisory experience. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Work Environment: Work environment is a combination of an office environment and being outside on construction projects in various types of weather. Works in a setting subject to continuous interruptions and background noises. Machines and equipment used include, but are not limited to the following: Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines. Also uses engineering scales and instrumentation, City vehicle, microfiche and microfilm reader.
