We aim to do this through the conservation of threatened species and ecosystems worldwide, choosing solutions that are sustainable, based on sound science and take account of human needs. We have become a trusted entity in the world of conservation. Today FFI is active in over 40 countries. ASIA PACIFIC PROGRAMME Working closely with local partners, the Asia-Pacific Programme currently includes a broad range of species and landscape targeted conservation initiatives in Cambodia, Indonesia, Vietnam, and Myanmar, and has country programme offices in Phnom Penh, Jakarta, Hanoi and Yangon. Around 70 projects are being implemented in the region by a team of approximately 200 staff, consultants, volunteers and partner organisations with an annual regional budget of approximately USD 10 million. CAMBODIA PROGRAMME & COASTAL CONSERVATION FFI has worked in Cambodia for over 15 years and has assisted in the creation of effective protected areas in the South west Cardamom Mountains and, more recently, FFI has extended the scope of its conservation work in Cambodia to include coastal areas. FFI s Coastal and Marine Conservation Project (CMCP) has been supporting the Fisheries Administration (FiA) of the Royal Government of Cambodia through a programme of capacity building. FiA has specifically requested technical and financial support in their efforts to establish and manage Cambodia s first large-scale multiple-use Marine Protected Area (MPA), known locally as a Marine Fisheries Management Area (MFMA). The purpose of the project is to put the necessary capacity in place to manage the first model MFMA for Cambodia in the Koh Rong Archipelago. FFI will reinforce growing local capacity through sharing lessons and building links to the wider regional MPA community to develop a supportive network, which will extend beyond the project duration. FFI also aims to trial options for diversifying funding streams to the Koh Rong Archipelago MFMA, in collaboration with public and private sector stakeholders. The overall goal of the work is to see Cambodia s marine resources conserved effectively and to support the growth of sustainable, diversified coastal livelihoods. While the current focus is the Koh Rong Archipelago, FFI is also supporting the expansion of this work to other areas, building partnerships with the government and other stakeholders in order to catalyse the development of a representative and effective MPA network in Cambodia.

3 THE OPPORTUNITY FFI is now seeking a Technical Officer to support its Marine Programme in Cambodia within the Koh Rong Archipelago and Koh Sdach Archipelagos. Under the supervision of the Marine Project Manager, and in close consultation with the FFI Cambodia team, Fisheries Administration and other Cambodian Government staff, the Technical Officer will play a key role in supporting the effective delivery of the Marine Fisheries Management Plan for the Koh Rong Archipelago, with a focus on building long-term and locally-led marine research and conservation capacity and strengthening stakeholder communication. The position will also provide support for the wider development of marine conservation in Cambodia, including field operations in the Koh Sdach Archipelago, where baseline research is taking place to inform the development of locally-relevant conservation interventions. The Technical Officer will be an experienced field scientist and an excellent communicator, who will support the Project Manager and CMCP team in the further development and active management of the project and associated initiatives. 4 JOB DESCRIPTION Job Title: Reporting to: Working with: Technical Officer, Coastal & Marine Conservation Project, Cambodia Programme Project Manager, Coastal & Marine Conservation Project, Cambodia Programme Senior Project Coordinator, Cambodia Programme Senior Research Officer, Cambodia Programme Technical Specialist, Marine, Asia Pacific Programme Country Director, Cambodia Programme Technical Specialist, Marine, Conservation Science & Design The Technical Officer will routinely liaise with national and local government agencies, local dive operators, communities and communitybased organisations, partner NGOs and for-profit entities, academic institutions, funders and donors, representing the values and interests of FFI at all times. Purpose: To assist with the effective development, management and delivery of the FFI Cambodia Programme Coastal and Marine Conservation Project (CMCP), specifically: Provide technical advice and support to the field operations of the CMCP Support planning, training for and implementation of biodiversity surveys within the Koh Rong and Koh Sdach Archipelago s, including seagrass, coral reef and mangrove surveys Coordinate field logistics and provide technical support to dive operators, local NGOs and other field based operators Support the Project Manager in the development and management of budgets, reports and funding proposals. Main Duties: Research, Training and Technical Field Support Work with the team to provide technical training to project partners and collaborators on biophysical research and monitoring (i.e. coral reef, seagrass and/or mangroves, catch monitoring, fisheries) Undertake ecological research projects, including coral reef, seagrass and mangrove habitat assessments including supervising data collection, analysis and reporting, in line with agreed workplans, donor requirements and approved budgets Support demarcation and buoy deployment for conservation areas and recreational areas within the MFMA in partnership with FiA and island stakeholders Support the project manager in developing partnerships and projects for long-term scientific coral reef monitoring in the KRA (e.g. Reef Check, video transects)

