Consultations 2006 informed COIA Strategic Plan 2007 to guide investment & coordination CLARS Advisory Committee set up in 2009 advised on detailed development and implementation of CLARS pilot, beginning in 2011/12 fiscal year. 6 Main roles: Provided advice to the government partners on the development of the overview, protocols, and standards for implementing the LTWG s vision and plan for a coordinated language assessment and referral system in Ontario. Helped advance implementation of the new system by providing advice to CIC and MCI on the resources, roles, and responsibilities required for the implementation of each component of the coordinated language assessment and referral system. Identified and recommended initiatives and solutions that support a coordinated and standardized approach to the delivery of language assessment and referral. 7 Current Approach Centered on the program and class offered Separate approaches for assessment and referral for LINC and ESL LINC assessment centres serve only LINC clients Assessment tools vary in standard and application Assessment centres are co-located with language classes CLARS Approach Learner centered One common approach to assessment and referral in Ontario Centralized CLARS centres will serve all ESL and LINC clients A standardized set of tools (CLB based) Assessments centralized at CLARS centre, separate from language classes (Co-Location Principle) Proposed & under development For discussion purposes, subject to change

8 Current Approach Assessors may also teach language courses to newcomers Language classes promoted through organization s own channels through variety of systems Language Training Provider (LTP) may manage both language training and assessment activities Learners are assessed at language training site and register for class on arrival Learners fill classes based on promotion, word of mouth, proximity, etc. CLARS Approach Assessors in CLARS centres cannot teach Language classes profiled in central database (HARTs) LTP can only manage language training (Third Party Principle) Learners are directed to CLARS centre first LTPs receive learners based on learners needs Proposed & under development For discussion purposes, subject to change

13 Q: When will CLARS be implemented and over what period? Pilot expansion is planned for the entire province over the next 18 months, in 4 groups, with full implementation to follow. Timing of pilot expansion based on: pilot region evaluations regional service provider readiness infrastructure (start-up) considerations and funding time of year (consideration of peak periods / training) Under development for discussion purposes, subject to change 13

17 CLARS Working Group (CIC-MCI) is working on: Finalization of the CLARS Interface for HARTs Training sessions for Assessment Centre and LTP staff in Groups 1 and 2 Funding agreement finalizations with selected CLARS Service Providing Organizations. Orientation and Training sessions for key stakeholders in Groups 3 and 4 French CLARS ( SCELA ) Consultations and Piloting On-going communication to language assessment and training community Monitoring pilots and Independent Review of Pilot Expansion Under development for discussion purposes, subject to change 17
