4 Welcome to Karbon Homes Karbon Homes is almost 2 years old and was formed from the merger of three former North East housing providers. The new organisation is predicated on shared aspirations and a focus on what is possible with our coming together as one stronger organisation with greater impact. We have 27,000 homes across the North East and North Yorkshire. We offer a wide range of homes for people with different needs. Here at Karbon we are all about building strong foundations for life. Building more and better homes within healthy, sustainable communities is a key part of this. This is an exciting opportunity to join us at an early stage of our journey to help shape and deliver this aim. Your role will be accountable for developing and delivering our asset and regeneration strategy to maximise Karbon s use of its stock. We offer a wide range of homes from affordable family homes, flats and bungalows, to sheltered housing and Extra Care for older people, to supported homes for those who need extra help. With a focus on strategic asset management and regeneration, you will enable us to realise our ambition of leveraging our asset base of 27,000 homes. You will play an important part in helping to shape our housing lifecycle, leading and developing models of sustainability for the future. Having a strong record of achievement in strategic asset management is important, and you will need to be comfortable working within an organisation that seeks to balance a strong business head with a social heart. So, you are likely to be enthusiastic about the prospect of using your strong commercial skills to help deliver the best outcomes for our customers and communities. We have three key strategic aims that underpin these ambitions, and while they are all inter-connected, the first one is the most important one for this role: - To provide as many good quality homes as we can - To deliver excellent service to our customers - To shape strong, sustainable places for our communities In seeking to deliver that aim, our plan is to: Continue our commitment to help meet the housing crisis by progressively increasing the supply of new homes from our current level of around 350 homes per year to around 500 from 2019/20 onwards. We will continue to look for opportunities to drive efficiency and better value from our approach, embracing new ways of building and new types of technology to build more homes. Provide homes for our most financially vulnerable customers by continuing to build homes for Affordable Rent across our area. This includes a commitment to continue to develop affordable homes in rural areas. Explore opportunities for intermediate homes for low waged working families: Our research on affordability of the lower end of the private rented sector, combined with Karbon customer insight, shows 5

6 that, in parts of the region, lower waged working households are poorly served by the private rented market in terms of affordability, quality and security of tenure. We will explore opportunities to provide an intermediate housing offer and grow our market rent portfolio. Support into home ownership: by providing new homes for low cost home ownership through shared ownership and rent to buy. We will continue to look at other means of supporting customers into home ownership too, where appropriate. 6

7 Role profile Reporting to: Responsible for: Director of Development Leading on the development of Karbon s Asset Management Strategy. Developing and using stock condition surveys, sustainability appraisal tools to maximise the use of Karbon s physical assets. Working with other parts of the business on regeneration and remodelling of existing Karbon stock. Role purpose To be accountable for the effective delivery, development and management of the highest possible standard of strategic asset management services. Provide leadership and direction for the Asset Management Team. Act as a positive member of the Karbon Leadership and Management teams, encouraging collaboration and enthusiasm for the effective management of the Group, inspiring a culture that delivers results and service excellence, promoting the Karbon values and brand. Define and develop key relationships with internal and external stakeholders. Key responsibilities Leadership 1. As a member of the Leadership Team, contribute to the future direction and success of the Group through the development of Karbon s Asset Management Strategy, tools and processes. 2. Provide effective leadership, management, motivation and support to staff in the Group s Asset Management Team. 3. Develop and maintain key external relationships with all relevant bodies, networking effectively nationally and regionally. 4. Act as a role model for the Group s values and culture, demonstrating and embedding a coaching style of leadership, ensuring that all employees are supported and engaged in the delivery of the Group s objectives. 5. Lead and embed structural and cultural business change and service improvement, through collaboration and development of corporate strategies and plans. 7

