1 Terms of Reference (ToR) for Tracer study on UCEP Skills Training Graduates 1. Background and Rational of the Study UCEP Bangladesh is a non-profit and non-governmental organization aims to uplift the socio-economic conditions of underprivileged communities through help to learn skills to earn. Since the established in 1972, UCEP Bangladesh provides a) second chance to education for out-of-school children and b) decent jobs to youth through Technical Vocational Education & Training (TVET). It has a special focus on social inclusion and therefore gives priority to females, children and youth from poor and underprivileged families. Supporting young people in development of appropriate skills is an important intervention under UCEP program. UCEP Bangladesh s Strategy has recognized TVET as one of the flagship programs of UCEP. At present, UCEP offers 35 different types of demand based skills development courses of within 3-6 months duration, 2 years SSC vocational course and 4 Year Diploma-in-Engineering course. Annually around 14,000 youth graduate from these courses of which more than 40% are female and all the graduates are offered for decent job in different industries after completing their skills training courses. The economy of Bangladesh is growing in a steady pace but its labour force is growing, at almost twice the rate at which the population is growing. To meet the country s employment needs, Bangladesh needs to create 2.25 million jobs every year (SCI, 2015). A skilled workforce is required to sustain this present growth and future development. Similarly, due to 4 th Industrial Revolution and advancements in technology, the business solutions in industry and the workplace is dramatically changing and creating huge opportunity for skilled workforce in international markets. A labour force with low levels of education and skills is obviously a principal cause of low productivity in multiple sectors. The provision of education, training and skills development for the labour force can increase the productivity, economic growth and increase the wages of labourers. The largest number in vocational skills training has naturally resulted as large number of job-placement number of trained youths. The Job Placement (JP) component provides support to UCEP graduates for gainful employment within six months after completing technical education. In the year 2014 a total number of 5876 students were graduated from 28 trade of UCEP technical schools among which 86.18% were employed during session. A long term follow-up of the graduates is required to find out the improvements in the lives of these young people over a longer period of time. One of the important tools of assessing impact of the skills development programme is the tracer study of the graduates after a certain period. Thus, a comprehensive tracer study of the skills training graduates is being proposed. 1

2 2. Objectives of the study The overall objective of the tracer study is to assess the impact of UCEP programme on sustainable development of the youth and their families. Specific objectives of the study are to: 1. Identify the current employment and income status of UCEP Bangladesh graduates; 2. Mapping the job history of UCEP graduates and identify the challenges for sustainability in the jobs; 3. Assess the views and satisfaction level of the employers on skills and aptitude of UCEP Bangladesh graduates; 4. Assess the socio economic impact of UCEP Bangladesh programmes on graduates and their families; 5. Identify the social and economic (i) enablers and (ii) barriers facing graduates in securing valued employment; 6. Explore the capacity gap of UCEP Bangladesh s skills training programme in relations to the industries requirement. 3. Scope of Work The scope of work will include the followings but not limited to: 1. Develop appropriate methodology for the tracer study; 2. Trace graduates for the study; 3. Evaluate employment and income status of graduates considering decent job; 4. Evaluate employer satisfaction on the performance of the graduates; 5. Explore the challenges for sustainability of employment and career progression of the graduates; 6. Evaluate socio-economic changes of graduates and their families; 7. Identify the efficiency, relevance and quality of UCEP programme; 8. Assess Value for Money (VfM) of the skills and job placement program; 9. Provide data driven recommendation for improving employment opportunities and competency of UCEP graduates. 4. Methodology The study will be quantitative in nature, however, relevance to the study objectives consultant may choose mixed method approach. The methods of data collection will include graduate survey (F2F interview), FGD, Key Informants Interview, Work place/ home visit and observation, Case study. The study methodology would be finalized in consultations with UCEP Bangladesh MEKM team. Sampling: The population of the tracer study will include 7,527 students who graduated from 32 trade of UCEP Bangladesh technical schools in Among the graduates 32.6% (2,451) was six (06) months course graduates from 18 trades and 66.6% (5,016) was twelve (12) months course graduates from 15 trades and only 0.8% was three (03) month course graduates from two (02) trades. As part of the program, graduates of 2014 were supported for job placement in two sessions (July- December 2014 & January- 2

3 June 2015). During these periods, total 4,818 graduates were employed among which Self-employment was 464 and wage employment was 4,354 graduates. The job employment rate was 64.1%. The UCEP program was implemented at eight (merged 10 region to 8 region in 2018) working region; Dhaka North, Dhaka South, Chattogram, Gazipur, Khulna (include Barisal area), Rajshahi, Rangpur and Sylhet. The study also expects both regional and trade representation on sampling design and distribution. Also consider 70% response rate for determining the actual sample size. (See annex 1 for detail data set). 3

