1 SUMMARY Under the direction of the City Manager, the Department of Public Works (DPW) Superintendent plans, oversees and directs all aspects of the city s public works operations including upkeep and maintenance of streets, sanitary sewer and water distribution systems, motor vehicle pool and parks. This position performs, but is not limited to planning of work projects, scheduling, and outlining work assignments, operating heavy and light equipment, overseeing the departmental budget, attend management meetings, handling routine record keeping and reporting activities, prepare report cost analyses and other records as required. SUPERVISION RECEIVED Works under the general supervision of the City Manager. Assignments are made by the City Manager and are carried out in an independent manner. SUPERVISION EXERCISED Supervision is exercised over the staff in the Department of Public Works and others engaged in construction and maintenance work. RESPONSIBILITIES AND DUTIES The DPW Superintendent s primary responsibility and duty is to plan, organize, direct and carry out all aspects of day-to-day departmental operations including personnel, work orders, project management, budgeting, general administration and capital needs assessment. This includes but is not limited to the following: 1. Inspect and evaluate city infrastructure and equipment to determine capital improvement needs, analyze various alternatives, and make recommendations to the City Manager accordingly. 2. Oversee orientation and training of new DPW employees on job responsibilities and duties, equipment operations, city/department policies and procedures, licensing and certifications, safety protocols, etc.

2 Page 2 3. Develop, oversee and administer asset management plans and programs as directed. 4. Whenever possible, hear and resolve personnel issues and grievances before sending them to the City Manager s office. 5. Communicate in a professional, accurate and timely manner on information related to public works. 6. Provide clear and consistent direction and expectations to staff, and conduct annual performance evaluations for all DPW employees. 7. Follow and enforce all city and departmental policies and procedures. 8. Keep abreast of licensing and training requirements, safety regulations, and new and emerging trends and techniques in the field of public works. 9. Supervise and participate in the snow removal and street salting operations. 10. Supervise and participate in the planting and arranging of trees, shrubs, and flowers, mowing and general grounds keeping at all city parks, rights-of-way, easements, municipal buildings and structures, and parking areas. 11. Supervise and participate in the testing, operation, maintenance and repair of city drinking water, storm water, and sanitary sewer systems. 12. Supervise and participate in the installation, maintenance and reading of water meters. 13. Supervise and participate in the preparation and submission of records, reports, studies, programs etc. that relate to departmental functions or responsibilities. 14. Supervise and participate in the purchase and sale of city equipment and vehicles. 15. Supervise the work and performance of all DPW-related contractors. 16. Supervise the maintenance and repair of city equipment and vehicles. 17. Supervise street and other construction projects to determine conformance with plans and specifications. 18. Solicit bids for and provide recommendations on the award of all contracted DPW work, and materials, as directed. 19. Ensure departmental compliance with all federal, state and local requirements. 20. Hear citizen complaints and issues related to departmental functions and attempt to resolve in a professional, courteous manner. 21. Assist in developing and administering the annual department budget, including the solicitation of bids and oversight of capital projects. 22. Ensure effective and efficient use of budgeted funds, personnel, materials, facilities and time.

3 Page 3 DESIRABLE QUALIFICATIONS FOR EMPLOYMENT An employee in this class, should have the equivalent of the following knowledge, training and experience: 1. The ability to effectively manage, direct, train, and motivate a terrific team of knowledgeable and dedicated people, while promoting unity and positive working relationships. 2. Knowledgeable in various aspects of public utility planning, maintenance, and operations, budgeting and project management, heavy equipment, and safety compliance standards. 3. An Associate s degree with coursework in civil engineering or a related field, or a proportionate amount of training and experience as determined by the city. 4. The ability to clearly communicate with a wide variety of people and personality types, and the ability to resolve problems under sometimes stressful situations. 5. Five years experience in public works-related activities, including supervisory and administrative responsibilities. 6. The ability to obtain a Commercial Operator s License and an S-4 Water License from the State of Michigan within 18 months of employment. 7. The flexibility and willingness to be on call and readily available for emergency situations. 8. Excellent leadership, communication and conflict resolution skills. Must be able to communicate in a professional manner in a way that reflects positively on the City of Hudsonville. 9. Detailed oriented and able to multitask. Ability to direct, coordinate and carry out a wide variety of projects and work assignments on time and within budget. 10. Experience with Microsoft Office applications and general knowledge of public works related tools, software and technology. 11. Understanding of water distribution/ sewer collection/ storm water management systems, road maintenance and construction methods, MIOSHA Compliance requirements, soil erosion control requirements, landscape and grounds maintenance best practices. 12. Knowledge of motor pool management and equipment specifications. 13. Knowledge of the procedures, practices, materials, and equipment utilized in the maintenance and repair of street, sewer, water, and parks facilities to effectively plan and conduct city public works field operations. 14. Knowledge of basic mechanical maintenance procedures and practices to efficiently operate pump and water distribution facilities and to install and repair water meters

4 Page 4 and remote registers. 15. Knowledge of standard safety procedures/precautions required to protect the public and employees during water system repair operations. TOOLS AND EQUIPMENT USED Small and large motorized vehicles and equipment, hand tools, computers, mobile radios, phones, fax, and copy machines. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is often required to stand; squat, walk; use hands to finger, handle, feel, or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell. The employee must occasionally lift or move heavy objects. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 5 Page 5 conditions. The employee often works near moving mechanical parts and is exposed to wet and/or humid conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock and vibration. The noise level in the work environment is usually quiet to moderate. SELECTION GUIDELINES The hiring of this position entails a 4 step selection process: Step 1 - Pre-screening The city will review and rate the candidate s application materials. Step 2 (if passed Step 1) The city s selection committee will schedule and conduct oral interview(s) to make a final determination on each candidate s relevant experience, education, attitude and disposition. Step 3 (if passed Step 2) Reference checks are conducted. Step 4 (if passed Step 3) Offer is made contingent on criminal background check and a pre-employment physical examination and test.