8 Partnership Building 6. Support the Director of Development and Executive Director of Growth and Business Development to promote Karbon s brand and activities amongst local authorities, contractors and developers. Strategic Asset Management 7. Lead on the development of Karbon s Asset Management Strategy. 8. Lead the development of Karbon s stock appraisal and sustainability modelling and processes and procedures, and use these to drive opportunities to maximise Karbon s use of its physical assets, including housing stock and offices. 9. Lead the development and delivery of stock condition surveys and use this information to lead the development of Karbon s capital re-investment programme for delivery by AD Property Services. 10. Develop and lead inclusive and iterative processes to develop component specifications (and lifecycles) for different housing types/ customer groups. 11. Responsibility for the facilities management of Karbon s offices and corporate assets. Regeneration 12. Identify opportunities and develop proposals for stock remodelling/ regeneration and oversee the effective delivery of these. Innovation and Culture Change 13. Lead on the exploration of best practice in relation to new / innovative approaches to strategic asset management and scheme regeneration. 14. Lead on exploration of ways in which Karbon can improve the environmental sustainability of its assets and help customers to reduce their energy needs. Organisation wide 15. Deliver financially viable and economically effective products and services, seeking to maximise resources and social value. 16. Ensure all systems and processes deliver operational excellence, driving continuous improvement and innovation. 17. Ensure that services within the division fully comply with all organisational policy and procedures. 18. Ensure that the risks within the directorate s activities are identified, removed or minimised. 19. Create a safe and healthy working environment, ensuring all systems of work, policies and procedures are fully and consistently applied. 8

9 20. Responsible with the Leadership team for the effective management and utilisation of the Group s assets. 21. Promoting the values of the Group at all times and demonstrating a high level of commitment to diversity and inclusion. 22. Ensure that Karbon homes complies with all legal, regulatory and health and safety requirements. The is part of the Karbon Leadership and Management teams who will be responsible for a wide range of activities as would be expected of an organisation of this size. As with all senior management positions there are also specific responsibilities and delegated powers in relation to financial and operational matters, regulatory compliance and information security. These are not all listed here and will change over time as the organisation continues to grow and develop. 9

10 Person specification Experience and qualification A strong record of demonstrable achievement, at senior level in an organisation of comparable size and complexity to Karbon Homes, in strategic asset management. Substantial experience of leading the development and delivery of stock appraisal and sustainability tools, stock condition surveys and using these to maximise the use of physical assets. Experience of leading and managing significant technical and organisational change. Experience of working in partnership with internal and external stakeholders to deliver excellence. Experience of collaborating and working as part of an effective senior management team. Experience of attending and presenting papers to Boards and committees. Track record of developing and sustaining effective partnerships. Relevant degree or relevant professional qualification, or equivalent work experience, and evidence of continuing professional development. RICS or equivalent qualification. Knowledge Skills Comprehensive knowledge of current and future challenges in the field of asset management. Comprehensive working knowledge of strategic asset management. Understanding of relevant governance practices and issues. Leadership skills and the ability to coach, motivate and engage others. Ability to manage significant budgets within tight controls. High level of skills in strategic and analytical thinking. Ability to interpret and analyse financial information and complex data. Ability to critically evaluate opportunities to maximise the use of new technologies. Ability to identify and manage risks and make sound judgements, whilst not being risk averse. Ability to lead / manage a multi-disciplinary team of circa 12 staff. High level of written, presentation and interpersonal communication skills, with the ability to tailor to a variety of audiences. 10

14 Key terms and conditions Remuneration 71,000 pa, plus a car allowance of 5,568. There is also a pension scheme - Social Housing Pension CARE (career average 1/60 th ) with an 8.35% employer contribution. Annual leave 26 days pa (rising to 31 after three years service), plus public/bank holidays and an additional day for your birthday. Additional terms The organisation has a 37 hour week from Monday to Friday. However, this is a leadership role and as such flexibility is expected in fulfilling role requirements. This will include evening work and occasional weekends too. The office base for this role is Gosforth, Newcastle upon Tyne. Regular travel is expected across the operating region, as is occasional national travel, in line with the requirements of the role. Probation and notice periods Confirmation of employment is subject to satisfactory completion of a six-month probationary period. The notice period after passing probation is 12 weeks notice. 14

15 Key dates and the selection process Closing date: Monday 11 th February 2019 at 12 noon We will be in touch with candidates by Wednesday 13 th February to advise on outcome of application. First interviews: Monday 18 th February 2019 Longlisted candidates will be invited to an interview with a Campbell Tickell panel and a separate one to one meeting with the Director of Development and Asset Management, Karbon Homes. This will take place in Newcastle City Centre. Testing: Week commencing 18 th February 2019 We will be in touch with people about the outcome of their first interview by Monday 18 th February. Shortlisted candidates will be asked to complete an on-line psychometric test. Final interviews: Monday 25 th February 2019 Shortlisted candidates will be invited to an interview with a Karbon Homes panel. We will ask you to prepare a presentation in advance. This will take place at the head office in Gosforth, Newcastle. If you are unable to attend on any of the identified dates, please do speak to Campbell Tickell.