4 Please note that the consultant(s) will be assisted by the Job placement (JP) component of UCEP to trace out the graduates (Annex- Region and Trade Wise Graduate list) during data collection. Key Stakeholders: Parents Ex graduates Employers Instructors UCEP Employers Committee Sector Skills Planning Committee Primary data collection: Data is to be collected through interviews with employed graduates and employer(s) during field visits. Other relevant information will also be collected through interviews with stakeholders, such as the employers committee of UCEP, instructors, and through field observation. The interviewers will visit work places and homes of the graduates. Secondary data collection: The Tracer study will include a desk-based review of relevant documentations, including but not limited to the project document (proposal) and reports; Past Tracer Study reports (from UCEP if any); Labour Market Survey reports; Local Economic Development reports; Employment Promotion Services report; and TVET Policy Documents. Ethical standards: The team should explain clearly to participants involved in the research what the purpose of the exercise is, how people s information will be used. They should follow ethical standards for research and data collection, and should include a risk assessment covering security risks to respondents. As a minimum, the research should do no harm. 5. 5 1) Inception report including detailed methodology and reporting template submitted to UCEP prior to data collection 2) Draft and final report to include, but not limited to: Executive summary (1500 words) Methodology Findings/Results Conclusions Recommendations 3) All data and other collected information: Evaluation tools/questionnaires, sample, and stakeholders for the Tracer study as agreed during the preparation period Final data file including raw data entry, cleaned data, and data analysis Transcript of FGDs and Key Informant Interviews All pictures/photos. 4) A power-point presentation of key findings for use by UCEP staff and other partners 7. Technical Proposal Submission Format: a) Assignment Title: Tracer study of UCEP skills training graduates b) Understanding of the Assignment (maximum 1 page) c) Study Approach and Methodology (maximum 4 pages): Here you should explain your understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output. You should also explain the methodologies you propose to adopt and highlight the compatibility of those methodologies with the proposed approach. The methods of sampling, data collection, data analysis, data management should be stated. d) Detailed Description of Activities (maximum 2 pages) Provide detailed descriptions of key activities mentioned above which are critical for the methodology and approach to be successful. e) Work Plan (maximum 1 pages). Here you should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates of the reports. The work plan should be consistent with the Work schedule. f) Organization and Staffing (maximum 2 pages) In this section you should propose the structure and composition of your team. You should list the main disciplines of the assignment, the key expert responsible, and proposed technical and support staff. The roles and responsibilities of professional staff should be summarized followed by Annex-I. The organizations and staffing will be reflected in the Team Composition and Task Assignments (including engagement of time) g) Detailed CV s of the team members should be included in the annexure of the technical proposal. It is desirable that the proposal should contain the above mentioned sections only. 8.Financial Proposal Submission Format: 5

Proposers are required to abide by page limits and formats. All attached forms must be completed and submitted with the proposals. Organizations are also required to submit their Tech proposals in English (Font Time new Roman, size 12, page margins 1 on all sides, Page size-a4. Please note that UCEP Bangladesh will deduct income tax and VAT at source as per the rules of GoB. All the pages of the financial proposal must be signed by the consultant/ firm. 6

Eligibility Criteria: The consultant/ firm shall possess the following qualification: Proposers/Organizations must provide information and documentary evidences to establish that they have: a) The consultant/firm must have technical knowledge on TVET field, labor market and sufficient writing skills to carry out the tasks. b) Minimum of 5 years relevant professional experience in research for any national and international agencies c) Knowledge and experience in vocational skills training and job placement programs d) Lead consultant should have post-graduate degree in Anthropology, Sociology, Development studies, Economics, Statistics or related field e) Strong experience in conceptualizing and implementing tracer studies within the context of TVET and preferably in the context of Bangladesh f) Excellent communication and report writing skills. 10. Documents Required: a) Company profile/cv of the consultants b) Copy of the Trade License c) Up-to-date VAT and Tax certificate d) List of clients served and at least 02 acknowledgement letter (successful completion of study) form clients. e) Recent report on similar work done by the proposed team f) A comprehensive plan including methodology and approaches g) Details of key persons who will be involved in the assignment 11. Proposal Evaluation The Proposal Evaluation shall be carried out based on the following criteria: Sl. no Description Weight 1. Expiry of Agreement and Negotiable Flexibility Considering the initiative as proactive and responsive, activities can be amended and elaborated based on the properly documented negotiation between the two parties. The Agreement will be invalidated after expiry of duration unless further extension is made by UCEP Bangladesh. UCEP also reserves the right to amend or change or cancel the Agreement at any time. Disclaimer: UCEP Bangladesh has the right to accept or reject any or all proposals without assigning any reason what so ever. The organization also reserves the right to terminate the contract if it is not satisfied with the performance in terms of quality and progress of work. In case of termination, the payment will not be made. Copyright of the study report will remain with the UCEP Bangladesh. 15.
