1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT CHNR Programme Coordinator - Gender Integration The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. It is the Foremost political and cultural metropolis in China. The city has excellent health services available. In general, rent for apartments in central locations is high relative to other regions in China, but qualify is good. Beijing is well served by many shopping malls, large supermarket chains and international brands. Buses and subways are the most common form of mass transportation. Metered taxis are widely available and domestic and regional travel by train and airplane is popular. 2 UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF is guided by the Convention on the Rights of the Child and strives to establish children s rights as enduring ethical principles and international standards of behavior towards children. UNICEF insists that the survival, protection and development of children are universal development imperatives that are integral to human progress. UNICEF and China have a long history of collaboration. In 1947, China became the first country in Asia to welcome a partnership with UNICEF, and our first programme provided emergency relief services to children. Between 1948 and 1951, our work in China included child feeding, as well as training to build capacity for maternal and child health care, sanitation and first aid. This training programme later influenced China s barefoot doctor rural healthcare system. Our partnerships in China resumed in Since that time, we have contributed to many of China's most significant developments for children. UNICEF China and its government partners work to improve the lives of the most vulnerable children. Every child has the right to survive, develop, be protected and participate in family and society. UNICEF collaborates with many partners to help make those rights a reality in China. We work towards these goals by developing demonstration models and approaches in rural poor and urban marginalized communities. Once an approach has been shown to be effective, we support the government to replicate and expand the approach with its own budget. We also play an important role in advancing research and assembling scientific evidence about children in collaboration with Chinese universities, research centers and policy-making institutions. We support the government to use this data, along with the findings from our pilot programmes, to develop evidencebased policies and laws. In the recent past, many important achievements for children in China have been based on innovative models and pioneering research supported by UNICEF. For more than thirty years our programme of cooperation with the Government of China has helped to improve the lives of children and women in all provinces. We also partner with the private sector by providing ideas and opportunities for improving the lives of children in China. Children's rights and welfare are integral to a corporation's social responsibility to the communities in which it works. We are helping the private sector to develop child s rights business principles, engage on protecting child rights, and mobilize to make children's lives better. Our work focuses on seven areas: health and nutrition; education; child protection; water and sanitation; HIV and AIDS; social policy; and emergency preparedness and response. Today, the single most important focus of our work is to reduce disparities and help bring about equity for children. This includes gender equality for girls and boys, and in care and support for all children. Finally, as a global child rights organization, UNICEF also helps to give a voice to and advocate for children, so that their rights are given the highest priority by all sectors of society. 3 moves ahead rapidly, we are increasingly focused on engaging all citizens in China in the mission of promoting and protecting children s rights. Sustainable Development Goals UNV Focus Area Task description 5. Gender Equality Youth In 2017, UNICEF launched the Gender Action Plan (GAP) in alignment with its Strategic Plan ( ) and in support of its contributions to the Sustainable Development Goals (SDGs). The GAP ( ) integrates gender equality into all five strategic goal areas: every child survives and thrives, every child learns, every child is protected from violence and exploitation, every child lives in a safe and clean environment, and every child has an equitable chance in life. It also identifies five targeted priorities for empowering adolescent girls: (a) promoting girls nutrition pregnancy care HIV and HIV prevention; (b) advancing girls9 secondary education and skills; (c) ending child marriage and early unions; (d) stopping gender-based violence in emergencies; (e) facilitating dignified menstrual health and hygiene. These actions will be implemented through ensuring gender equality in life outcomes for girls and boys, and gender equality in care and support for women and children. The GAP also outlines the organization^ commitment and plan to build more robust staff capacity, including a cadre of high-quality gender specialists within sectors, and to track both programmatic and institutional performance on gender quality based on an organizational accountability system and in alignment with the Strategic Plan results framework. In line with the GAP, UNICEF China adopts a two-pronged approach in addressing gender inequality: gender mainstreaming and targeted actions - the latter in areas where gaps are greatest or persistent and mainstreaming alone will not reach the required results. The country programme works towards the elimination of gender discrimination and inequality at all levels, and for gender-responsive approaches in our work with and for all girls and boys. UNICEF China recognizes that in order to tackle effectively major gender inequities in China, multi-sectoral interventions are necessary, requiring collaboration and technical inputs from different sections within the organization and respective national implementing partners. Duties and Responsibilities: The core responsibility of the UN Volunteer is to support the Chief of Social Policy/Gender Focal Point and the Child Poverty, Gender and Social Inclusion Officer in planning, executing, and monitoring UNICEF China s actions and activities on gender integration under the Country Programme Action Plan (CPAP ). Under the guidance and direct supervision of the Child Poverty, Gender and Social Inclusion Officer, s/he assists in knowledge and information management, coordination, monitoring and reporting of activities related to gender integration in programmes and capacity building of staff and partners. Specific functions include: Support the day-to-day implementation of the GAP implementation plan in UNICEF China, which may include but is not limited to communication and coordination with internal and external stakeholders to 19 Mar 2019 Page 3 of 8

4 ensure smooth implementation of the plan, technical and logistical support on relevant learning and capacity building activities, and regular monitoring and reporting of progress of the implementation. Provide administrative, financial, and logistical support for planning and delivery of activities in the implementation plan. Assist gender consultant(s) and/or in-house gender experts in gender-sensitive quality assurance of major publications and communication materials. Carry out desktop research to collect and compile gender related information and data in sectors where UNICEF China works, which will be used to inform gender responsive programme design in respective sectors, as well as relevant internal and external advocacy. Maintain and expand the China Gender Gap Wiki and other knowledge database on gender for internal use. Assist the supervisor in convening and documenting the Gender Equality Team (GET) meetings on a regular basis, as well as disseminating progress of gender integration across the office in other occasions. Provide support on other ad hoc activities as assigned by the supervisor. Furthermore, the UNV is encouraged to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance, International Volunteer Day celebration events). Get acquainted with and build on traditional and/or local forms of volunteerism in the host country. Reflect on the type and quality of voluntary action that they are undertaking. Contribute news and articles on field experiences and submit them to UNV publications/websites, newsletters, press releases, etc. Assist with the UNV Buddy Programme for newly arrived UNV volunteers. Promote online volunteering and encourage individuals and organizations to use the UNV Online Volunteering Service whenever technically feasible. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, 19 Mar 2019 Page 4 of 8

5 newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Some of the expected outputs are as follows: A working document developed and maintained to keep track of progress of the GAPimplementation plan. Regular communication carried out with internal and external stakeholders and properly documented to facilitate efficient coordination and implementation of the plan. Efficient administrative, financial and logistical support to delivery of implementation plan. Technical assistance provided on gender review of publications and communication materials. Regular summary of updates on gender-related information and data collected through desktop research in sectors that concern UNICEF China s work. China Gender Gap Wiki and other internal knowledge database on gender maintained and updated. Regular GET meetings and other dissemination activities convened and documented. A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Master degree or equivalent Education - Additional Comments Master s degree required, or bachelor s degree with more working experience in gender studies, sociology or a related field. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. 7 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
