3 1 INTRODUCTION 1.1 Purpose The purpose of this document is to present the general practice, procedures and information concerning the Bunnings Highpoint Landscape Maintenance activities. The manual covers the system description (irrigation system), technical data, product details, commissioning data, maintenance tasks, maintenance procedures and As- Built Drawings. 1.2 General Organisation Information General Organisation Information is as follows: ITEM DESCRIPTION DETAILS 1. Dean Anderson DIRECTOR Danny Ferns DIRECTOR James Anderson DIRECTOR Site Supervisor EMPLOYEES SUB-CONTRACTORS Director s Responsibilities It is the responsibility of the responsible Director to ensure that each work area is managed in a safe manner to ensure the safety of all site personnel and the public. The Site Supervisor will be responsible for safety on the sites and will regularly consult with the responsible Director in relation to all safety issues concerning the site operations. 4 The responsible Director will be responsible for the following: Conduct inductions for personnel to this Site Management & Co-ordination Plan and ensure all inductees have the necessary training, licenses and certificates of competence to undertake the tasks; Ensure all equipment provided is maintained according to manufacturer s instructions and in response to fault reports lodged by employees; Consultation with the Supervisor in relation to all accidents and near misses and ensure the Client Organisation and WorkSafe Victoria, when required, receives notification; Maintain records of certifications, licenses, permits, etc; Provide personal protective equipment and clothing appropriate to the task and ensure adequate safety equipment is provided; Ensure first aid kits are provided for employees and that kits are provided by each sub-contractor; Undertake periodic internal audits for compliance with the Site Management & Co-ordination Plan to ensure continuous improvement. Site Supervisor s Responsibilities The Site Supervisor will undertake these duties in consultation with the responsible Director. The following outlines these responsibilities: Ensure all personnel on the site are appropriately trained and licensed. Undertake a site inspection to identify all potential hazards and ensure appropriate controls are applied. Consult with staff and sub-contractors in relation to all hazards reported or identified on site and the appropriate controls to be applied. Make available procedures and other relevant documents to all site personnel. Conduct site inductions, on-site training and emergency procedure awareness. Ensure all plant, including sub-contractors, is in a safe working condition prior to commencement of works. Conduct the necessary checks of all subcontract personnel to ensure they are appropriately trained and licensed. Complete all necessary work injury reports Report all accidents and near misses and ensure the responsible Director is advised as soon as possible. Employee s Responsibilities All employees are required to carry out all duties safely and efficiently. Provided personal protective equipment is to be worn, kept in good condition and maintained. Safe working procedures must be followed at all times. To ensure all hazards and unsafe working conditions are reported to the Site Supervisor. No employee is to put at risk the health, safety or welfare of any other employee, subcontractor or the public. Version: V1 26 June 2013 Page 4

5 Sub-Contractors Responsibilities Sub-contractors will ensure: Their employees are aware of and comply with our OH&S policies. Supervision is suitable and their employees receive adequate and appropriate training to carry out their tasks. Meet all safe working requirements set out in this plan for subcontractors. Report any hazards they are unable to control to the Site Supervisor. 1.4 Site Induction Normark Landscapes Pty. Ltd. is committed to providing comprehensive training to employees which will cover all aspects of their working activities and highlighting occupational health and safety issues. New staff are to be inducted to the worksite by the responsible Director and on site by the Site Supervisor and any changing roles will require the employee to undertake induction to the new item of equipment or working environment (Refer SP-5). Records of all inductions will be maintained on personnel files, while an Induction Register recording all workplace inductions will be maintained and will be available for audit purposes at any time. All employees must be inducted to the site and must complete the Site Induction Register (Refer Site Management Plan). The responsible Director will regularly review the Induction Register to ensure all industry requirements are being met. Prior to commencement of major works, a site meeting is held by the responsible Director and any sub-contractors organized to work on site, to determine the process to be employed to ensure a safe and healthy environment for all workers. This meeting will cover the following issues: * Hazard assessment (previously undertaken) and control processes to be implemented. * Safety signage and any vehicular/pedestrian considerations. * Personal protective equipment required * Daily checklist for all items of plant, including reporting procedures for any defects. * Accident and incident reporting processes * Location of first aid and emergency contacts. A record will be maintained of all personnel attending such site induction meetings, together with details of items discussed. Documented details of particular site and safety requirements, including emergency procedures, will be placed on display in an area accessible to all personnel and available for any audit process. 