1 Page 1 of 5 VENTURA COUNTY, PUBLIC WORKS AGENCY INVITES APPLICATIONS FOR: Groundwater Specialist II-III 0907PWA-19AA (KP) An Equal Opportunity Employer SALARY RANGE (approximate) $ $46.77 Hour $5, $8, Monthly $63, $97, Annually POSITION INFORMATION Under direction of the Groundwater Manager, performs basic to professional level tasks including technical analysis of groundwater extraction, water quality, and water level data; preparation or review of technical or policy reports; analysis of potential impacts to groundwater and surface water resources from projects. Makes recommendations regarding water well construction and destruction work, and conducts or reviews hydrogeological studies, performing necessary follow-up work as required. The ideal candidate will have experience in performing professional level technical and policy work in groundwater resources including identifying potential impacts to groundwater from proposed development and industrial activities, analyzing and preparing hydrogeological reports, and administering local ordinances, state and federal regulations. This candidate will have developed skills in data- and statistical-analysis with proficiency using Excel for such analyses. A good working knowledge of and experience with the CEQA process, Ventura County water resources and groundwater basins, and proficiency with GIS are desired. Registration as a professional geologist or civil engineer is desired. PAYROLL TITLE: Hydrologist II - III APPROXIMATE SALARIES Hydrologist II: $2, $3, biweekly Hydrologist III: $2, $3, biweekly Incumbents may be eligible to receive an educational incentive of either 2.5%, for an Associate's degree, 3.5%, for a Bachelor's degree, or 5% for a post graduate degree that is not required to work in the classification. Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification skills. DEPARTMENT/AGENCY: Public Works Agency - Watershed Protection District Hydrologists are represented by the Ventura Employees Association (VEA) and are not eligible for overtime compensation. The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only, which is a Regular position. NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

2 Page 2 of 5 Examples Of Duties: Duties may include but are not limited to the following: Reviews projects to determine potential impact on groundwater and surface water resources and compliance with County codes, regulations, and the California Environmental Quality Act (CEQA); monitors activities affecting groundwater supplies or water quality. Analyzes or drafts technical or policy documents, prepares technical reports regarding hydrology/hydrogeology; conducts special studies; may review, use or evaluate various groundwater models. Develops and/or reviews water supply and demand data, and water budgets. Administers the County's well ordinance and issues well permits. Assists with preparing and managing consultant contracts and requirements. Conducts field investigations. Reviews and advises regarding plans and procedures to comply with the Sustainable Groundwater Management Act. Develops and maintains databases, websites, data management, tracking tools. Gauges and samples water wells; designs pilot program for well data logger installations. Administers the County's flowmeter calibration program. Represents the County at meetings and serves on committees/councils to provide technical expertise. Provides data, creates maps, charts, graphs of hydrologic and geologic data for private consultants, landowners, attorneys, the public and other agencies. Assists with research, development, and implementation of grant applications and projects. Performs related duties as assigned. TYPICAL QUALIFICATIONS These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING and EXPERIENCE Progressively responsible professional hydrology experience and training which has led to the acquisition of the required knowledge, skills and abilities. This can also be obtained by completion of a Bachelor's degree in civil engineering, geology or a related physical science or certification as an Engineer-in-Training, and at least one (1) year (for Hydrologist II), or three (3) years (for Hydrologist III) of professional hydrologic experience, including experience in the field of engineering, geology, hydrogeology, petroleum geology or equivalent water-resources experience. NECESSARY SPECIAL REQUIREMENTS Must possess and maintain a current, valid California driver license. Proficiency with MS Office software: Excel, Powerpoint and Access. SUPPLEMENTAL INFORMATION: Work is performed in an office environment and/or outdoors. Incumbents may be required to perform strenuous tasks and be exposed to potentially hazardous conditions such as flooded and rugged terrain and remote field sites. DESIRED:

Knowledge of: well construction, well tests, aquifer tests/analysis, groundwater quality sampling and testing, general hydrogeology and geology, water production and reuse from water utilities, and groundwater supply and demand. Knowledge of data gathering, management, analysis, reporting and presentation. Ability to coordinate projects, conduct research, perform data analysis, track/manage information, represent data clearly in technical reports and make recommendations. Ability to speak and write effectively, and to communicate technical information to lay audiences. Ability to establish and maintain effective work relationships. Skill in the use of computer software such as Excel including complex analyses, formulas, and charts. APPLICATION SCREENING - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process. COMPARATIVE SCREENING - qualifying: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questionnaire.

4 Page 4 of 5 Oral EXAMINATION 100%: A job related oral exam will be conducted to evaluate participating candidates' knowledge, skills and abilities in relation to those factors which job analysis have determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. The oral exam is scheduled on or near March , at the government center. A verification /letter will be sent confirming the test schedule and location details. Applicants successfully completing the examination process may be on an eligible list for a period of one (1) year.
