4 Sustainability Strategy 2020 Introduction As one of the five main Health Trusts in Northern Ireland, the Southern Health and Social Care Trust is an organisation with the ability to have a significant and positive impact on the environment. This strategy sets out the Trusts position in respect of Sustainability and its commitment to continual improvement throughout its sphere of influence. The strategy reinforces the Trusts desire to promote health and well-being, not only through the healthcare services it delivers, but also in the way services are delivered specifically in respect of the environment. The document sets out the context in which the Trust operates; describes the overall Trust strategy in respect of Sustainability; and sets out a high level Action Plan that will facilitate delivery of the key sustainability objectives in the context of the following aims: Legal Compliance Prevention of Pollution Continual improvement Background The Southern Health and Social Care Trust is a large organisation providing a diverse range of health related services. The management of approximately 13,000 staff at over 120 locations covering a population of 350,000 with a total annual expenditure (excluding capital expenditure) in the region of 520 million means the Southern Health and Social Care Trust consumes energy, water, raw materials and natural resources at a significant rate. Through its Sustainability Strategy 2020, the Trust promotes a proactive approach to management of its environment and aims to maximise benefits and minimise risks to clients, staff, visitors, contractors and others through responsible management. The Trusts Sustainability Strategy 2020 further promotes legal compliance with both legislation and other associated standards such as the Controls Assurance Standards for both Waste Management and Environmental Management. A sustainable healthcare Trust means improved working conditions, cost savings and reduced environmental impact. This strategy aims to present a cohesive approach to achieving this. 5 Ministerial Commissioning Direction Each year the Minister through DHSSPSNI identifies priorities for Health & Social Care in the Commissioning Direction. As part of this process targets are set against environmental performance and reviewed annually. The Trust will embrace these targets reflecting them in the action plan associated with its Sustainability Strategy Trust Priorities The Trust Sustainability Strategy is developed in line with four of the Trust s main priorities: Being a good social partner within our communities. Making best use of resources. Supporting people and communities to live healthy lives and to improve their health and wellbeing. Being a good place to work in. The protection of the environment is a key area where the Trust can demonstrate its commitment to the local community to continually improve environmental performance and also meet the ever increasing demands of the Trust. DHSSPSNI Quality Strategy 2020 Quality 2020 is the 10 year strategy to protect and improve quality in health and social care in Northern Ireland. There are 8 strategic planning assumptions used within the Quality Strategy of which a number are addressed by the Trusts Sustainability Strategy 2020 including: Economic, Social and Environment. The effective use of technology is an important tool and the Trust are utilising monitoring and targeting of our environmental resources to promote sustainability. The Sustainability Strategy 2020 will support the strategic goals of the Quality Strategy to improve sustainability within the Trust. Strategy Review The Sustainability Strategy 2020 will be reviewed at least every three years and more often should this be necessary. Annual Report An annual update on the Sustainability Strategy 2020 will form part of the Estates Annual Report. Quality Care, for you, with you. 5

6 Environmental Strategy As part of the previous Environmental Strategy the Trust achieved the following: 1) Signatory to the Carbon Zero project in Newry aiming to promote sustainability in the local area. 2) Investment to reduce carbon emissions and improve efficiency through energy projects including : Combined Heat and Power (CHP) project and new boiler house infrastructure for DHH Change of fuel from oil to natural gas at accommodation blocks at CAH Boiler Decentralisation at St. Luke s Hospital Boiler Decentralisation at STH Phase 1 of the Energy Monitoring and Targeting System 3) Improving environmental management underpinned by Substantive compliance with both Environmental Management and Waste Management Controls Assurance standards. Revised environmental governance structure for the Trust including Environmental Steering Group and Directorate Environmental Committee(s). 4) Revised and updated Environmental, Waste and Energy Policies to reflect sustainability practice. 5) Investment in waste management infrastructure including a waste transfer station at DHH and waste storage area at CAH. 6) The Trust participates in the Arena Network Environmental Survey Northern Ireland s leading environmental benchmarking exercise. The Trust was delighted to be awarded Quintile 2 status in 2011 and Sustainability Strategy 2020 The Sustainability Strategy 2020 builds upon the previous Environmental Strategy and incorporates the key environmental priorities for the Trust and DHSSPS Northern Ireland. These key priorities have been developed into objectives and targets to be achieved by Sustainability involves the following three components: Taking a holistic view of all activities and considering their environmental, social and economic implications. Thinking about whole life issues when planning, designing, building and maintaining the Estate. Making sure that everyone thinks about the way resources are used each and every day within the Trust and also at home. These three components are addressed by the Trust priorities and by the objectives set out in the Sustainability Strategy Quality Care, for you, with you. 6

