2 TERMS OF REFERENCE SUPPORT TO SVP FRONT-OFFICE 1. BACKGROUND Established in 1964, the African Development Bank is the premier pan-african development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank s development agenda is delivering the financial and technical support for transformative interventions that will significantly reduce poverty through inclusive and sustainable economic growth. In addition to providing finance, the Bank is Africa's voice on global economic, financial and development issues, a role that has taken significant importance in light of increasing global integration and interconnected risks. In order to sharply focus the objectives of the Ten Year Strategy ( ) and ensure greater developmental impact, five major areas, all of which will accelerate delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. To underpin its efforts in achieving its objective, the Bank operates through a Matrix Structure that requires deliberate and proactive efforts to ensure effective cross-complex collaboration in the implementation of its programs. The Senior Vice President (SVP) is entrusted with this responsibility and supports the President in the management of the institution. The SVP is also charged with the responsibility to ensure effective and efficient implementation of policies, key decisions, sustain focus on Bank-wide priorities, improve coherence and coordination across complexes, and ensure that strategic priorities are reflected in the Work Programme and allocation of resources. She helps to achieve better operational synergy and alignment, enhanced monitoring and management of corporate performance along with strengthening focus on results. The SVP Office (the front-office) supports the SVP in ensuring efficient coordination of day-to-day management of Bank s activities, facilitating effective implementation of key decisions and their monitoring, achieving coherence across various Bank complexes, and coordinating relevant senior management committees and discussions and other consensus building organs. 2. OBJECTIVE OF ASSIGNMENT The main objective of this assignment is to support the SVP Office in the delivery of its work program, especially as regards the coordination of internal audit monitoring and reporting, as well as the management of the Secretariat of the Senior Management Coordination Committee (SMCC). 3. SCOPE OF SERVICES Under the direct supervision and guidance of the Chief Corporate Business Officer, the Consultant shall support the SNVP Office as follows: Follow-up of implementation of internal audit recommendations (including automation of the process); Follow-up of implementation of recommendations made by the Board or Board Committees; Preparation of SMCC meetings (scheduling, review of documents, and drafting of summary notes); Preparation of technical reports and briefing notes; Follow-up of institutional commitments; Participate in the execution of special corporate assignments; and Undertake ad hoc assignments as may be requested.

DELIVERABLES In addition to the preparation of reports and briefing notes related to the above specified scope of works, the Consultant will submit a monthly report on activities and assignments carried out during the period. 4. ACCOUNTABILITY & REPORTING The Consultant will be housed in the SVP Office and will report to the Chief Corporate Business Officer. 5. DURATION The assignment shall preferably start in June 2018, for a period of twelve (12) months, renewable once and subject to satisfactory performance. 6. ELIGIBILITY Be a national of one of the member countries of the Bank At least a Master s degree (or its equivalent) in a relevant discipline related to the assignment Minimum of five years of relevant experience Ability to work both independently, with minimum supervision and in teams organizational skills with ability to prioritize and deliver assignments in a timely manner often under time pressures analytical skills with ability to quickly review documents and prepare briefing notes highlighting key issues Ability to apply innovative approaches, work independently and apply new methods to solve problems, while remaining efficient in a fast-paced, changing and challenging institutional environment; interpersonal and communication skills Knowledge of internal audit processes would be an advantage Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint, and web tools) Fluent in French or English, with preferably a working knowledge of the other language 7. REMUNERATION The remuneration will be an all-inclusive fee to be negotiated upon contract signature, and in compliance with the Bank s established remuneration scale considering requisite qualifications and experience.
