1 REQUEST FOR QUALIFICATIONS (RFQ): Planning/Engineering/Architectural Services SENECA NATION OIL SPRING DEVELOPMENT MASTER PLAN Release Date: August 15, 2013 Responses Due: by 4:00 PM Eastern time on August 26, 2013 The Office of the Treasurer is soliciting a consulting firm to assist in the creation of a Development Master Plan for targeted growth in its sovereign Oil Spring Territory. Any questions and communication regarding this request for proposals should be submitted via or in writing to: Michael Kimelberg, AICP, LEED AP Chief Planning Officer Community Planning & Development Dept Route 438 Irving, NY michael.kimelberg@sni.org The selected Planning and Design firm is expected to have expertise in the following disciplines: Site and Master Planning Development Cost Estimating Infrastructure and Transportation Landscape and Public Realm Design Section 1 Background The Seneca Nation consists of five sovereign territories in Western New York (see Figure 1) with a population of more than 8,000 enrolled members. The Seneca Nation s economy has grown significantly in the past couple of decades into a successful engine for economic growth in the region, generating jobs and development opportunities far beyond the borders of our native lands. A combination of Nation-owned enterprises, private sector business, and new diversification by Seneca entrepreneurs and Nation initiatives have combined to generate more than $1 billion in annual economic impact in Western New York, and have made the Nation the region s fifth largest employer. Oil Spring Territory The Nation s Oil Spring Territory encompasses one square mile of land situated in Allegany and Cattaraugus Counties (see Figure 2). It is a largely rural, wooded area that includes waterfront property on Cuba Lake -- a popular residential and recreational spot in that area. The Oil Spring Territory is also the historic site of the Page 1 of 7

2 discovery of the first oil in the eastern United States and is noted as such with a historical marker and day use picnic area. Oil Spring is approximately 40 miles from the Allegany Territory in the southern portion of the western New Work area that is served by Interstate 86. Much of the territory is pastoral in nature, but because of the recreational attraction of Cuba Lake and its access from I-86, it has visibility and pass-through vehicular traffic that warrants examination from a development perspective. Oil Spring presents new opportunities to develop sovereign land and increase revenues. Seneca Enterprises, a wholly owned retail subsidiary of the Nation, operates a Seneca One Stop gas and convenience store in the study area. This store has emerged as Enterprises most profitable location by a wide margin, meeting the demand for retail services in a largely rural market. The Nation s Tribal Council recently authorized expansion of Class II gaming into Oil Spring, and construction of a 5,000 sq. ft. gaming facility will begin next to the One Stop in Early Fall 2013 (see Figure 3). The Nation has fielded many suggestions and option for development in this area, but recognizes the importance of developing this territory within the framework of a consistent and cohesive plan. Project Goals The purpose of this study is to create a framework for future growth within the targeted area to create a plan that: identifies the location, nature, and amount of desired new building uses and density; physically connects attractions and clusters of activities; establishes a coordinated traffic, access and parking management plan for existing and future development; builds off of current assets, including waterfront property; and promotes Seneca heritage and cultural in respectful and compelling ways. Section 2 Scope of Work The selected consultant will build on recent market analyses and preliminary land use studies mentioned in this RFQ to complete a conceptual physical development master plan within a 60-day schedule. There are three anticipated phases of work: 1. Review of Existing Conditions/Studies 2. Plan Alternatives 3. Preferred Concept Plan Phase 1: Review of Existing Conditions/Studies The consultant will review and assess existing physical conditions within the study areas including: 2006 and 2013 Class II Gaming Market Analysis Figure/Ground & Topography Parcel Information Utilities Cultural/Historic Resources Land Use Traffic and Parking Surrounding Area Page 2 of 7

3 The product of this phase will be a Statement of Opportunities and Constraints a concise statement and accompanying diagram of existing conditions, opportunities and constraints relevant to the realization of the project goals for the master planning effort. The consultant will work closely with the Nation s Planning staff on this effort. Phase 2: Plan Alternatives Based on the first phase of work, the team will produce a series of preliminary development scenarios that explore different approaches to the opportunities and constraints. As part of this second phase, the consultant will be expected to: Facilitate an interactive work session with Nation staff, Executives, Tribal Councilors, and selected stakeholders to gain input on potential development scenarios; Summarize and compare development scenarios in terms of economic potential, overall cost, design character and investment opportunities to accomplish plan elements; Based on input from the public and Commission and Council, the team will develop a preferred Development Zone plan for further refinement, illustration and implementation. Phase 3: Preferred Development Plan The final plan should include the following: Illustrative overall site plan of the Development Zone area; Transportation, Parking & Circulation Plan; Conservation, Open Space and Trail Plan; Illustrations of 2-3 catalytic projects and related improvements; Section 3 Qualifications Significant experience with successful large scale master planning and development projects and the specific personnel assigned to this project. Experience leading bold visioning and consensus building efforts with multiple stakeholders. Strong waterfront design experience. Familiarity with Western New York and the Seneca Nation. Section 4 - Contents of Submittal The submittal of qualifications shall include the following: 1. A detailed description of the responder s qualifications and experience, including experience working on design scenarios similar to this project. 2. A fixed fee proposal, with a breakdown of fees for each of the tasks outlined above (with Fee Allowance broken out for sub-consultant, if applicable). 3. The proposal should state the responder s affiliations or partnerships represented for the proposed project. For each entity represented in the proposal, provide the following: the size of the firm; the organizational structure; the office in which the work of this engagement will be performed; and the number, discipline, and experience of the staff to be employed on a full-time or part-time basis for the performance of the services. 4 4. Provide a narrative description, and an organizational chart representing how the design team will work together as a unified team. 5. Provide a description of each development master plan which is comparable in scope and complexity that the firm has completed in the last ten (10) years. Include the location of the facility, date of completion, size (SF), total project cost, and client contact information. 6. Provide references for at least three (3) facilities of a similar scope and nature to this project. Each reference should include the name, phone number, and address for the client, the prime contractor, and a senior representative of the client. 7. Identify the principal staff members who would be assigned to the engagement and their relevant experience. At a minimum, provide information for the principal in charge; the project manager; the lead designer. 8. Provide the anticipated dedication of time to the project by the Principal-in-Charge, Partner, Officer, or other individual having a level of equity responsibility in the firm. 9. Provide a description of the design team s Native American employment participations, if any. 10. Any other information that the Proposer deems relevant for consideration of the Proposal. Disclosure of Potential Conflicts of Interest: If you, or any director, officer, employee or owner of your company has a business or personal relationship with a director, officer or employee of the Seneca Nation of Indians (or its affiliates) that may create a conflict of interest, or appearance of impropriety, for or relating to such director, officer or employee in connection with the entry into, or ongoing performance of, the transaction(s) or service(s) contemplated under this RFP, you are under an obligation to disclose such conflict to the Nation, in writing, to the extent you have knowledge thereof.