7 The Strategy Model The Sustainability Strategy 2020 is depicted in a simple model comprising four elements. The first element, and core to the strategy, is the Trusts fundamental objective of sustainability, referred to as Single Planet Living. The second and third elements of the model, Environmental Excellence and Social Partnering, are the means by which the Trust will deliver the core objective of Single Planet Living. Environmental Excellence is the term used to describe the intellectual assets (processes and procedures), that will make up the Trusts Environmental Management System, together with the physical assets (Trust facilities) from which the Trust delivers healthcare. Social Partnering is about who uses the Environmental Assets to deliver the Environmental agenda. Review, Learn & Improve is the fourth and final element of the model by learning to bring about continuous improvement in the Trusts approach to Environmental Management - ultimately promoting achievement of the Trusts core environmental objective of Single Planet Living. 8 Single Planet Living Currently, in Northern Ireland, we consume resources (energy, food, materials) at a rate which would require a country three times the size of Northern Ireland to support the on-going replenishment of those resources. If everyone on earth consumed resources at the same rate that we do then three planets would be needed to generate adequate resources to sustain our lifestyle and consumer habits. The concept of Single Planet Living is based on the principle of everyone living within the available environmental resources i.e. living a sustainable lifestyle. The Southern Health and Social Care Trust wishes to be a leader in Sustainability within Northern Ireland. The Trust s principal environmental objective is to promote the achievement of Single Planet Living in all Trust activities and across its wider sphere of influence. Achievement of this objective will be supported by the development of Environmental Excellence; delivered through effective Social Partnering; and driven by an evolutionary process of Review, Learn and Improve. The Trust is committed to maximising resource efficiency, considering alternative energy and technologies and managing our environmental impacts to ensure we are performing within our means, protecting our environment and becoming more sustainable. Single Planet Living supported by:- promoted through :- Environmental Excellence Social Partnering driven by:- Review, Learn & Improve Objective / Central theme: environmentally responsible organisation; efficient use of resources etc. The Key Objective in support of Single Planet Living is: To promote Single Planet Living through the activities of the Trust, it s employees, and its partner organisations. 9 SINGLE PLANET LIVING The Trust wishes to be a leader in Sustainability within Northern Ireland. The Trust s principal environmental objective is to promote the achievement of Single Planet Living in all Trust activities and across its wider sphere of influence. Achievement of this objective will be supported by the development of an Environmental Excellence tool-set; delivered through effective Social Partnering; and driven by an evolutionary process of Review, Learn and Improve. Supporting Objectives Secure Trust Board approval and continual support for the Trust s Sustainability Strategy Promote Single Planet Living through the activities of the Trust, its employees, and its partner organisations. Develop and implement an Energy Plan to support the achievement of key energy targets including: Reduction of electricity consumption by 1% each year until 2020 Reduction of oil consumption by 1% each year until 2020 Reduction of direct carbon emissions by 1% each year until 2020 Develop and implement a Waste Management plan to promote increased recycling and reduce waste sent for disposal by 5% by 2020 Develop and implement a Water Management Plan to reduce water usage by 2% each year until Drive sustainability and environmental best practice through engagement with partners and suppliers to: Promote the Green Supply Chain Increase environmental awareness of contractors Quality Care, for you, with you. 9

10 Environmental Excellence Environmental Excellence describes the assets required by the Trust to be environmentally responsible. The intellectual assets provide best practice guidance so staff are environmentally aware of how we do things and when we do things i.e. the processes and procedures that will form the basis of the Trusts Environmental Management System. It is intended that this management system will be independently audited and accredited. The physical assets are primarily our Trust facilities within which our activities are based and those buildings we construct for the delivery of healthcare and associated activities. Trust facilities that are environmentally efficient are an essential component in the delivery of the sustainability agenda. The Key Objectives in support of Environmental Excellence are: Establish a comprehensive Environmental Management System within the Trust; Review environmental infrastructure requirements for Trust facilities, develop proposals, secure funding and introduce improvements; Ensure all capital developments comply, as far as is possible, with all applicable standards for Environmental Management and embrace the principles of Sustainable Development Single Planet Living supported by:- promoted through :- Environmental Excellence Social Partnering driven by:- Review, Learn & Improve Organisational Tools: The Management systems; and Infrastructure that facilitate the Trust in delivering against it s Environmental agenda. 11 ENVIRONMENTAL EXCELLENCE The Trust will develop, implement and continually improve its Environmental Excellence assets in support of its principal environmental objective of Single Planet Living. This will comprise an Environmental Management System and Site Infrastructure appropriate to Trust needs. Supporting Objectives Establish and continuously develop a comprehensive Environmental Management System based on sound systems and best practice policies and procedures to ensure the Trust performs in a sustainable manner and maintains good governance (including compliance with applicable legislation, the Carbon Reduction Commitment scheme and the Controls Assurance Standards for Waste and the Environment). Maintain a Sustainability Investment Plan through systematic reviews of the Trusts Estate and infrastructure to identify opportunities for improvement, bidding for funding as appropriate Embrace the principles of sustainability in all Capital Development projects whilst promoting compliance with BREEAM (Building Research Establishment Environmental Assessment Method) and all applicable Environmental standards Continuously improve the awareness and competence of staff in respect of Sustainability though innovative and effective communication and training utilising E-Learning and other mechanisms as appropriate Maintain the required level of specialist skills and competence within Trust staff (e.g. COTC) to ensure compliance with applicable standards and support the on-going implementation of the Sustainability Strategy 2020 Quality Care, for you, with you. 11

