BACKGROUND The 2030 Agenda for Sustainable Development (2030 Agenda) adopted by all 193 Member States of the United Nations in 2015 set out a roadmap to transform our world. The results framework of the 2030 Agenda are the 17 Sustainable Development Goals (SDGs), consisting of169 related targets that address the most urgent challenges of our time, including extreme poverty, inequality and climate change. The SDGs clearly define the world we want applying to all nations and leaving no-one behind. While Member States collectively set the 2030 Agenda, they alone cannot achieve them. Achieving the SDGs by 2030 will necessarily require the engagement of all key stakeholders, including but not limited to civil society, private sector and academia. Media plays a particularly critical role in supporting the public dialogue around sustainable development, as well as enhancing knowledge of the 2030 Agenda and its 17 SDGs. To be effective actors and stakeholders in this process, national media must possess the necessary awareness and knowledge of the SDGs globally and in particular, within the context of the audiences they serve. Knowledge is crucial for enhancing professional standards and leveraging the potential of media

2 to foster participation, dialogue and development and disseminate trusted information to citizens on the 2030 Agenda. Building on the foundation of UN training material for journalists and media professionals such as those developed by UNESCO on climate change, gender equality and sustainable development, the role of the media in this process will be enhanced. The UN has played a critical role in introducing the 2030 Agenda to a wide array of audiences and has adapted its strategic positioning around the 2030 Agenda. This has been done by supporting several national partners in mainstreaming the SDGs in policies, national strategies and frameworks and through engaging with varying populations such as youth, migrants, refugees and people with disabilities in sensitizing them on the Global Goals and tangible ways to achieve them 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The Media 4 SDGs initiative aims to inform and empower media professionals through capacity building sessions that would enable them to raise public awareness of SDGs and its implementation in Egypt. Furthermore, they will seek to encourage public dialogue on the 2030 Agenda and the national Sustainable Development Strategy (SDS). Journalists and media professionals will be given the knowledge and the tools to accurately and substantively report on sustainable development efforts, achievements and challenges. The UN in Egypt is therefore seeking to recruit a Consultant to support the development of a training curriculum, based on the UNESCO Training Manuals for Journalists on SDGs, for the media in Egypt. The consultant will be responsible for developing a set of training modules (think pieces) aimed at enabling media to understand the SDGs and enable them to effectively communicate to the public their relevance to their daily lives, to engage the public in supporting their realization, as well as to engage and stimulate debate and inputs from key actors. Such think pieces will be compiled into an Egypt-specific Training Module for Media Professionals on SDGs. For detailed information, please refer to the Annex covering the TOR 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Master degree from an accredited academic institution, preferably in Journalism. II. Years of experience:

3 i. At least 20 years of relevant professional experience as a researcher within the field of journalism and preferably in SDGs and media. 10 points ii. Proven experience in communication and evaluation research with a minimum of 2 similar types of exercise previously conducted; 10 points iii. Knowledge of UN standard Operating Procedures Adopting Delivering as one approach, 2030 Agenda for Sustainable Development (SDGs); 3 points iv. Ability to build and sustain effective partnership with UN Agencies and main constituents, advocate effectively, communicate sensitively across different constituents.3 points v. Proven knowledge of the Middle East and North Africa region, in particular Egypt is mandatory; 4 points vi. Proven knowledge of the implementation of the SDGs is desirable; 2 points vii. Publications in the field of journalism; 3 points III. 4 Language Requirements: 5 points Proficiency in English and Arabic Languages are essential. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable) 2. Financial proposal 3. Personal CV including past experience in similar projects and at least 3 references 5. FINANCIAL PROPOSAL Contracts based on daily fee The financial proposal will specify the daily fee quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked. 6. EVALUATION Individual consultants will be evaluated based on the following methodologies: 2. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 490 point would be considered for the Financial Evaluation Criteria Weight Max. 7 The UN in Egypt is therefore seeking to recruit a Consultant to support the development of a training curriculum, based on the UNESCO Training Manuals for Journalists on SDGs, for the media in Egypt. The consultant will be responsible for developing a set of training modules (think pieces) aimed at enabling media to understand the SDGs and enable them to effectively communicate to the public their relevance to their daily lives, to engage the public in supporting their realization, as well as to engage and stimulate debate and inputs from key actors. Such think pieces will be compiled into an Egypt-specific Training Module for Media Professionals on SDGs. Main Tasks and Responsibilities In preparing the training modules the Consultant will undertake the following tasks: Conduct desk study on the background, process, and content of the SDGs, their linkages to national development and implementation strategies particularly in the context of Egypt; Review relevant training material developed on the SDGs including UNESCO s training material for journalists and media professionals; Organize meetings with relevant UN agencies, GoE representatives and other development partners to understand the ecosystem of actions relevant to each SDG; On the basis of the global thematic think pieces developed for the SDGs, and taking into account the desk study research and communications with stakeholders, localize these global thematic think pieces to the Egyptian context; Using the UNESCO model provided, develop a training module for each SDG; Include a terminology guide for each module; Develop an introductory chapter which provides a comprehensive overview of the SDGs, the modules and incorporate an annex of relevant resources (global, regional and national) that could assist Media in the preparation of stories; Serve as the main Trainer/Facilitator for each of the 17 training sessions; Act as Master of Ceremony at Program Launch Support the refinement of each SDG training module by assessing and taking into account feedback and evaluations received from media professionals and the UN Task Force and incorporating these improvements; Compile the 17 modules, introductory chapter and Annex into a manual for training media professionals on SDGs in Egypt. 8 The training modules will be prepared in Arabic and follow the model of the Media as partners in education for sustainable development: a training and resource have an estimated length of 6-9 pages for each SDG (times new roman size 12 font, single-spaced, excluding front and end pages, reference list and annexes). The modules shall be well-referenced, with the sources of all tables, figures, quotations and statistics provided and clearly indicated in the relevant footnotes or endnotes. The consultant will provide electronic copies of the cover pages of the references cited, in addition to copies of the pages where numerical data has been extracted. A plagiarism detection software will be used to review the submitted material. 3- DURATION: The contract will extend from 1 April 2019 to 31 January 2020 on a part-time basis. Anticipated timeframe: 88 working days as follows: - Preparation of 17 SDG think pieces/training modules (3 days each = 51 days) - Preparation, facilitation and documentation of 17 workshops (2 days each = 34 days) - Master of Ceremony at launch event with editors (1 day) - Introductory Chapter and Annex (2 days) 4- SUPERVISION: The Consultant will work under the overall supervision of the Media 4 SDGs Task force. 5- REQUIREMENT FOR EXPERIENCE AND QUALIFICATIONS: I.
