Job Description POSITION: OPERATIONS and PROGRAM DIRECTOR (3/2016) POSITION SUMMARY: The Operations and Program Director (OPD) is responsible for managing and overseeing Homeword s HomeOwnership Center programs including first-time homebuyer and financial education, and housing and financial counseling programs. Additionally, the OPD is responsible for managing and overseeing the operations, administration and human resource functions for Homeword. SUPERVISOR: Executive Director POSITION STATUS: Regular Full-time/Exempt ESSENTIAL DUTIES AND RESPONSIBILITES: PROGRAM Manages and oversees homeownership programs, including strategic planning, developing program and individual staff annual work plans, managing program budget, supervising program staff, developing and implementing program procedures and policies, and overseeing and ensuring program compliance and reporting. Manages and oversees homeownership programs in accordance with requirements of being a HUD-certified Housing Counseling Agency, including the homebuyer, rental and financial education classes, counseling programs (foreclosure prevention, rental, pre-and post-purchase counseling), and other special projects and workshops. Supervises and directs the work of program staff, including the Housing Services Coordinator, Financial Education Coordinator and Administrative Specialist and conducts annual performance reviews for all direct reports. Develops the annual operational plan for programs and work plans for individual staff, and monitors and ensures that the objectives and goals are being met according to the established timelines. Develops and manages the program budget and approves program expenses. Develops and implements policies and operating procedures for education and counseling programs. Works to diversify and secure sources of funding to support Homeword programs. Works with Executive Director to develop and implements strategic plan for programs to ensure that the HOC is meeting the needs of the community and the program is sustainable and viable including exploring and implementing new business lines that enhance or expand services. Monitors and oversees program data management, reporting and ensures compliance requirements are met. Evaluates service delivery methods and work flow to improve efficiency and programming. Performs monthly file audits with all program staff and facilitates weekly team meetings to ensure program compliance and best practices.

3 Manages production of program evaluation and assessment tools. Serves on local and statewide boards and committees to further partnerships and collaborative efforts in the areas of homeownership and financial education. Attends HUD certification trainings and participates in various continuing education webinars and conferences to remain current in the areas of homeownership, financial education and housing counseling, including foreclosure prevention. OPERATIONS Manages and oversees operations and administration for Homeword offices in Missoula, including supervising staff, developing policies and procedures, perform Human Resource functions, managing contracts, and increasing efficiency and effectiveness of service delivery, work flow, technologies, office procedures and customer service procedures. Office Operations/Administration Manages operations and administrative functions for the Missoula office. Supervises Administrative Specialist position, which provides administrative support for the organization as well as program support. Develops and implements administrative and operating procedures and policies, in conjunction with the Executive Director, and provides training and direction to staff. Reviews and approves all operating and administrative expenses and monitors administration / operations budget. Provides operations/administration/technology orientation to new staff and trains existing staff on operational protocols. Technology Manages, troubleshoots and upgrades Homeword s technology including server, staff computers, network, software, printers and other equipment with the assistance of technology consultants. Develops and implements technology policy and procedures. Manages the technology consultant contract and monitors tasks and time spent under contract. Develops and maintains the Technology Plan for the organization s technological growth and improvement. Human Resources Performs human resources functions for the organization, such as assisting with the administration of benefits and annual benefits renewal process, developing and administering the hiring and interview procedures, developing and implementing personnel policies and procedures, and revising the employee handbook. Serves as the point of contact for human resources and personnel issues with HR consultant. Board of Directors Acts as lead staff person for the Program Board Committee. Provides staff assistance to the Board of Directors including maintaining official Board binders and assists the Executive Director with special board projects.

4 LEADERSHIP AND MANAGEMENT Participates in Homeword Leadership meetings, decisions and staff management as well as represents Programs and Operations in all overall work regarding the organization. Serves on the Leadership Team with the Executive Director, Finance Director and Housing Development Director and participates in biweekly meetings organization and cash flow. Serves as back-up for Executive Director with signatory authority. Responsible for Program and Operations, in part, portion of organizational cash flow management and budget development/management. Participates in Personnel and Policy decisions for Homeword. Works with the Leadership ongoing and special projects, such as the employee handbook, compensation study, organizational strategic plan, business plan, business continuity plan, etc. and serves as the project manager for such projects. FUNDRAISING Assists with the implementation of the organization s fund development and fundraising strategic plan, authors and reports on all program grants, works with the Fundraising and Marketing Manager to research new funding opportunities, assists with donor appeals, relations, fundraising and volunteer appreciation events and on the corporate sponsorship program. Writes all grants related to Programs and ensures all quarterly and annual reporting requirements are met. Participates in the monthly Fundraising & Outreach Board Committee meetings. Participates in donor appeals, fundraising and volunteer appreciation events. Assists with the coordination and organization of public relations, communications and media outreach efforts. MINIMUM QUALIFIFCATIONS: BA/BS in business, human services, education or related degree required. Five years of experience in position with related duties. Supervisory, organizational leadership and operations experience, including human resources, required. Demonstrated strong written and verbal communication skills, and project management skills. Proficient computer skills using Internet and Windows based software and data base experience preferred. PREFERRED QUALIFICATIONS: Preferred experience in grant writing and reporting, including experience with statistical and trend analysis. Preferred experience in program management, development and evaluation. ADDITIONAL SKILLS AND OTHER REQUIRMENTS: Displays a neat, professional appearance and competent manner.
