DFAT Aid Adviser Remuneration Framework DFAT implements an Aid Adviser Remuneration Framework (ARF) that defines its policies and procedures for determining the remuneration of commercially contracted international advisers. The ARF requires that advisers are paid in accordance with market-based remuneration rates and a prescribed set of allowances. Further information on the current version of this framework can be accessed from the DFAT Aid Adviser Remuneration Framework. What is a Long Term Adviser? A Long Term Adviser (LTA) role is considered any appointment that is six (6) months or longer in duration. Page 2

3 Compensation & Benefits Long Term Adviser In accordance with the ARF, the compensation and benefits associated with this Long Term Adviser position are outlined below: 1. A monthly Professional Fee paid in arrears at the end of each calendar month. This fee is inclusive of any applicable superannuation (paid in accordance with legislation as amended from time to time). The rate band for this position is: AUD 14,335 to AUD $ 17,918 per month. N.B. This position is likely to be tax-free for Australian residents. Advice from an international taxation specialist should be obtained to confirm your eligibility for tax free status. 2. Travel and medical insurance for the adviser and any nominated accompanying dependants. If this Long Term Adviser position requires an individual to relocate from their primary country of residence to undertake this role, they will also be entitled to: 1. Return business class (or economy class if preferred) mobilisation and demobilisation flights for the adviser; and return economy class mobilisation and demobilisation flights for any accompanying dependants. N.B. Dependants are persons (spouse, partner and/or child under 21 years of age) who have a close personal relationship with the adviser, share accommodation or housing with the adviser, and who are provided with financial or domestic support by the adviser. 2. Reimbursement of rental accommodation costs up to the value of USD $4,500 per month (inclusive of VAT/GST). N.B. This is an DFAT discretionary allowance and is only applicable for those advisers whose accompanying dependants are not currently in receipt of such an allowance from DFAT or any other employer. 3. A monthly Mobility Allowance between: AUD $1, AUD $2, per month (single LTA) AUD $2, AUD $3, per month (LTA mobilising with dependants) N.B. This is an DFAT discretionary allowance and is only applicable for advisers who have relocated internationally for this role and whose accompanying dependants are not currently in receipt of such an allowance from DFAT or any other employer. 4. A monthly fixed and flat rate Mobility Allowance Supplement of AUD $1, per month for eligible LTA s. Page 3

This allowance is only applicable for advisers who have relocated internationally for this role; whose accompanying dependants are not currently in receipt of such an allowance from DFAT or any other employer; who are accompanied by at least one dependant child under the age of 21 years and the child attends school at any level between kindergarten through to year 12; and who has submitted the necessary documentation to confirm the enrolment of each dependant child in accordance with DFAT s requirements. 5. A Mobilisation/Demobilisation Allowance to provide reimbursement for appropriate mobilisation and demobilisation expenses. This can include: a. Excess baggage (up to 25kg total); and/or b. Sea/air freight for personal belongings. N.B. This allowance, as it applies to sea/air freight, is based on cubic meters and is determined upon the number of accompanying dependants. Reimbursement is made to the adviser by Abt Associates upon the presentation of a valid receipt. Program Overview: KOMPAK aims to consolidate and build on DFAT investments in village empowerment, service delivery, governance and civil society strengthening by integrating these areas of activities into a single Program. This approach recognises the importance of local economic growth to poverty reduction, and the value of partnership between DFAT and the private sector to design and implement innovative development solutions. This integrated investment is intended to: enhance coordination with stakeholders across the aid program; minimise duplication; maximise value-formoney; and deliver flexible, adaptive and effective activities for strong results. The implementation of KOMPAK (the Program) is underpinned by effectively planned yet highly responsive corporate operations that align with Abt Associates, DFAT and best practice principles and policies. Duty Statement: This role will provide team leadership, management and strategic oversight to the KOMPAK Program, working closely with the Executive team, ensuring deliverables according to DFAT s Reporting requirements, building rapport and strategic relationships with GOI, addressing all relevant matters as per the annual work plans whilst meeting the needs of the Program. Specific Duties: Provide strategic oversight of the program and leadership to the team. Manage the program team, particularly the Executive Team, and hold them accountable for performance of the Program.Build the capacity of the program team to ensure they are empowered to ensure the program performs and delivers Build the Executive into a high performing team and empower them to take responsibility for the performance of their teams. Maintain excellent, responsive relations with DFAT and ensure the Program meets their needs. Maintain excellent, responsive relations with GOI and ensure that the Program engages with them on all relevant issues. Strive for excellence and outstanding results and for communication of results. Oversee preparation of program progress reports and annual plans and other deliverables, ensuring they are submitted on time, are of high quality, and meet DFAT Progress Reporting guidelines and Abt reporting standards. Be responsible for the high level management of the KOMPAK work plan, ensuring: i. Annual work plan maintains alignment with DFAT and GOI needs and the KOMPAK strategy; and Page 6

