1 TERMS OF REFERENCE INDIVIDUAL CONSULTANT TO PREPARE A SUSTAINABLE AGRO-PRODUCTION AND BUSINESS MANAGEMENT PLAN FOR THE BOYS TRAINING CENTRE, SAINT LUCIA

2 TERMS OF REFERENCE Individual Consultant to Prepare A Sustainable Agro-Production and Business Management Plan For the Boys Training Centre, Saint Lucia BACKGROUND The Boys Training Centre (BTC) was established in February 1960, to provide care, intervention and character development services for all residents within a safe and secure environment, which enables them to develop life-skills through education, vocational training and character building programs. Residents will be empowered to be productive and functional citizens who will contribute to the development and security of their communities. Based on this mission statement, the BTC exists to provide general residential as well as specialized treatment services for two categories of male juveniles, namely, Juvenile Offenders and Juveniles in Need of Care & Protection. All juveniles found at the BTC are the wards of the state. To assist the BTC in its vocational training mission developing new income streams and meeting the objectives of the Global Environment Facility Small Grants Programme United Nations Development Programme (GEF SGP UNDP); Focal Area in Lang Degradation, both the Third Sector Development Foundation (TSDF), funded by the GEF SGP UNDP and the United States Agency for International Development (USAID) through the OECS Juvenile Justice Programme, began concurrently to establish aquaponics and hydroponics systems at the BTC. The TSDF project focused on improving the rainwater harvesting system at the BTC, training of wards and teachers, and constructing a vertical aquaponics system, while the OECS programme established a vertical hydroponics system and contributed to significant training of the boys, staff and persons inhabiting the immediate area. Both systems have met the important milestone of producing a first crop, which was described as excellent quality by the school community. During project implementation, both organisations experienced challenges, some of which threatened the systems. There were instances when the wards were found bathing in the aquaponics tank and on other occasions they have punctured holes in the tank. Other challenges were directly related to the shortage of staff at the BTC and the limited integration of the facilities into the curriculum. During a site visit on 13th March 2018, members of the GEF SGP 1

3 UNDP National Steering Committee (NSC) discussed the challenges faced by the centre, including the issue of protection of the site from praedial larceny. The primary challenge however was deemed to be the insufficient number of dedicated staff members to manage the OECS and TSDF systems. The net outcome of the visit was a directive to the GEF SGP UNDP National Coordinator to convene a meeting with the Permanent Secretary in the Ministry of Equity, Social Justice and Empowerment, to discuss ways and means of addressing these challenges. The first meeting with the Permanent Secretary was held on 18th June 2018 and the second on 25th June During the first meeting, the Permanent Secretary, the Manager of the BTC, and the members of the NSC, concluded that the systems (rain water harvesting and aquaponics) were extremely useful additions to the training programme at the BTC. In addition, the systems served for teaching/learning and for generating income for the school. Since there are an inadequate number of trained staff to manage the systems and the chicken coup (which have existed for a while), in addition to teaching and managing the boys, this has posed as a major challenge to the BTC. At the second meeting held with the Permanent Secretary, both the OECS and the Ministry of Agriculture were invited and their representatives concurred with the aforementioned conclusions. The second meeting also agreed that an immediate and pressing need was the development of an agro-production and business management plan for the two systems and the chicken coup. Funding for this significant study was agreed to come from the remaining funds from the OECS and the TSDF projects. It was therefore determined that an expedited process would follow to hire a consultant, from available funds from the OECS and the TSDF projects. OBJECTIVE The specific objective of this consultancy is to hire a competent and experienced individual consultant who will produce a sustainable agro-production and business management plan for the aquaponics, hydroponics and chicken coup at the BTC. OUTPUT: An approved agro-production and business management plan for BTC, which is the basis for decision making, concerning the integrated management of the aquaponics and hydroponics systems, and the chicken coup. 2

