RESPONSIBLE TO: GENERAL DUTIES: Director of Business Affairs Under the general supervision of the Director of Business Affairs, responsible to administer the District s facility management and transportation management programs. Manage the programs in accordance with District policy and State and Federal regulation and law. Evaluate and analyze the effectiveness of the programs using measurable goals and objectives. SPECIFIC DUTIES: A. Transportation 1. Direct and administer the District s student transportation program to meet all the requirements of the daily instructional program and extracurricular activities. 2. Supervise and maintain the District s transportation management computerized system used to establish pupil residency, transportation routes and bus schedules. 3. Supervise the maintenance, use, replacement, staffing and purchase of District owned transportation equipment. 4. Direct and supervise all transportation personnel, to include Bus Drivers, Bus Washer, Bus Mechanics, Bus Monitors and Clerical staff. 5. Establish and administer maintenance and preventative maintenance procedures for all District-owned transportation equipment. 3 6. Plan and implement progressive transportation strategies to provide efficient, economically sound transportation for students while supporting the educational mission of the District. 7. Provide ongoing review of transportation routes to insure maximum safety for students. 8. Prepare and submit to the Director of Business Affairs the recommended annual budget for transportation operations and maintenance. Manage transportation budgets within approved monetary guidelines. 9. Act as a liaison with city and county officials and advise Superintendent on road hazards for decision on school closure during inclement weather. 10. Establish and maintain safety standards and a preventative safety program. Ensure District compliance with all State and Federal laws and safety regulations related to transportation. 11. Direct and coordinate transportation with school administrators or others responsible for planning special field trips and extra-curricular activities. 12. Develop recommendations for future equipment and personnel needs based on a District approved assessment system. 13. Complete and submit insurance and accident reports. 14. Prepare and submit all required State and other regulatory reports. 15. Prepare cost/benefit analyses, bids and contracts for transportation routes as directed by the Board of Trustees or Superintendent. 16. Coordinate transportation requirements in accordance with IDEA. B. Facilities & Maintenance 1. Establish, recommend and implement a long-range plan to assure optimal use of all District facilities, grounds and equipment. 2. Direct, coordinate and supervise all activities related to the construction, renovation, maintenance, repair, security and safety of all District facilities, grounds and equipment. In the District s school facilities and warehouse facility, the building administrator also shares the responsibility for maintenance, cleaning, repair, security and safety of the facility and will report all requests for maintenance to the Director of Facilities, Maintenance, and Transportation. 3. Establish and administer procedures for work order and maintenance/repair requests. Plan, schedule, coordinate and oversee the completion of all maintenance work orders and requests. 4. Prepare and submit to the Director of Business Affairs the recommended annual budget for facility operations and maintenance. Manage facility budgets within approved monetary guidelines. 5. Maintain accurate cost analyses of building maintenance and construction projects for all District facilities. 6. Supervise preventative maintenance program for all District facilities. Conduct annual and periodic inspection of facilities, grounds and equipment to assure that program requirements are being adhered to. Submit annual report regarding the program to the Director of Business Affairs. 7. Assist in the preparation of maintenance and construction estimates and work directly with architects and engineers in the planning for new and/or remodeled facilities and equipment. Develop bid specifications for all construction materials and conduct bidding process. Page 2 of 4

4 8. Assist in the management of independent contractors and agreements to ensure that all plans and specifications are adhered to. 9. Provide statistics, reports, records, and research in all matters affecting facilities and grounds as requested. 10. Plan and supervise the work schedule and maintenance/repair tasks performed by the District s Carpenter, Painter (s), and Plumbing & Control Specialist. Plan and coordinate with the building administrator the work schedule and maintenance/repair tasks performed by the District s warehouse and building engineers. 11. Serve on Labor/Management Committee to establish summer cleaning, maintenance, repair and renovation schedule for District facilities and grounds. During the summer months of mid June to mid August, (a) direct and supervise the work performed by maintenance engineers and cleaning personnel in Elementary School buildings and (b) coordinate the supervision and work performed by maintenance engineers and cleaning personnel in Middle School, High School and Alternative School buildings with the building administrator. 12. Assist in the coordination and conduction of periodic building safety inspections for compliance with all safety, regulatory and operating policy requirements. Assure compliance of District facilities with OSHA requirements. Accompany federal and state regulatory inspectors on site visits of District facilities. Prepare and submit all required OSHA and other regulatory reports. 13. Assist in the coordination and supervision of the District s Hazardous Material program. Maintain up-to-date Material Safety Data information regarding hazardous materials and handling and assure that the information is clearly posted in all facilities where hazardous materials are stored and/or used. 14. Assist in the coordination of training to maintenance/cleaning personnel regarding safe work practices and proper handling of hazardous materials. Ensure that appropriate safety equipment is provided to maintenance/cleaning personnel. 15. Coordinate an in-service training program for building and grounds personnel, including securing pertinent experts from the private sector to instruct in selected areas. 16. Review on a regular basis all security and safety systems and procedures and recommend changes as necessary for improvement. 17. Establish, implement and administer standardized procedures for grounds care and snow and ice removal, and sanding at all facilities. 18. Establish, implement and administer a key control system for all District facilities. C. Other 1. Administer policies established by the Board of Trustees of Butte School District No. 1 as well as provisions established under negotiated collective bargaining agreements for departmental personnel. 2. Approve payroll claims and submit time cards for transportation personnel and maintenance personnel directly supervised. 3. Authorize purchases in accordance with budgetary limitations and District policy, rules and regulation 4. Maintain inventory control records for all transportation and maintenance equipment. Establish and maintain procedures for the security and accountability of transportation and maintenance equipment. 5. Prepare and submit in a timely manner all reports or other necessary documents as requested by the Director of Business Affairs. Page 3 of 4

5 6. Perform such other duties as may be assigned by the Director of Business Affairs, the Superintendent or the Board of Trustees. 7. Serve on District Safety Committee to review and make recommendations to facility and transportation plans during emergencies. TERMS OF EMPLOYMENT: As provided for in the negotiated collective bargaining agreement for a twelve-month administrator. EVALUATION: Performance will be evaluated in accordance with Board policy.
