1 Registered Charity No: Registered Company Ltd by Guarantee No Chief Executive Officer Job Description Role Chief Executive Officer Location Tangent Business Hub, Unit 30 Weighbridge Road Shirebrook Mansfield Nottinghamshire NG20 8RX Hours 28 hours per week (worked flexibly) Salary NJC Scale Spinal Pt 47 41,967(full-time) - 33,574 (part-time) 6% pension contribution Reporting to Chair of the Board of Trustees Job Purpose The Chief Executive Officer is accountable for the achievement of Community Voluntary Partners (CVP s) strategic objectives, including the future sustainability of the organisation. She/he will manage CVP s profile with the voluntary, public and private sectors, maintain strong relationships with external stakeholders, lead the development and implementation of the strategic plan and manage the organisation and the staff team. 2 Leadership Commitment to the vision, mission and values of CVP and a desire to bring about positive change for people in the District of Bolsover and surrounding areas Provide strategic vision and leadership to the operation and development of CVP within the direction set by the Board of Trustees Lead, manage, motivate and support the staff team and volunteers to maximise their personal contributions Ensure there is collective insight to the sector and to our staff team on current issues and trends Strategic planning and development Lead the creation and implementation of CVP s business and development strategy in co-operation with the Board of Trustees, including reviewing progress against the plan and setting appropriate targets In cooperation with staff translate organisational objectives into team and individual work plans with clear and realistic targets Maintain an awareness of the operating environment such as those legislative developments, social trends and local needs likely to affect opportunities for service development Work in partnership with local authorities and agencies, including Bolsover District Council, Derbyshire County Council, Sheffield City Region, D2N2 and local Clinical Commissioning Groups Participate in the Executive and working groups of the Bolsover Partnership. Attend regional committees and working parties developing links and promoting the brand of CVP to external third, private and public-sector contacts Participate and work with regional and national agencies & institutes to develop the brand and reputation of CVP Manage the development of the service to ensure that the strategic development of CVP, its management and its services to clients reflects and supports CVP s services, equality and diversity strategy Develop new business opportunities across not just the local sector but regionally and where appropriate nationally. 3 Supporting the governing body Facilitate and attend meetings of the Board of Trustees, Strategic Sub Group Meetings, the Annual General Meeting and any special general meetings Advise the Board of Trustees on financial, staffing and service delivery issues and on compliance with all other relevant legislation, e.g. company and charity law, health and safety, employment etc. Report to the Board of Trustees on progress against the business plan and agreed objectives to ensure decisions are well informed, clear and implemented Prepare and draft the organisation's annual report and strategic documents Serve as Company Secretary where necessary Support the Trustees in recruiting and developing new Trustees with relevant experience and expertise Service delivery Ensure that CVP s services, projects and programmes of work are relevant to and able to deliver against locally identified need through consultations, networks and forums and other appropriate mechanisms Facilitate the sharing of good practice Maintain an awareness of organisational and technological developments and ensure that the service operates in ways which make best possible use of the resources available Ensure that all existing client groups are satisfied and value CVP s work as a leading sector organisation Develop and enable new systems to support and streamline service delivery Ensure that each service location is adequately managed, staffed and resourced Develop and maintain common practices to ensure that standards of service delivery are met and appropriate systems are in place for staff supervision, case recording, statistics, follow-up work and quality control Secure and develop the new CVP brand with all new and established strategic partners Research and respond to the needs of identified disadvantaged groups and the different geographical and demographical areas Page 3

4 Project Delivery Ensure the delivery of all projects in line with the funding agreements and contracts entered into by CVP Social Enterprise Exchange (ERDF) (time allocation: 0.2 fte) The CEO is responsible for the management and delivery of the Social Enterprise Exchange Project and all the responsibilities in this Job Description and Person Specification relate to its management. Social Enterprise Exchange (SEE) is a programme managed by a consortium of specialist social enterprise support organisations and part funded by the European Union through the Yorkshire and Humber ERDF Programme SEE will provide a comprehensive programme of social enterprise support contributing to jobs, growth and social inclusion across the Sheffield City Region, linked to the Regional Growth Hub. The project will promote social entrepreneurship, through awareness raising events, knowledge exchange and peer networking; it will provide step-up support for start-ups, including hot-desks, start-up grants and mentoring; and it will offer specialist enterprise advice and support for existing social enterprises to grow and to develop new products and services Resource acquisition Develop the organisation's funding base by identifying potential funding opportunities consistent with the aims of the organisation and the operating environment, and applying for funding and generating income as agreed by the Board of Trustees Negotiate and review all grants, service agreements and contracts in consultation with the Board of Trustees, ensuring that existing services are adequately funded and appropriate grant applications are made Maintain appropriate relations with funders, fulfilling all reporting requirements and ensuring compliance with contracts Develop new and strengthen existing opportunities and CVP s reputation in local and regional partnerships within the Midlands and Yorkshire Page 4

