The Institute aims to provide excellent vocational education and training services for industry, students and government in Victoria, Australia and globally. Programs offered by William Angliss Institute range from one-day courses and weekend industry training, through to apprenticeships, nationally recognised certificates and two-year full-time advanced diploma programs. Specialist degree programs extend the Institute s portfolio to provide higher level business and management education. For more information regarding the organisation please visit: Role of the Division The Institute is located within the Melbourne CBD district and has annual consolidated revenue of $63m, with in excess of 60% generated from non-government commercial activity. It has total assets of $220m and offers courses in excess of 18,000 enrolments. The Student Recruitment and Services Division employs approximately 50 staff and has an annual expenditure budget of $6.1m. Commercial in Confidence Page 1 of 9

2 Primary Objectives Reporting to the Chief Executive Officer, the position of Associate Director Student Recruitment and Services will be accountable for the implementation and continued development of a range of highquality student recruitment and service strategies in support of students both nationally and internationally. The main objectives of the Associate Director Student Recruitment and Services are to: Lead the marketing and student recruitment strategies in Victoria to ensure the recruitment of eligible students into registered Institute courses; Lead the development of business opportunities across the educational delivery departments in line with industry needs and to increase commercial income and profitability to meet or exceed financial targets; Chair the Angliss Business Development Group leading the development and implementation of strategies to achieve targets set by the Executive and/or the Institute Board; Oversee the Institute s Marketing and Communications functions to ensure marketing plans support the overall strategic direction and attract new clients to assist in meeting business targets. Collaborate with relevant Executives and Managers in the development of educational strategy and business plans for continued development of high-quality training products and course offerings; Lead the development of high quality, cost effective student services ensuring the Institute maintains consistency of service across all national and international operations; Oversee the Institute s Learning and Information Services function to ensure the Learning Resource Centre, Student Opportunities Team, E-Learning Unit, Learning Advisors and Wellbeing & Counselling Support Services enhance the student experience at the Institute; Oversee the Institute s Student Information Centre to ensure timely, high quality student services are provided, including the provision of accurate course information to potential and current students, enrolments, receipts, invoice authorisation and refunds; Plan, implement and monitor financial budgets to ensure that revenue and expenditure is within forecast/approved budgets; Manage the Division s human, physical and financial resources to ensure that the Institute s mission, goals and objectives are met or exceeded in a cost-effective manner; Ensure effective measurement of student services internal and external reporting activity to enable the review of service demand levels, adequacy of support levels and effectiveness of overall service; Ensure compliance with relevant legislative instruments including Standards for Registered Training Organisations 2015 (SRTO), the Australian Qualifications Framework (AQF), the Education Services for Overseas Students (ESOS) Act and the Victorian Registration & Qualification (VRQA) guidelines. 3 Reporting Relationships The Associate Director Student Recruitment and Services is one of six members of the Institute Executive Management Team (including the CEO) who ensure the effective provision of resources in line with established priorities and contribute to the development of policy and management objectives to achieve the Institute s Strategic Plan. The following positions report directly to the Associate Director Student Recruitment and Services: Manager Business Development (VIC); Chief Marketing Officer; Manager Learning and Information Services; Information Centre Supervisor. Role of the Position s Supervisor The Institute s CEO is directly responsible to the Board for the strategic direction and management of the Institute to ensure the achievement of goals and objectives established in line with government priorities for Vocational Education and Training. The CEO is responsible for maintaining and growing the brand through the development of new initiatives and the continuous improvement of William Angliss Institute products and services to the industry. 4 Typical Functions The Associate Director Student Recruitment and Services has full management accountability for the performance of the Student Recruitment and Services Division. The position is responsible for ensuring the highest standards of student recruitment and services across the Institute. The Associate Director Student Recruitment and Services works with the Executive team to support the Student Recruitment and Services Division and will work directly with the CEO on specific issues affecting the areas of responsibility. Business Development Work with the Manager Business Development (VIC) to research, identify and develop strategies to maximise student enrolment and commercial business opportunities ensuring training plans and revenue targets are achieved primarily in the Victorian marketplace; Work with the Associate Director VET and VET Centre Managers to increase commercial growth by enhancing existing enterprise relationships and implementing new business opportunities; Chair the Angliss Business Development Group which includes the Manager Business Development (VIC), Manager National Training and Manager International Recruitment to meet or exceed Victorian financial targets set by the Executive and/or the Institute Board. Marketing & Communications Work with the Chief Marketing Officer to develop and implement the Institute s marketing plans, domestic student recruitment, promotional and corporate communications, stakeholder surveys and a range of student engagement activities and programs. Learning Information Services Work with the Manager Learning Information Services to: Oversee the Learning Resource Centre and provide strategic and operational planning to meet and support the information needs of students and staff; Lead the E-Learning Support Unit and implement the E-Learning strategy focusing on the planning and support of E-Learning for optimal teaching and learning outcomes; Manage the Learning Advisors to assist students to develop their language, literacy, numeracy and academic skills. This includes the development of a Language, Literacy and Numeracy strategy for the Institute that uses the Australian Core Skills Framework1 (ACSF) to contribute to student retention and the successful completion of their studies; Oversee the Wellbeing and Counselling Services to provide strategic wellbeing and mental health services across the Institute; Oversee Disability Support Services providing equity and advocacy for students with disability to access their physical and learning environments; Commercial in Confidence Page 4 of 9

