Whatever is worth saying, can be stated in fifty words or less. Stanisław Ulam

Introduction 3

Information governance of the state Public information governance a complex of information standards, processes, systems, and resources supplying knowledge to ensure data quality, availability, usability, consistency, integrity, and security necessary for the functioning of society, economy and the state itself The most important principle underlying the concept of public information governance fundamental, inalienable human right to the truth 4

Information governance of the state Public information infrastructure serves public information governance statistics office - the most critical part Essentials of official statistics monitoring of social and economic development processes in the contemporary world and information service for the societies of countries and the international community part of the information infrastructure at the national and supranational level data steward that ensures that data governance processes are followed and guidelines enforced 5

Official statistics (UN Fundamental Principles of Official Statistics, #1) provide an indispensable element in the information system of a democratic society, serving the government, the economy and the public with data about the economic, demographic, social and environmental situation. 8 The challenges 8

Challenges global information society global knowledge-based, digital economy global institutions and institutionalization global governance and infrastructures urbanization global institutional regulations, changing landscape of the information market 9

Global knowledge-based, digital economy global markets global economic sectors global financial system global enterprises blurry boundaries of countries global and supranational regulations global R&D and IP, S&T and knowledge-based progress global human capital market 10

Global institutions and progressive institutionalization excessive regulation institutional interventionism increased share of the public sector bureaucratization re-monopolization 11

Global governance and infrastructure as a growth factor access to strategic resources strategic infrastructures communication transport energy, legal and organizational infrastructure 12

Urbanization crucial resources concentrating in urban areas political, administrative, academic, economic centers development at the expense of less developed areas a polarization of spatial development on a global scale 13

Global information society skills, competencies, digital exclusion increasing information needs growing information gaps and asymmetries lack of quality standards 14

Changing landscape of the information market changing role of the information sector and mass media old-world information gatekeepers like the media are... gone (?) digital platforms are in power now (?) (fake) news, (post) truth, information noise media used to determine the quality of the information market a need to fight for attention! lousy quality Information supersedes better quality information 16

Drastically changing information landscape and statistics we have created a monster - average Kowalski he became the biggest enemy of official statistics ;-) undermining the value of official statistics and reliability but there s so much more and so much deeper than just the communication problems shallowing of the information, lack of spacious containers for profound communication 17

Drastically changing information landscape and communication new tools were thought to bring more truth and democracy what turned out, they can work the other way around as well making our official statisticians' life even more complicated 18

But it s more than that income inequalities poor education access to education polarization of a society skewed distributions 19

What might be done to improve 20

The world must learn to work together, or finally it will not work at all. Dwight Eisenhower

The need for international cooperation decisions and actions of state bodies and socio-economic entities require information about the global scope the need to strengthen global public statistics system hopefully leading to global information standards 22

International institutions ESS, Eurostat, ECB, other EU organizations UN specialized agencies, regional commissions, and other related bodies OECD WB, IMF other international organizations 23

The role of international cooperation at NSI level It s one of the priorities for Statistics Poland 24

Number of international grant and project agreements carried out by Statistics Poland

Total number of Statistics Poland experts going abroad

Total number of Statistics Poland experts going abroad Eurostat and other EU istitutions 27

Total number of Statistics Poland experts going abroad EU NSIs OECD ONZ other organisations and scientific institutions 28

Global system of official statistics global coordination of production and information exchange global statistical resources fragmented landscape of international institutions in regard to statistics (fragmentation, overlap, duplication, lack of coordination) 29

UN UN Statistical Commission coordinator and initiator of the global system of official statistics fundamental principles of official statistics monitoring, standards, harmonization, methodology 30

Conference of European Statisticians (UNECE) initiating and coordinating the development of methodologies and standards co-operation of the ECE region and sub-regions international research and development projects for statistics 31

European Statistical System - Eurostat ESS, Eurostat ESSC - Committee on the European Statistical System multiannual and strategic programming of EU needs methodological harmonization of research initiating and supporting new statistical surveys control of compliance with standards and quality of statistical data the administrative office of the European Commission 32

Implications for public statistics the modern world requires the potential to meet challenges and societies, economies, states and international organizations official statistics is the only universal information system based on scientific norms that guarantees objective, consistent, high-quality information safeguarding global social information security developing global information standards, classifications, nomenclatures, typologies, codes... developing methodological standards of measurement an 33

What else can we do statistics harmonized at levels higher than supranational SDGs as a chance to be an experimental field international mobility of official statisticians (StatErasmus +?) 34

What is most important the values are the most important regulations, agreements, memorandums are nothing more than tools we have the fundamental principles, we have the code of practice, we need values maybe there's a need for code of ethics (?) insuring, safeguarding core values of the official statistics 35

In mathematics, as in physics, so much depends on chance, on a propitious moment. Stanisław Ulam

Conclusions 37

Cooperation is not easy its very often based just on a good personal relationships prejudices and superstitions, isolation - not easy to overcome a role for all of us to engage more deeply into internationalization of our efforts finding a common language enjoying cooperation 38

We need to figure out how our institutions should function in the modern world we need better technical infrastructure better skills better public awareness of risks of misinformation the broader approach to cybersecurity, i.e. information security better public awareness of the value of official statistics involvement in cooperation at the international, supranational and global levels is becoming more and more important 39

Statistics is the grammar of science. Karl Pearson

The response It s not just business as usual, to retain the value of official statistics international and supranational cooperation should be enriched, intensified 42
