2 Objective Enhance the existing capacity in Turkey to prepare National Communications and Biennial Reports that meet the EU and UNFCCC reporting requirements Two focus areas: Policies and Measures; Projections

3 Approach Identify the training and assistance needs and develop an appropriate training programme for all staff involved in the preparation of the National Communications and Biennial Reports

4 Timeline Duration of Component 3: 21 months In parallel with Components 1 and 2 May January 2017 Identify synergies with Components 1 and 2

6 Activity 3.1 Identify knowledge gaps and training needs Develop an appropriate training programme for all relevant personnel involved in the preparation of National Communications and Biennial Reports Step Step Step Conduct a Training and Assistance Needs Analysis Develop an on-the-job Training Programme Expert Dialogue with GHG Inventory Core Group

7 Activity 3.1 events Duration: 4 months (May-August 2015) Two (2) one-day technical/ expert meetings interviews with stakeholders

9 Activities Implementation of training programme on the preparation of National Communications and Biennial Reports Activity 3.2: Policies and Measures Activity 3.3: National projections of GHG emissions - Models and approaches used Activity 3.4: National projections of GHG emissions - Sectoral emissions scenario development Activity 3.5: Cost-benefit analysis and development of mitigation cost curve

10 Training on: Policies and Measures Reporting on domestic and regional programmes and/or legislative arrangements and enforcement and administrative procedures Reporting on PaMs and their effects (quantitative estimation of impacts) Prioritizing PaMs based on their impact in affecting GHG emissions and removals

11 Training on: National projections Types of models/approaches used and their characteristics Purpose of model (original and modified) Strengths and weaknesses Overlap and synergies between PaMs Sensitivity to key assumptions Development of scenarios in key sectors: Energy, Industrial Processes, Agriculture, Forestry, Waste

12 Training on: Cost-benefit analysis Cost-benefit analysis Marginal mitigation cost curves

13 Activity events Duration: 8 months (September 2015 April 2016) Ten (10) 3-day workshops/ expert meetings

14 Activity 3.6 Support the preparation of National Communications and Biennial Reports through an appropriate training programme and review activities Step Step Step Assignment of tasks for the different sections of NCs and BRs Update of the outcomes of capacitybuilding projects Peer review of the draft sections of NCs and BRs

15 Activity 3.6 events Duration: 17 months (September 2015 January 2017) Face-to-face sessions (number to be defined)

16 Other events Two (2) study/training trips to two EU countries Two countries to be selected amongst Portugal, UK, Netherlands, Finland To discuss with counterparts in these countries and learn from their experience Possibly in conjunction with study trips under Component 2