5 Oversee the Student Opportunities programs and Apprenticeship Support activities to enhance the student and alumni experience, boost engagement and drive career outcomes. Student Information Centre Work with the Student Information Centre to ensure timely, high quality student customer services are provided. This includes the collation of enrolment documentation and the confirmation of fee payments to meet the requirements of the Vocational Education service agreements (including evidence of enrolment and evidence of concession). Financial Management Ensure that divisional operational activities are undertaken in line with established budgets and that financial performance is managed effectively through regular review and analysis of results; Plan and implement divisional activities and associated revenue and expenditure budgets consistent with established financial targets; Oversee and work with direct reports to ensure the Institute remains competitive and meets projected targets and collects all monies owed to the Institute within agreed timeframes; Ensure all invoicing is accurate, timely and consistent with Institute policies and all expenditure is authorised consistent with delegated authority levels and the Institute s purchasing and procurement guidelines. Compliance Ensure the Institute meets quality reporting requirements with regards to student recruitment and services provided by the Institute; Comply with legal requirements expressed through the Institute policies and procedures; Ensure compliance with Occupational Health and Safety legislation and Institute requirements to ensure employees, clients and visitors are protected against risk to their health, safety and welfare; Comply with the Institute and Public Sector Code of Conduct, Occupational Health and Safety Policy and Procedures, Diversity, Access & Equity Policy and any other relevant legislation, policy, procedures or practices; Comply with the Child Safe Policy, procedures and legislation including responding to student concerns of child abuse and reporting suspected child abuse; Ensure compliance with relevant legislative instruments including Standards for Registered Training Organisations 2015 (SRTO), the Australian Qualifications Framework (AQF), the Tertiary Education and Quality Standards Agency (TEQSA), the Education Services for Overseas Students (ESOS) Act and the Victorian Registration and Qualification (VRCA) guidelines; Commercial in Confidence Page 5 of 9

6 Be familiar and ensure compliance with the relevant state and territory Vocational Educational and Training (VET) Government Funding Contract at all times by meeting contractual requirements of the Contract(s) and ensuring all staff are aware of their responsibilities mandated by the Contract(s). Ensure that internal and external audit recommendations that relate to the relevant VET Government Funding Contract(s) are actioned and implemented on a timely basis and reported accordingly; Ensure the Division meets Higher Education Skills Group (HESG) contractual and service obligations. Relationship Management Participate in activities of the Executive such as strategic planning, development of new initiatives and continuous improvement of student recruitment and services across the Institute; Ensure that the Chief Executive Officer is briefed on divisional programs and activities; The position will liaise with a range of Federal and State government departments in the fields of student recruitment and services; The position will provide divisional reports to the Institute Board as requested by the Chief Executive Officer. Human Resource Management Manage effective staff performance of direct reports including the annual formal performance review and development process to ensure that staff clearly understand and meet expectations of their role; Identify and manage the professional development needs of direct reports in line with Institute needs and strategies; Implement, promote and ensure an environment that respects diversity and meets relevant legislative requirements (e.g. OH&S and EO); Manage localised employee relations issues, seeking advice from the People & Capability Department when required; Develop a cohesive team spirit amongst staff as a means of fostering a strong commitment to the efficient and effective provision of services. Performance Improvement Demonstrate professional and educational leadership by meeting individual performance improvement objectives as agreed with the Chief Executive Officer. Information Management Develop, implement, operate, monitor and review database and information systems; Commercial in Confidence Page 6 of 9

7 Research and recommend updates to management information systems as appropriate; Notes Ensure that information is managed in a timely and accurate manner. The incumbent can expect to be allocated duties not specifically mentioned in this document but within the capacity, qualifications and experience normally expected from persons occupying positions at senior management level; Specific performance targets will be negotiated with the Chief Executive Officer as part of the Institute s performance review process. 8 Key Selection Criteria A relevant qualification at graduate or post-graduate level; Relevant experience in the provision of student recruitment and services within an educational environment or a large complex organisation; Strong leadership skills to manage a range of functions, drive a commitment to service excellence and enhance student satisfaction; Ability to develop effective business development strategies and marketing solutions to achieve revenue growth along with, proven networking, relationship building and stakeholder management skills and effective negotiation and influencing skills; Proven experience in leadership and people management, strategic resource planning and budgeting, financial management and policy development; Excellent written and verbal communication skills with the ability to communicate clearly and prepare high quality reports; Experience in working with a Board of Directors and at Executive Management level; Knowledge of the Standards for Registered Training Organisations 2015 (SRTO) and relevant policies and procedures; Demonstrated behaviours that align with the William Angliss Institute Values.
