1 CHIEF EXECUTIVE OFFICER YMCA OF BUNDABERG ABOUT US The YMCA of Bundaberg Inc. (YMCA Bundaberg) was established in In addition to the traditional offerings of childcare, health, fitness and sporting activities, the YMCA has expanded locally to become a major provider of disability support services, youth and seniors programs within our community. These include; Several youth based programs to assist young people aged 10-25yrs who are detached from the education system, at risk of offending, or are involved in the Youth Justice system. Support services for people with a vast range of disabilities Respite programs for children with special needs Healthy, fun, socially connected friendship programs for Seniors A multi-functional facility in Bundaberg that offers an excellent venue to sporting and community groups, schools, families and individuals Modern air-conditioned gym in Bundaberg Centrally located 24/7 fitness centre at Bargara Long day child care centre, including a kindergarten program. Indoor Playcentre and café. The YMCA Bundaberg contributes in excess of $4.4 million to the local economy per annum, providing employment to approximately 70 citizens, and servicing hundreds of clients across a range of services. 3 The YMCA of Bundaberg Inc supports the rights of children and young people and is committed to providing a standard of service which ensures their safety and well being. In order to support this commitment we are dedicated to our Safe Guarding Children management strategy which has policy and procedures in place to effectively address the safety and well being of children and young people in our care. The YMCA of Bundaberg recognises that all children and young people have the right to develop and reach their potential in environments that are caring, nurturing and safe. The YMCA of Bundaberg considers any form of child/young person abuse, inclusive of emotional, physical, sexual abuse or neglect, as intolerable under any circumstances and any incidents of suspected child abuse are promptly and appropriately reported and managed. EMPLOYMENT CONDITIONS Staffs are employed in accordance with the terms and conditions of the YMCA of Bundaberg Inc. Certified Workplace Agreement It covers all categories of staff. Employment may be on a full time, part time, or casual basis. Contract staff are utilised as required. WORKPLACE HEALTH AND SAFETY All employees of the YMCA are required to comply with the Workplace Health and Safety Act The YMCA Bundaberg is a non-smoking environment. 4 REPORTS TO EMPLOYMENT STATUS The Board, YMCA of Bundaberg Inc. Full Time POSITION SUMMARY The Board will require the Chief Executive Officer (CEO) to direct and execute all activities of the YMCA Bundaberg either directly or indirectly or through delegated authority and provide leadership in the following areas: The creation and implementation of strategic, tactical and financial plans. Financial management to achieve agreed budget outcomes Organisational growth and development Lead, foster and promote a strong commitment to safeguarding children and young people Liaison with the community, government, the broader YMCA Movement and other stakeholders Develop programs and services to meet the needs of community Leadership and development of the YMCA Bundaberg employees Lead the YMCA Bundaberg up to and beyond the introduction of the National Disability Insurance Scheme (NDIS) The CEO, YMCA Bundaberg will be visionary and a strategic leader who will bring a practical and intellectual understanding of disability services (inc NDIS), fitness, health, wellbeing, youth, seniors and community connectedness in the not-for profit sector. The CEO will be an enabler and facilitator who will have strength of character and conviction to work with a strong, engaged Board that is dedicated to the mission of the YMCA. Strongly developed communication skills are critical to ensure that the CEO is effective in representing the YMCA Bundaberg and it s mission to all levels of government, the broader YMCA movement, our community and other stakeholders. The CEO will demonstrate strong organisational, administrative, and financial management skills. The CEO will be highly engaged and willing to undertake essential tasks required to meet the goals of YMCA Bundaberg. DUTIES AND RESPONSIBILITIES Page 4 of 8

5 Governance Oversee the development and review of policies and procedures of the YMCA Bundaberg Ensure adherence to the State and Federal legal requirements of the Incorporated entity Comply with all legal, statutory and regulatory requirements Comply with the constitution of the YMCA Bundaberg and the Licensing Standards issued by YMCA of Australia Maintain appropriate control measures to protect YMCA assets and intellectual property Board Relationship Demonstrate a commitment to robust accountability in Board relationships Contribute to policy developments and administration; Board personal development; training and induction of Board members Develop and provide appropriate policy recommendations for consideration by the Board Propose agendas (in consultation with the President) for the Board that will meet governance standards and include adequate time to address business issues Further the goals of the YMCA Bundaberg; facilitate the work the Board and any committees by developing resource materials, providing timely, appropriate information/reports and assisting directors as necessary Provide advice and counsel to the Board to assist in setting policies and monitoring the performance of YMCA Bundaberg. Recommend new policies, programs, and action plans consistent with the strategic vision of the organisation; executes and oversee implementation of policies/decisions of the Board Strategic Planning In consultation with the Board and the senior management team, develop and implement a strategic plan taking into account current and long-term goals and objectives that will achieve our Vision Identify, evaluate and recommend new business/service opportunities (including but not limited to external partnerships) that support growth of the YMCA Bundaberg Monitor and provide the Board with periodic reports on achievements and progress on key milestones within the strategic plan Financial Page 5 of 8