1.5 Emergency Management Procedure - Normark Controlled Site Prior to commencement of works, the site will be inspected and a procedure for emergency management will be established. This procedure will be documented and available to all staff and sub-contractors employed on the site. Version: V1 26 June 2013 Page 5

6 A planned assembly point will be identified and advised to all employees and subcontractors. The Site Supervisor will be responsible for induction of both employees and contractors to the emergency management procedure. Emergency phone contact numbers will be available to employees and contractors at each work site (Refer SP- 6 of the Site Management Plan). Mobile phone contact will be provided at all work sites. The Site Supervisor will be responsible for the initial actions to control the emergency and must notify the responsible Director as soon as possible. The responsible Director will assume responsibility for control of any emergency and will notify the Client Organisation, as soon as is practical, of such emergency. 1.6 Emergency Management Procedure - Client Controlled Site Prior to commencement of works, the responsible Director must ensure that consultation with the Client Organisation has been undertaken and emergency management documentation inspected at each work site. In the case of any emergency, the Site Supervisor or responsible Director will ensure that all emergency procedures are undertaken according to the documented emergency procedure for that site. 1.7 Works Undertaken Normark Landscapes Pty. Ltd. is employed to undertake duties in the following areas: Landscape Construction and Maintenance Safe Operating Procedures are attached to the Site Management Plan as follows: SP-7 Pre-Start Workplace Inspection Sheet. 8 2 IRRIGATION SYSTEM OPERATION AND MAINTENANCE 2.1 System Description Automatic dripline irrigation system installed to all garden beds as per specifications. 2.2 Specific Manuals The specific manuals for each component of the irrigation system are as follows: Component Appendix Appendix A Mains Irrigation Controller Manual Appendix B Battery Irrigation Controller Manual Appendix C Solenoid Valve Manual Appendix D Rain Sensors Manual Appendix E Control Valve Appendix F Drip-line Manual The manuals include a full description of each of the relevant irrigation system components. 2.3 Technical Data/Production Literature The manuals for each component include the relevant Technical Data/Production Literature for each component. 2.4 Commissioning The manuals for each component include the relevant Commissioning data for each component. The components have been commissioned as recommended in each manual. The irrigation system is blown down to remove all grass clippings during the commissioning. 2.5 Maintenance Tasks The manuals for each component include the relevant Maintenance Tasks to be undertaken for each component. Items that are included are as follows: Sprinkler system fundamentals. Creating a watering schedule. Programming fundamentals. Maintenance activities to be undertaken on the system. 9 2.6 Operating Procedures The manuals for each component include the relevant Operating Procedures for each component. Items that are included are as follows: Setting the current date and time. Setting program start time. Eliminating a program start time. Setting station run times. Creating a watering schedule. Programming fundamentals. 2.7 Maintenance Records Normark keeps and processes man-hour records, quantity records and safety records Tool box meetings) for all sites including the Bunnings Highpoint site. 10 3 GENERAL MAINTENANCE ACTIVITIES 3.1 Summary Landscape Maintenance Activities Appendix G provides a detailed schedule of maintenance activities including the frequency of each activity. Maintenance Activities include: Weeding removal. Weed poisoning. Operating watering system. Check stakes replacing or retying as needed. Water trees manually where needed. Water manually garden where needed. Check moisture in all garden beds. Minor pruning where needed. Remove rubbish from garden beds and lawn. Where irrigation timers are installed set up timer to run automatically etc. Replace dead or diseased plant where needed. 3.2 Maintenance Activities Section one of this manual details: The General Organisation Information. The Structure of the Organisation including responsibilities. Site Induction procedures. Emergency Management procedures. Procedures for all works to be undertaken. The Site Management Plan (as previously forwarded) details all of these activities. 3.3 Maintenance Records General Maintenance Activities Normark keeps and processes man-hour records, quantity records and safety records (eg.