7 Performance Outcomes: ii. Value for Money principles are applied and technical inputs are coordinated to minimise duplication of effort and maximise efficiency in achieving results. Manage and mitigate Program risks and issues, with risk documented and communicated to DFAT as necessary. Ensure Technical Advisors (working with GoI) work plans are developed in consultation with KOMPAK and GOI counterparts and are technically reviewed and proactively monitored throughout the input period to ensure achievement towards TOR performance outcomes. Manage performance related matters in accordance with Abt Performance Management policy and DFAT Adviser Remuneration Framework. Be responsible for preparation of PPA reports for review by CR. Oversee the implementation of the Program Exit Strategy in collaboration with CR and Lead the development of the Program Completion Report. Develop and maintain positive relationships with key stakeholders, including DFAT, GOI and other key agencies and donors as required. Ensure that M&E and communications are able to track performance of the Program and clearly report on results. Participate in internal and external program reviews. Maintain the balance between national and Sub-national programs and ensure continuums focus on results. Lead the engagement on the development of the Strategy for Phase Two. Monitor delivery and cash flow projections and report to DFAT. Lead on Collaboration with other DFAT programs High level of responsiveness to DFAT issues and requests measured by KOMPAK receiving a Partner Performance Rating of 5 or above; Quality reporting and communications materials are submitted on time and meet the internal (Abt) and external (DFAT) requirements of KOMPAK measured by receiving a Partner Performance Rating of 5 or above; Program is delivered on time and within budget and value for money principles drive all Program resourcing decisions measured by receiving a Partner Performance Rating of 5 or above; Program team is cohesive, on message and unified in their approach to KOMPAK implementation and key stakeholder relationships are open, productive and outcome oriented. This will be measured through 360 degree appraisals for the internal team for the DFAT relationships this will be measured Page 7

8 Reporting: Core Competencies: through KOMPAK receiving a Partner Performance Rating of 5 or above; All corporate risk and fraud issues are proactively identified, reported, and managed following corporate and DFAT policies and procedures measured by KOMPAK receiving a Partner Performance Rating of 5 or above; Innovative approaches to the delivery of aid are actively pursed and incorporated into the delivery and design of KOMPAK measured by KOMPAK receiving a Partner Performance Rating of 5 or above; and Program performance and progress towards anticipated outcomes is communicated to DFAT and the broader team on a quarterly basis with clear articulation of the value of the investment to DFAT measured by KOMPAK receiving a Partner Performance Rating of 5 or above. The Adviser is required to lead a range of reports and ensure client deadlines are met, including: Annual Plans Component Work plans Program Progress Reports Activity Completion Report Each report that is provided should be: Of the highest standard of quality including report content, formatting, spelling and grammar Prepared in accordance KOMPAK reporting guidelines Provided as an electronic Microsoft Word or Excel file Delivered by the required date Delivers Results Promotes Technical Excellence and Quality Builds Internal and External Customer Satisfaction Sets Vision and Direction Develops People Communicates Effectively Builds and Leads Multi-sectoral Teams and Cooperation Promotes Diversity Acts as a Role Model Skills and Experience: Bachelors Degree and/or relevant experience Demonstrated experience in leading reform-focused programs in governance, decentralisation, community development or other frontline service areas, such as health or education; Experience working successfully within GOI systems and demonstrated experience building strong relationships with partner government counterparts; Excellent understanding of DFAT performance environment and drivers; Page 8

9 Bahasa Indonesia experience preferable Key Selection Criteria: For your application to be considered by the panel, interested applicants must submit a response to each of the following Key Selection Criteria: Minimum 10 years experience in leading large scale, complicated and complex, multisectorial programs; Proven analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce high-level reports; Demonstrated skills in rapport building and exceptional interpersonal skills with an ability to build, maintain positive relationships with a range of stakeholders in a complex environment; Relevant strategic relationships and demonstrated team leadership skills; Strong cultural and contextual awareness and understanding, preferably in Indonesia, or similar setting.
