3 What is a LEP? Local Enterprise Partnerships non-statutory bodies providing strategic leadership in their areas to set out local economic priorities and rebalance the economy towards the private sector. 39 LEPs in England functioning economic geography Chaired by business representatives

4 Structure LEP Boards are a partnership between: Local Business Higher Education Local Councils In Black Country 4 councils: Dudley, Sandwell, Walsall, Wolverhampton 1.1m population, 31,000 businesses

5 Remit Removing barriers to business growth Strategic planning Assisting business growth: Access to Finance - grants Skills development Sites & premises ready for business use Infrastructure - supporting transport & superfast broadband

6 A growing list Responsibilities Government is pushing more funds via LEPs Funding streams City Deals Skills College Capital Strategic Economic Plans

7 Funding Influencing European Funding new Programme 2014 to 2020 for the Black Country 150m (c177 euros) Bidding for a share of the Single Growth Fund 2bn available to 39 LEPs. This fund includes the only source for Transport Major schemes and Sustainable Transport schemes It is a competitive process It includes the source of Skills Capital eg all college rebuild needs It is currently Capital for 15/16 but hopes are it will have venue in future years. Commitment is for a minimum of 2bn to be available year on year for LEPs Strongly influencing freedoms and flexibilities for localities City deal Wave 1 focussed on the core cities Wave 2 c 18 cities invited including the BC This will be part of the Growth Deal Growing Places Capital resources pass ported to the LEP 14m to be used for loan and gap to support jobs growth. AMSCI fund set up between the greater Bham LEP BC Coventry and Liverpool to support Manufacturing- 25m Other funding targeted at LEP areas such as Big Lottery Talent Match & Opt in

8 Reality Check LEPs have strong boards, but busy people More virtual organisations than RDAs Limited LEP capacity & resources, with increasing expectations of delivery Key is aligning with councils and structures, but increasing council budget cuts Need to do things at local level Other funding bodies, e.g. Big Lottery are targeting funds at LEP areas

11 Black Country LEP The Black Country Local Enterprise Partnership (BCLEP) aims to create the conditions for enterprise to flourish, resulting in greater economic prosperity across the Black Country area. It will do this through facilitation and co-ordination of actions by private, public and voluntary sector organisations with a focus on stimulating the drivers of economic development, education + skills development and infrastructure + environmental enhancements. Outcomes from these collective actions are focused on increasing the levels of employment, improving the levels of business operating within the area, modernization and diversifying the business base, and up skilling across the workforce, which will all contribute to the BCLEP s Key Performance Measure of closing the Black Country s Productivity gap.
