1 Position Description: Executive Manager, Relationships and Governance Position Purpose The Executive Manager, Relationshipsand Governance leads and manages staff and supports the Executive Officers and Commission to: 1) ensure corporate teamwork and delivery ofthe VEWH s corporate goals and statutory business and financial management functions and 2) engage staff, program partners, communities and state-wide stakeholders in collaboratively working with, understanding and supporting the work of the VEWH and the Victorian environmental watering program. This senior position is part of a four-person executive team. The role requires corporate teamwork, leadership, resilience and initiative in directing the delivery of strategic relationship management and governance programs and activities. A key part of this role is to build and maintain strong relationships within the organisation and with the many partner organisations who contribute to the environmental watering program, and with key stakeholders who have an interest in the program s environmental outcomes or associated community benefits. 2 OrganisationOverview The Victorian Environmental Water Holder (Water Holder) is an independent statutory body responsible for managing Victoria s environmental water entitlements (the Water Holdings), in cooperation with partners, to improve the environmental health of rivers, wetlands and floodplains. The Water Holder s core organisation values and example behaviours and attitudes are: Collaboration (e.g. we respect and complement our partners) Integrity (e.g. we are accountable for our actions) Commitment (e.g. we value healthy rivers, wetlands and floodplains) Initiative (e.g. we aspire to be leaders in what we do). The Water Holder is comprised of fourpart-time Commissioners, supported by a small office of two Co- Executive Officers and support staff including technical, communications, engagement and administrative roles. In managing the Water Holdings, the Water Holder s key delivery partners are waterway managers (catchment management authorities and Melbourne Water), other water holders (including the Commonwealth Environmental Water Office and the Murray-Darling Basin Authority), storage managers and land managers. The Victorian Environmental Water Holder uses administration services provided by the Department of Environment Land Water and Planning (DELWP), and commits to the Department s human resource policies, systems, procedures and organisational values. 3 Position s Key Accountabilities 1. Participate in the Executive Team and lead and manage the Governance and Relationship teams in alignment with the VEWH s corporate goals, values and culture. Manages work programs against corporate plan goals through effective people leadership and management. 2. Drive and maintain effective working relationships with stakeholders and program partners to ensure strategic alignment, and to coordinate effective communications and community engagement activities. 3. Ensure staff capacity is built, professional development encouraged, and methods for monitoring, evaluating and improving program delivery are in place. 4. Lead and guide the planning and delivery of effecting business management processes and activities, including strategic corporate planning and business reporting. 5. Oversee the development and maintenance of effective financial management processes including ongoing monitoring and compliance with statutory financial and reporting obligations (such as VAGO auditing). 6. Support the governance activities of the Executive Officers, Commission and Risk and Audit committee. 7. 4 Key Selection Criteria Qualifications Key Competencies Required Desirable: Appropriate tertiary degree in organisational governance, business management, communications, public relations or a related field, or an equivalent accreditation or working/industry experience. Influence and Negotiation: Develops long-term and multi-phased plans to influence others; implements complex strategies to build buy-in and support from key internal and external stakeholders; uses a variety of influencing approaches tailored to different stakeholders/ partners; and effectively negotiates with stakeholders/ partners to achieve desired outcomes. 4. Strategic planning: Thinks at the big picture level; inspires a sense of purpose and direction within context; understands the organisation s current and future role; builds awareness and understanding of external trends/ influences that may affect the organisation;translates strategy into meaningful long-term plans and day-to-day objectives. 5. People and resource management: Aligns team with organisational values and goals through effective people management; clearly defines role expectations, monitors performance, provides timely and constructive feedback and facilitates employee development;negotiates for resources; oversees budget development and implementation; and understands risk management and anticipates and manages risks. 6. Stakeholder Management: Identifies and manages a range of complex and often competing stakeholder needs; identifies issues in common for one or more stakeholders and uses them to build mutually beneficial partnerships; understands the impact of external events and changing stakeholder needs on the organisation; finds innovative solutions to resolve stakeholder issues. 22 December 2017 Page 4

This position has the following specific requirements: Position specific requirements National Police Check will be conducted as part of the selection process (for all non- DELWP employees). Victorian Driver s Licence is required. This position will require occasional overnight travel.
