1 SAFETY RULES

2 MESSAGE In our endeavour to ensure success of mission Zero Fatality ONGC had launched Ten Safety Rules on 4th March These safety rules are fast becoming the cornerstone of our organisation s value system. Efforts are being made to ensure awareness of these rules all across the organisation and also ensure strict adherence in our daily operations. It is important that these rules are made aware to all those working in our operations including the contractual workers. Hence efforts have been made to translate the safety rules in local languages also so that it can be easily understood by all employees and workers so that they diligently follow them in their work. It is the responsibility of key executives, line managers and HSE managers to ensure wide circulation and percolation of these rules across all the employees and contractual work force. They need to ensure the next step along with creating widespread awareness is to ensure its implementation at all our installations, rigs and field operations. International experience of E&P operators has brought out that implementation and adherence of such rules has been a major factor in improving safety culture and reducing the accidents. Hence at work center level, the in-charges must share with one and all the importance of these safety rules and how these can make a difference between life and death. The task ahead of us is challenging but achievable by ensuring strict adherence to these rules in all our operations by all employees. (A.K. Dwivedi) Director (Expl) I/c HSE

3 MESSAGE ONGC had launched ten safety rules on 4th March These rules are for ensuring safe operations so that we achieve our mission of ZERO Fatality. Since the launch Corporate HSE along with all the work centers has launched an aggressive campaign for making all the employees aware as well as ensure strict implementation in our operations. These rules shall become the change agent to bring about transformation in our safety culture and inculcate safety in our DNA. In order to enhance the awareness amongst employees at local level as well as contractual workers these rules have been translated in local languages also like tamil, telugu, bengali, gujrati and assamese in addition to English and hindi. Safety in our operations is everybody s responsibility. Therefore all of us need to maintain strict adherence to these safety rules in our operations. It is important that all our employees and contractual workers are made aware of these rules. Availability in local language shall help in mass awareness of these rules. All key executives, in-charges are requested to ensure that all our employees including contractual employees are made aware of these rules and imbibe in all our operations to ensure safe and zero accident operations. 4 Protect yourself by using PPE Use PPE as mandated by risk assessment and site requirement. Always wear core PPE such as Overall, Safety Shoes, Helmet, Gloves, Safety Goggles and Ear Plug/Muff at work place. Ensure use of kits and liveries as per the requirement of MSDS. Wear appropriate kits and liveries while carrying out electrical and other specialised jobs. Ensure that PPE is suitable for the task, is in good condition and serviced as required. Ensure that visitors, contractual workers are also in appropriate PPE at workplace.

5 Work with a Valid Permit when Required Ensure a valid Permit To Work (PTW) is in place when required by procedures. Understand the work permit and follow it. When required, ensure that equipment is electrically isolated, tagged & lockout and interlinked to the PTW. Checklist of PTW should be filled carefully. Gas test for hydrocarbon, oxygen deficiency, toxic gases etc. shall be conducted as applicable as a pre-requisite to issue permit for hot work/vessel entry etc. Subsequently, periodic gas test shall be carried out and recorded. Proper ventilation & lighting and means for evacuation should be provided in confined spaces in event of emergency. Work shall be supervised by appropriate person. Work shall be suspended in case the conditions are not safe. After completion of job, release the interlinked lockout before closing the PTW.

6 Ensure Safe System of Work Strictly adhere to SOPs for all operations. Carry out Tool Box Talk before starting your work. Carry out Job Safety Analysis (JSA) for non-routine and complex job. Always use appropriate tools for carrying out jobs. Ensure that job to be performed is clearly defined, well communicated and understood and appropriate authorization is obtained. Carry out inspection of work areas to ensure that all safety barriers/controls, which are suitable for the job undertaken, are in place and its impact on other work is assessed. If there are any unplanned changes, review the safety barriers/controls.

7 Obtain Authorization Prior to Bypassing Safety Critical Equipment Any Safety Critical Equipment or device designed for protection cannot be bypassed or overridden without proper authorization. All the authorized bypass must be entered in bypass register. Appropriate alternate protective measures must be in place as per procedure for the systems bypassed. Ensure that all the bypassing or overriding of any safety system in place is appropriately communicated to persons affected.

8 No Smoking, Use of Illegal Drugs, Consumption of Alcohol Deposit lighter, matchboxes, etc. before entering the operational area Smoking is prohibited in operational areas. Smoking is permitted in designated areas only. Use of alcohol and illegal drugs at work place is totally prohibited. Do not use/ keep, sell or distribute illegal drugs. Report if you see a case of alcohol or drug abuse.

9 Safe Working at Height Ensure ABCD of working at height: ANCHORAGE - Always anchor your self BODY SUPPORT - Wear full body harness CONNECTORS - Always connect to fix structure DESCENT/RESCUE - Ensure lifeline/use fall prevention device All tools and loose objects are secured to prevent their fall. Ensure that area below is cordoned off, if there is a risk of falling objects. A rescue plan must be in place for the person working at height in case he is incapacitated to come down on his/her own. Always use escape device like TEED in case of any emergency.

10 Safe Handling of Loads Ensure that lifting equipment and lifting accessories (slings etc.) are certified and are valid for use. Operator must be suitably qualified and trained to operate the lifting equipment. Ensure that all safety systems, overloads and alarms are tested prior to the lift. Identify all potential obstacles in the path of lifting. The lifting load must be suitably secured prior to the lift. Do not work or walk under immediate suspended load as that can fall on you.

11 Do Not Use Mobile Phones in Operational Areas Do not use mobile phones in operational areas. Deposit your mobile phones before entering operational areas. Make use of safe mechanism of communication like Walkie talkie/pa system/fct etc.

12 Keep Your Workplace & Environment Clean Ensure the implementation of approved waste management and environment policy. Do not litter; keep your workplace clean and throw the wastes in designated bins only. Ensure segregation, storage, transportation, processing/treatment and final disposal of wastes. Keep your tools at designated place after completion of your job.

13 Drive Safely Driving under influence of alcohol is strictly prohibited. Do not drive without a valid driving license. Conduct pre-trip vehicle checks to ensure brakes, lights, signals, wiper, horns, etc. are functional. Check tyre condition and air pressure daily. Always wear a seat belt as a driver or passenger in a vehicle. Obey all road safety rules. Do not drive exceeding the prescribed speed limit. Never use mobile phone while driving. Avoid driving in night and when driver is too tired.