5 Manage FFI s biophysical and socioeconomic datasets and train project staff where needed in data management Build technical and managerial capacity through the provision of training, both formal and on-the-job, for FFI s marine team as well as project partners including government, civil society and university students, as necessary Identify and develop opportunities for using innovative technology for monitoring and surveying habitats Ensure the effective analysis and interpretation of available data sets and their communication to a wider audience Assist with field logistics and host field visits when needed Support ongoing technical capacity building to FFI project staff and government counterparts Assist with and develop project reports for donors and programme reports and briefings for FFI and Government partners, as required, and to a high standard Ensure that any work undertaken by the CMCP Team is in compliance with institutional Health & Safety policies and procedures and Area Risk Assessments, to manage and minimise risk within the FFI Cambodia Country Programme Stakeholder Engagement and Communications Proactively identify, develop and nurture relationships and partnerships with third parties, including national and local government agencies, local communities and community-based organisations, international and national partner NGOs and for-profit entities, academic institutions Strengthen communication and links between the private sector and Community Fisheries in the Koh Rong Archipelago Strengthen relations and support consultation with FFI s island-based project partners and collaborators for conservation and fisheries management projects Build relationships with private sector stakeholders and support the ongoing development of a sustainable financing mechanism for the Koh Rong Marine Fisheries Management Area and other related MPA related initiatives lead by FFI and its partners Build relationships with island stakeholders and explore opportunities for locally-led conservation projects in KRA Support the development of ongoing communications efforts and materials, including video, photographs, blogs and social media posts Support the FFI project team and FiA counterpart staff in raising awareness amongst local communities and island operators. Project Development In collaboration with the Project Manager and technical specialists, develop and input to marine project concepts and proposals, in line with approved strategic plans and FFI s project cycle Proactively identify prospective funders and donors and help develop tailored proposals to fund approved projects, working with the Project Manager and as appropriate with the Head

6 of Finance and Administration (in Cambodia) and Finance Business Partner (in the UK) to ensure accurate budgeting, staff and overhead charging and cost recovery Help ensure that funding and donor proposals and resulting contracts and grant agreements are appropriate to, and comply with, FFI operating standards and implementation conditions within Cambodia Proactively develop and nurture relationships with prospective and existing funders and donors, ensuring open and regular communication and hosting donor visits as required Other Represent FFI as required at meetings, events and workshops Feed into quarterly and annual work planning and reporting Manage, maintain and potentially expand donation collection systems for the MFMA Ensure that field operations are conducted to a high standard of health and safety and environmental good practice Supervise the maintenance and inventory of the field equipment notably dive gear. Bring to the attention of the Project Manager any news-worthy items arising within the project

7 PERSON SPECIFICATION Essential Desirable Skills Outcome-oriented research supervision Strong technical reporting skills, including the ability to analyse and interpret data Ability to work in remote areas with limited supervision Good attention to detail, especially in data organisation and management Strong interpersonal, communication and presentation skills (written and verbal) Strong organisational skills Fluent in English Proven people skills, especially of working in multi-cultural environments and with non-english speakers An understanding and experience of working within or with NGOs Knowledge Relevant MSc or higher academic and qualification in marine biology, marine experience conservation or equivalent work experience Experience in providing training, coaching and mentoring Experience in field research, including coral reef surveys e.g. Reef Check Experience in managing project budgets Track-record of fundraising and project development Minimum dive certification PADI Rescue Diver or equivalent (with 100+ dives) Behavioural qualities Proactive and solutions focused approach Trustworthy and professional in all ways Ability to work in remote locations and independently Flexible and responsive to the needs of the organisation Team player Dealing with and supervising students History of technical and/or scientific publications GIS experience with ARC and/or QGIS Experience of Seagrass Surveys Experience working with local communities including socioeconomic surveys and resource mapping Experience working in Cambodia or other countries in Southeast Asia Dive Master or instructor certification First aid and Oxygen certified Experience in providing theoretical classes on marine ecology Understanding of sustainable financing mechanisms for conservation Interest in indigenous cultures and customary resource management
