23 Q & A Is teaming a benefit? Teaming can be beneficial given the right project. The sub must bring a benefit to the project and that benefit should be explained in the SOI. For a firm that has little to no experience with Kane County, teaming with a firm that routinely does work for Kane County can allow you to get your foot in the door. Does KDOT require a minimum DBE/MBE %? Kane County does not have a formal DBE/MBE policy. Is there a preference for local firms? No preference is given to local firms. Some contracts that are for on-call services where a quick response would be beneficial, a local firm might be considered for a tie breaker.

24 Q & A Who is on the KDOT selection team? The 3-person selection team has Carl or Steve are on every selection, along with the Project Manager, and in most cases, the Section Chief. How does KDOT create the shortlist? Each person on the selection team works independently to sort the SOI s into 3 categories: A Pile should be considered for shortlist; B-Pile pretty good SOI, but not the best; and C-Pile still has some work to do to improve their SOI. Then the selection team gets together to determine the 3 shortlisted firms. Can E1/E2 firm be hired for E3? Though we have done this once or twice in the past, we will not do this in the future. Actually, the federal process will likely not allow this to occur in the future.