6 Ensure that financial management is consistent with Board expenditure priorities and the long term financial stability of the YMCA Bundaberg Provide financial reports/information to the Board on a monthly basis or, on request as necessary Ensure that an annual plan and budgets are prepared for Board approval and implemented accordingly Budget monitoring (including revenue streams, expenditure, trends and variances on a regular basis) and implementation of corrective actions where/when required. Oversee all accounting functions including those necessary for audit, budgeting, financial analysis, contract management, capital asset/property management, and payroll in accordance with accepted accounting principles, YMCA procedures and Workplace Legislation. People and Culture Provide strong leadership to the management of the staff team consistent with the organisational values of honesty, respect, caring and responsibility Ensure the organisational structure is adequately resourced to support the achievement of strategic/ operational plans and contractual agreements Oversee all aspects of human resource management, including recruitment, staff development, remuneration, performance management in accordance with the staff collective agreement and all aspects of the Fair Work Act. Create a values based culture where employees and volunteers abide by the YMCA s Equal Opportunity policies in an inclusive environment free from discrimination, bullying and harassment Review and implement strategies to promote YMCA Bundaberg as an Employer of Choice Risk Management Ensure requirements of workplace health and safety legislation are implemented, actioned and reviewed for the safety and wellbeing of all staff, volunteers and users of our services. Regularly review of policy in line with Legislation and Incident reporting procedures Regularly review and take action to identify and eliminate risks that may impact on the safety and wellbeing of staff, volunteers and users of our services. Alert the Board and insurers of any incidents, potential claims or risks that may impact on YMCA Bundaberg s reputation and/or brand Operational Page 6 of 8

7 Oversee the management of the business units and undertake regular site visits to build effective working relationships with YMCA teams. Maintain existing community relationships, and identify new opportunities for YMCA to partner with external and internal agencies to expand our social reach within our community. Develop and implement review effectiveness of a marketing plan to increase YMCA brand awareness within our community. Seek feedback and monitor customer service standards of YMCA Bundaberg and implement actions to maximise quality and participation in the programs offered. Review, investigate and respond to complaints and/or concerns that have potential to damage the YMCA Bundaberg brand ( in consultation with Board if necessary) Safeguarding Children & Young People Understand and work under the guidelines of the YMCA s Safeguarding Children and Young People Policy, Statement of Commitment and Code of Conduct. Responsible for providing a welcoming and safe environment for children and young people participating in all YMCA Bundaberg services and programs Promote the safety and wellbeing of children and young people to whom we provide services Ensure that interactions with children and young people are positive and safe. Provide adequate care and supervision of children and young people in your charge Lead and act as a positive role model for children and young people Immediately report any suspicions, concerns, allegations or disclosures of alleged abuse to the relevant authority, the Board, YMCA Australia and Insurers Maintain valid working with children documentation Undergo periodic national criminal history record checks Report to management any criminal charges or convictions you receive during the course of your employment that may indicate a possible risk to children and young people. QUALIFICATIONS AND EXPERIENCE 1. A tertiary qualification in business, or community services, or equivalent, relevant to the position is highly preferred. And/or at least five years Management experience in a multifaceted business environment 2. A sound knowledge of the NDIS is highly desirable 3. A high level of financial /business acumen to manage a diverse organisation with a turnover of over $4 million pa 4. Strong leadership and organisational skills Page 7 of 8

8 5. Demonstrated high level written and oral communication skills including public speaking 6. The ability to write and submit successful grant applications as required 7. Ability to develop strategies, plan and achieve organisational objectives and financial budgets 8. The ability to work effectively and harmoniously with a wide range of people including Board, staff, volunteers and users of YMCA services. 9. The ability to foster relationships with external stakeholders CONDITIONS OF EMPLOYMENT The successful applicant will hold a current Positive Notice Blue Card for Child Related Employment The successful applicant will hold a current Disability Services Positive Notice Card. A current first aid certificate and CPR certificate. The successful applicant will hold a Current Driver s Licence and have access to a Queensland registered vehicle which is fully comprehensively insured. This position is subject to a 6 month probationary period The successful candidate will be employed under an Employment Contract with the YMCA Board. Other the terms and conditions relating to this position are taken from the National Employment Standards as set by The Fair Work Act The CEO must be able to travel intra and interstate to attend conferences, training and other events as required to fulfil the responsibilities of the position.
