1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SDNR Programme Analyst - GBV The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Living conditions therefore vary between duty stations. Nyala is the capital of south Darfur state, which is the biggest state among Darfur states with total population of 3,900,000 individuals. The state is comprised of 21 localities, and it shares borders with east Darfur, central Darfur and north Darfur states, it also shares borders with 3 neighboring countries, Chad, RCA, and South Sudan. Nyala city is the third city after Khartoum and port Sudan in terms of population density, it s an important trading center connecting Darfur states with Khartoum and also has cross border trading activities. The main livelihood is trading with some agriculture and livestock activities. Nyala city host more than 600,000 IDPs in 4 IDP camps and over SSR in 3 camps. Nyala is classified as non-family duty station in the UN system, with reasonable level of services, accommodation and facilities. Its easily accessible from Khartoum by road and air, with daily road travel and 3 times a week commercial flights, and 27 Mar 2019 Page 1 of 6

2 daily UNHAS travel except for weekends. Its relatively save, General security situation in south and Darfur state remains calm and unpredictable as it has always been for the last 2 years. In general security around major cities in the state has shown lots of improvement, regarding criminal activities and crimes. Also with regards to armed conflict between different groups and government forces, and intertribal clashes has been stable with no active fighting except for the Jabel Marra areas. This has been reflected in the new SRM for sector south-east, where UNDSS has proposed to reduce the security level from level 4 substantial to level 3 moderate, with reduced escort requirements for movement between Nyala town and Nyala based IDP camps, super-camp, and Airport. The living cost is considered to be high particular for food and accommodation. Assignment Details Assignment Title Programme Analyst - GBV Organizational Context & Project Description United Nations Population Fund (UNFPA) is the sub-sector lead for reproductive health and for genderbased violence in the humanitarian coordination framework in Sudan. UNFPA has played an active role in the gender-based violence prevention and response through coordinates multi-sectoral and comprehensive partner interventions through the GBV sub-sector under the overall protection sector, and also supports programme implementation addressing major GBV prevention and response concerns by working closely with a variety of stakeholders including national NGOs, international NGOs, UN agencies and government counterparts to implement various activities toward achieving the goal of preventing GBV and providing adequate response to GBV survivors. The overall goal of the UNFPA Sudan programme ( ) is to contribute to the reduction of maternal deaths and disabilities through an integrated approach to SRH, family planning (FP), and prevention and response to GBV. UNFPA has technical expertise at field, country office (CO), regional and HQ levels on sexual and reproductive health and rights (SRHR), HIV, youth, GBV, population and environmental issues in both development and humanitarian settings as well as UNFPA work in close coordination and collaboration with relavant partners and stakhoders ;UNICEF, MOSA, SMOH- and, NGOs on ground to provide the timely and proper response. Additionally UNFPA has a long-standing partnership with national implementing partners on the ground. The implementing partners profile varies both government (ministry of health) and non-governmental organizations. Sustainable Development Goals 3. Good Health and Well-being Task description Under the direct supervision of South Darfur Sub-office Team Leader the national UN Volunteer will undertake the following tasks: Coordinates comprehensive GBV related prevention and response activities among different actors level to ensure comprehensive sharing of information, identification of response gaps, and follow up through relevant protection stakeholders; Closely coordinates with the Child Protection sub-sector WG and the Protection Sector at state levels and other relevant coordination bodies especially with UNAMID in Nyala, South Darfur and El Dain, East Darfur; Enhances referral pathways for treatment of GBV survivors through various service provision levels including clinical management of rape (CMR), psycho social support and counselling, and formation of 27 Mar 2019 Page 2 of 6

3 community protection networks which can support civil society initiatives to address prevention and response. Provides technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation including updating of state level GBV referral service mapping Supports capacity building and ongoing support of partners at various levels including GBV sub-sector partners and supports institutional capacity building of government and other partners to establish a protection framework for prevention and response to GBV. Undertakes regular monitoring missions and meetings with relevant actors including GBV sub-sector partners in assessing the GBV trends, patterns and advises on the prevention and response strategies. Provides regular updates on GBV trends and patterns to the GBV Sub Sector. Provide the emergency M&E / reporting officer with the relevant information and best practices regarding GBV program to be shared with key partners and donors. Support the implementation of the SLF activities, provide inputs for planning and assist implementing partners in implenmentation and reporting of their relevant projects. Undertake assessments and situation analysis relevant to the project needs Undertake other responsibilities as may be required by the supervisor Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Proper documentation of GBV project achivements and sucessfuel studies at field level Monitoring plans/ field visits are arranged; Knowledge building and knowledge sharing management focusing primarily on the principles of Results Based management Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; A final statement of achievements during the assignment, such as reporting on activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed 27 Mar 2019 Page 3 of 6

5 The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. For UN Volunteer entitlements, kindly refer to the link Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; 27 Mar 2019 Page 5 of 6

6 - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