4 SCOPE OF SERVICES The consultant shall implement the following: (i) Prepare and submit a detailed workplan which leads to the achievement of the full Scope of Services; (ii) Identify and interview all stakeholders, to determine the level of support for the programme and the extent of assistance that can be expected for the BTC which include but is not limited: a. to the Manager of the BTC; b. the Agricultural Officer of the BTC; c. the Head of Human Resources at the BTC; d. The Ministers and Permanent Secretaries in the Ministries of Equity, Social Justice and Empowerment and the Ministry of Agriculture, Fisheries, Physical Planning, Natural Resources and Co-operatives; e. the TVET Coordinator at the Ministry of Education, Innovation, Gender Relations and Sustainable Development; and f. the relevant programme officers and/or directors at the OECS and the GEF SGP UNDP,; (iii) Develop the precise management protocols for the aquaponics, hydroponics and chicken coup with assistance from relevant expert(s) at the Ministry of Agriculture, Fisheries, Physical Planning, Natural Resources and Cooperatives,; (iv) Undertake a five-year financial analysis of each system and combine the costs and incomes of each system to determine the net income per year for five years. (v) Review the organisational structure of the BTC and determine the optimal number of additional staff required for the effective and integrated management of the aquaponics, hydroponics and chicken coup at the BTC; (vi) Prepare draft job descriptions for the additional staff using the Government of Saint Lucia (GOSL) template; (vii) Convene a three (3) hour working session to help define the programme areas for the management plan; and (viii) Prepare a detailed monitoring and evaluation plan for the agroproduction facility. Deliverables: The following must be delivered as per the Scope of Services: (i) Draft workplan within 2 days of signing the contract; (ii) Final workplan within 4 days of signing the contract; (iii) A ½ to one page summary of each meeting held which will form annexes to the management plan; (iv) Draft agro-production and business plan within 12 working days of signing the contract; 3

5 (v) A presentation of the draft report to a committee comprising representatives from the Ministries of Equity, Agriculture, and Education; the OECS; and the GEF SGP UNDP. (vi) The final agro-production and business management plan within 15 working days of signing the contract. TIMING AND LEVEL OF EFFORT The Consultancy shall be for a total period of fifteen (15) working days over a one (1) month period. Draft workplan Final workplan Activity ½ to one-page summary of each meeting held which will form annexes to the management plan Draft agro-production and business plan Presentation of the draft report comprising representatives from the Ministries of Equity, Agriculture and Education; the OECS and the GEF SGP UNDP Final agro-production and business management plan Time frame Two (2) Days after signing of the Contract Four (4) Days after signing of the Contract Twelve (12) Days after signing of the Contract Fifteen (15) Days after signing of the Contract QUALIFICATIONS AND SKILLS The successful consultant should have the following minimum qualifications: A minimum of a Master Degree in business management and /or environmental management and/or agro-business management; A minimum of 10 years experience in social, environmental and or sustainable development work in Small Island Developing States; An excellent writer and speaker of the English Language; and Experience in preparing management and/or business plans. OBLIGATIONS OF OECS COMMISSION: The OECS Commission agrees to: (a) Review and provide feedback on consultancy deliverables; (b) Provide the consultant with all necessary logistical support to ensure that the consultant(s) undertake the consultancy with reasonable efficiency; 4

6 (c) Allocate a point person(s) to support the consultant during the process; (d) Meet all the agreed cost related to the consultancy; (e) Provide relevant documents and make all necessary contacts that may be needed; and (f) Guide the consultancy as needed and necessary. PROJECT EXECUTION AND ADMINISTRATION The Consultancy shall be managed and directed by a management committee comprising a representative from the OECS, who will chair the committee, a representative from the GEF SGP UNDP; the Manager of the BTC; and a representative from the Ministry of Agriculture. PAYMENT SCHEDULE This assignment should be completed by August % on submission and acceptance of deliverable (i) 25% on submission and acceptance of deliverables (ii) 20% on submission and acceptance of deliverables (iii) and (iv) 20% on submission and acceptance of deliverables (iv) 25% on submission and acceptance of deliverables (vi) PROPERTY RIGHTS The OECS shall hold all property rights, such as copyright, patents and registered trademarks, on matter directly related to, or derived from, the work carried out through this contract with the OECS. 5

7 GUIDELINES FOR SUBMISSION OF EXPRESSIONS OF INTEREST Consultant to Prepare A Sustainable Agro-Production and Business Management Plan For the Boys Training Centre, Saint Lucia Consultants wishing to signify their interest in undertaking the prescribed services are to submit an Expression of Interest (EOI) to include: 1. Information on the Consultant s qualifications and technical competence relevant to the assignment, experience in undertaking similar assignments, including Curriculum Vitae of the Individual Consultant proposed for the assignment; 2. A concept note on the planned framework for undertaking the assignment and a breakdown of the number of days required for each task. Consultants shall bear all costs associated with the preparation and submission of their Expressions of Interest. The OECS is not bound to accept any Expression of Interest and reserves the right to annul the selection process at any time prior to contract award, without thereby incurring any liability to the Consultants. An Individual Consultant will be selected in accordance with the Consultant s Qualifications (CQS) Selection method as detailed in the procedures set out in the Procurement Manual of the OECS dated November 2013, revised June Expressions of Interest will be evaluated and the Individual Consultant with the most relevant experience, qualifications and technical competence will be 6

8 selected and requested to submit a proposal which will be the basis for negotiations leading to a contract.