5 Financial management Maintain day-to-day financial control within budgets agreed by the Board of Trustees Ensure that all finances are properly administered and monitored, that contractual arrangements are adhered to and that appropriate financial regulations and controls are in place and in use at all times Advise on the proper allocation of resources Supervise the preparation and review of detailed budgets for approval by the Board of Trustees in conjunction with the honorary treasurer and /or appropriate sub-committee and auditors/independent examiner Present management accounts to the Board of Trustees on a quarterly basis Oversee the correct preparation of accounts and financial statements in conjunction with the honorary treasurer and / or appropriate sub-committee and auditors/independent examiner Ensure that all financial reporting obligations are met in relation to submissions for funding, grant aid, contracts and any other initiatives Act as cheque signatory and authorise expenditure up to limits as agreed by the Board of Trustees Staff management Create a positive working environment in which equality and diversity are wellmanaged, dignity at work is upheld and staff are motivated to do their best Ensure HR policies and procedures are in accord with current legislation and good practice Ensure the effective performance management and development of all staff, through regular supervision sessions and the appraisal process Regularly evaluate staff learning and development needs and ensure that learning and development needs are identified and met in accordance with good practice standards Ensure that each member of staff has a learning and development plan Work towards industry excellence standards with regards to office management Take ultimate responsibility for health and safety at work, including providing effective health and safety leadership, allocating necessary resources to the health and safety effort and ensuring CVP s health and safety policy is effectively implemented and its performance monitored and reviewed. Ensure an annual organisational risk assessment is undertaken and recommended procedures to mitigate risk are implemented Convene and chair regular meetings of the management team Convene and chair regular meetings of all paid and unpaid staff Page 5

6 Establish and implement a recruitment, induction and staff development policy in conjunction with the appropriate sub-committee In accordance with organisational procedures, assist the Board of Trustees in implementing and monitoring employment policies and procedures Public relations and research and campaigns Promote and protect the aims, principles, policies, interests and reputation of CVP both locally and nationally and ensure that the organisation has a high profile at all times Ensure the development of research and campaigns and instigate systems and procedures in line with the research and campaign requirements of CVP Develop and extend the membership databases in line with current information and data protection requirements Develop and oversee appropriate publicity through effective relations with the media and other community organisations, and through public speaking Develop effective relations with appropriate authorities, agencies, organisations and individuals at local and national levels, including councillors, MPs, MEPs and local and national statutory and non-statutory organisations Represent CVP in public forums such as speaking at conferences, producing written material for CVP s own communication and marketing channels and any appropriate external channels such as trade press, sector based blogs and opinion pieces Administration Establish, maintain and monitor effective administrative systems Work towards quality assurance and the awarding of excellence benchmarking (e.g. PQASSO) Maintain and regularly review operational policies and procedures and the equal opportunities policy Establish, maintain and monitor complaints procedures Ensure that the service is adequately accommodated and equipped in consideration of the needs of clients and staff and the effective operation of the service Use ICT as required for the role, but with proficiency in all Microsoft Office products, Skype and a working knowledge of Windows based systems Page 6

8 Registered Charity No: Registered Company Ltd by Guarantee No Person Specification The ability to commit to and work within the aims, principles and policies of the CVP Understanding of the voluntary sector and, in particular, knowledge of the strategic and policy environment in which it exists Broad understanding of the public and private sectors, including an understanding of and proven experience of commissioning and fundraising Minimum of 10 years experience of working with and managing regeneration projects Proven track record of managing teams and projects within the UK context, including ERDF projects, and experience of undertaking work within the Bolsover area would be desirable Strong up to date understanding of equality and diversity and its application to service delivery, business development and the recruitment and management of staff and volunteers Proven ability to devise and implement strategic development and resource plans, particularly in the areas of service development, staff development and the management of change Demonstrable track record of financial management and budgetary control, and ability to manage a budget under the guidance of the honorary treasurer Track record of successful income generation, through fundraising, commissioning and marketing activities Capability of influencing external change and the ability to earn and maintain the trust of those people with whom CVP deals, especially funding bodies and donors Ability to manage service provision from split locations and /or different functions Proven ability to develop quality standards and monitor service delivery against agreed targets Page 8
