Overview of Program The Planning and Development Program will provide trusted and reliable services to our customers through the delivery of effective planning and building assessment and compliance, heritage management and urban policy development. Key Relationships / Interactions Internal Employees across the Planning & Development Program City of Adelaide (CoA) employees across all Portfolios and Programs Business owners, property owners and members of the public Developers, Builders and Contractors External Architects, Engineers and associated consultants S.A. Metropolitan Fire Service, South Australian Police, Safe Work SA, Office of Liquor & Gambling Commission and other government agencies Education facilities and professional associations

2 Primary Purpose Responsibilities As part of the Planning & Development Program the Building Surveying Officer (Assessment) will; Be responsible for the effective and efficient delivery of Council s Development Assessment functions (Building) pursuant to the Development Act Provide specialist building advice relating to proposed Developments that may be submitted for assessment as part of the development approval process. The Building Surveying Officer (Assessment) is responsible for; Undertaking assessment of applications for Provisional Building Rules Consents and Development Approvals in line with the Building Code of Australia and relevant Australian Standards. Undertaking inspections in association with assessment of applications for Provisional Building Rules Consent. Working with the Principal Building Surveyor to provide advice to the Building Fire Safety Committee. Providing information, support and advice to the Building Fire Safety Committee. Provide high quality and timely professional advice and assistance to the Development Assessment Panel, team members and other Council staff, applicants and the community on interpreting proposals and building rules consent matters. Build partnerships with the community, businesses and government agencies to promote high quality outcomes from the development assessment system. Carryout other duties within the skills and experience of the appointed person as requested by the Principal Building Surveyor and/or Manager, Building Assessment & Compliance. Collaborate with the Compliance Officers and Principal Building Surveyor to ensure compliance with the Building Code of Australia and relevant Australian Standards. Qualifications Technical Knowledge & Experience Project Management Innovation & Initiative Professional Development Customer Commitment & Integrity Collaboration & Communication A tertiary qualification in Building Surveying combined with training and experience in Building Surveying and workplace health and safety and/or commensurate demonstrated experience in lieu of formal qualifications. Comprehensive understanding of the Building Rules as defined in the Development Act Extensive knowledge of the Development Act & Regulations and other relevant and related legislation. Substantial experience in Local Government development assessment processes Substantial experience and ability to understand and interpret complex legislation, drawings, plans and technical specifications. Demonstrated ability to understand broad commercial realities. Well-developed project management skills which underpin the timely delivery of projects and foster collaboration. Experience in applying/managing best practice business principles and practices to the development and delivery of strategies, development plans, initiatives, programs, policy and procedures for the management of major development initiatives, and monitoring and reporting on outcomes. Ability to undertake independent strategic thinking ability to analyse complex situations, develop creative solutions and achieve outcomes that advance the Program s objectives. A commitment to ongoing professional development and continuous learning. A commitment to internal and external customers demonstrated through the provision of timely, reliable and expert advice on matters within area of responsibility. 4 Administrative Skills Ability to build and maintain cross program relationships will be critical to strategy and policy development A significant understanding of practices, procedures and outcomes required of a records management system. A high level of organisational and time management skills. An awareness of Workplace Health & Safety issues, standards and actions in the work place. Some out of hours work may be required in order to meet the requirement of the role. An unencumbered Drivers Licence may be required. A satisfactory Police Clearance may be required. Lift Capacity: Up to 10kg (i.e. 3-4 bricks or a large stone) Push / Pull Force: N/A. Environmental Factors: Working in and office and onsite (building sites, commercial premises and residential homes). Working in various weather conditions. Task Rotation: Change tasks throughout the day between office and onsite work.