12 Social Partnering Social Partnering is about who delivers the environmental agenda. It seeks to recognise and embrace the fact that we all have responsibilities to be good custodians of our environment. Social Partnering not only promotes the responsibility of the Trusts 13,000 staff as they undertake their daily work activities but also recognises and seeks to utilise the influence these individuals have both at home and within their community. Social Partnering recognises the role of the Corporate Body in delivering healthcare in an environmentally friendly manner and in the partnerships the corporate body has with its clients, suppliers and partner organisations such as local councils, voluntary and commissioning groups All of these aspects make the Trust an extremely influential Social Partner and, coupled with Environmental Excellence assets, form a powerful base for the promotion of Single Planet Living. The Key Objectives in support of Social Partnering are: Supporting the Trust Corporate Social Responsibility Policy and its further development and implementation. Develop a culture of environmental responsibility and improvement by developing initiatives to inform, train and assist staff in implementing environmental best practice at work, at home and within their communities. Establish mutually beneficial partnering arrangements with local organisations. Maximise the positive influence the Trust has on the environment through effective Supply Chain Management with BSOPALS and HEIG. Quality Care, for you, with you. 12

13 SOCIAL PARTNERING Utilising the Environmental Excellence tool set, the Trust will employ Social Partnering as a delivery mechanism for its Environmental Strategy. In addition to the Trust s commitment to continually improving its performance in all areas of the environment, we will use our influence to inspire others to do so also. Social Partnering recognises the role and influence the Trust has :- in how we conduct our business as a responsible organisation; as a major employer with the ability to support and influence 13,000 staff who are leaders and members within their own communities; and as a social partner working with other organisations Supporting Objectives Embrace and support the Trust s Corporate Social Responsibility Policy as the primary means of Social Partnering. Engender a culture of environmental responsibility and a desire for improvement through the influence of our staff, developing initiatives and tools to inform, train and assist them in implementing environmental best practice at work, at home and within their communities Further develop mutually beneficial partnering arrangements with local Councils and community organisations to maximise the Trust s influence, and learning, in promoting sustainability. 14 Review, Learn & Improve In order to achieve and maintain its position as a leader in Sustainability within Northern Ireland, the Trust will be a progressive, environmentally conscious organisation, building on successes and learning from, and adapting to, challenges. Establishing the Southern Trust as a leader in Sustainability requires us to intelligently measure and evaluate our performance. This will be done both internally, through Key Performance Indicators and audit and externally through benchmarking comparisons with our fellow Health Trusts and the top performing business and public sector organisations in Northern Ireland. The Trust will employ best practice in environmental risk assessment and management using appropriate tools and techniques to identify and implement Improvement Opportunities. The Key Objectives in support of Review, Learn & Improve are: Develop a culture of environmental continual improvement through review, learning and future development. Drive further improvement by mitigation of environmental threats through the effective identification, treatment and review of risks. Single Planet Living supported by:- promoted through :- Environmental Excellence Social Partnering driven by:- Review, Learn & Improve Continuous Improvement: Using lessons learned through various feedback mechanisms (Benchmarking; audits; surveys; compliments & complaints; incidents etc) and performance indicators, maximise environmental benefits v vfm and remove/minimise risk. 15 REVIEW, LEARN & IMPROVE The Trust will be a progressive, environmentally conscious organisation, building on successes and learning from, and adapting to, sustainability challenges. Supporting Objectives Engender a culture of evolutionary improvement through continuing review, learning and development Drive further improvement by removing / reducing Environmental Threats through the effective identification; treatment; and review of risks Participate fully in the Carbon Reduction Commitment (CRC) scheme as a catalyst for improvement Identify improvement opportunities through completion of energy audits, utilising Energy Monitoring and Targeting Systems, and engaging in environmental benchmarking Continue to participate in the Arena Network NI Annual benchmarking survey to promote learning from best in class examples across the region Review learning from Environmental Governance systems across the Trust and maintain substantive compliance in Controls Assurance Standards for Environmental and Waste Management Analyse progress against Priorities for Action targets in light of external/internal developments and review action plans accordingly Utilise learning from all sources to inform the annual sustainability investment plan Quality Care, for you, with you. 15
