3 UNEA1 status of implementation: -Two decisions: - Implementation of paragraph 88 of the Rio+20 outcome document - Agenda/date/venue for UNEA-2-17 resolutions on: - 1/3 on illegal trade in wildlife; - 1/4 on science-policy interface (SPI); - 1/5 on chemicals and waste; - 1/6 on marine debris and microplastics; - 1/7 on role of UNEP in promoting air quality; - 1/8 on ecosystem-based adaptation (EbA); - 1/13 on implementation of Principle 10; etc We will circulate the full update by . 4 UNEA 2 nd sessionon 23-27May 2016 The Road to UNEA2 Informal multistakeholder consultations Open-ended CPR 2 nd meeting on February 2016 CPR subcommittee meetings, informal consultations & briefings Regional forums and engagement

5 Annual CPR subcommittee outcomes Stakeholder consultation welcomed MGS engagement in the work of UNEP, recognisedneed to actively involve and engage all relevant stakeholders in UNEA while upholding its inter-governmental nature. The ongoing informal consultations by UNEA president on the Stakeholder Engagement Policy were recognized; consensus to be achieved by OECPR-2 Preparation of resolutions for UNEA -2 need to cluster and prioritize the existing proposals for draft resolutions - manageable list, consensus based and demonstrating the strong leadership of UNEA on environmental matters. UNEA-2 high-level segment need for ministerial ownership and productive dialogue amongst Ministers and other relevant actors on the overarching theme of UNEA-2 Support a strong outcome from UNEA-2; working group should reach consensus on the actual format of the outcome ahead of OECPR-2 UNEA Cycle A broad understanding of the advantages of changing the UNEA cycle to odd years; agreed to continue efforts towards a consensus on the matter

6 Milestones to UNEA2 Inter-sessional period focused on a) structured process for preparing draft resolutions and decisions; b) working group on the draft outcome document; c) informal consultations on Stakeholder Engagement Policy (SEP) Second open-ended CPR (15-19 February 2016) under the leadership of CPR Chair (H.E. Julia Pataki, Romania) will focus on: a) concluding outstanding draft resolutions for transmission to UNEA-2 ; b) increasing political awareness; c) political issues such as SEP; changing UNEA cycle and the outcome document

7 Overarching theme on Implementing the environmental dimension of the post-2015 development agenda Interactive ministerial policy review to focus on Healthy environment-healthy people, supported by a global thematic report UNEA as part of the review framework of the post agenda; Symposium on Mobilizing resources for sustainable investments Various side events and pre-sessional events envisaged with a view to bringing diverse actors to Nairobi; many opportunities for stakeholder engagement UNEA2 Organization

8 UNEA2 Organization Interactive ministerial policy review on Healthy environment- Healthy people, supported by a global thematic report Mapping the scientific evidence Sharing narratives of hope offered by SDGs. Building resilience and providing policy options Enhancing partnership Governance and legal tools for env and health linkages

9 Inquiry s 3 Core Questions: Symposium on Mobilizing resources UNEA-2 for sustainable Organization investments Why under what circumstances should measures be taken to ensure that the financial system takes fuller account of sustainable development? What what measureshave been and might be more widely deployed to better align the financial system with sustainable development? How how can such measures best be deployed? Key Conclusions: Financing for sustainable development can be delivered through action within the financial system, as well as the real economy. Policy innovations from developing and developed countries demonstrate how the financial system can be better aligned with sustainable development. Systematic national action can now be takento shape a sustainable financial system, complemented by international cooperation.
