TOD GUIDANCE DOCUMENT Stakeholder Workshop 9 TH September MCGM Conference Hall IBI GROUP Defining the cities of tomorrow 1

Need for TOD Guideline Western concepts need to be adjusted to the Indian context Absence of national level guidance documents resulting in various interpretations of the planning, design and implementation process Multiple versions of these "western" concepts are floating in the cities and there is a threat of confusion/ ambiguity being created by these disconnected efforts Scalability/ Learning from Success Stories 2

Need for Guidelines Large-scale infrastructure investments in transit systems and initiatives such as Delhi- Mumbai Industrial Corridor need to realign with TOD principles of: integrated land use and transportation pedestrian prioritization, and reduction of automobile usage Align with Smart Cities Mission 3

How will the Guidance Document help cities- HOW? Streamline the process of TOD planning in the country Avoid duplication of effort by individual governments/ municipalities Sensitive to contextual variations and on-ground realities Applicability at various scales Diverse user groups Flexible standard for development of Greenfield areas & redevelopment of infill areas

Target Users- WHO? Planning Authority City s readiness for implementing TOD Development along transit corridors Improving infrastructure Transit Agency Station Area Planning Active marketing of TOD opportunities Joint development at stations Private Stakeholder Real estate development Joint development opportunities

Guidance Document- PROCESS Step-by-step process process from inception to implementation is captured in five key steps : Tools Additional detail - logical sequence of activities in accomplishing tasks in varying conditions. Principles + Components Principle focusing on aspects of design and planning of TOD

Application of Guidance Document- City Specific Plan Adapt & Apply the guidance documents to develop City Specific Plans City specific TOD Plan (Pilot / Strategy) for each demonstration city. Resource for future cities interested in implementing TOD, How the planning process & TOD design elements are to be contextualized for specific cases.

Mumbai Key Inputs to Guidance Document Learnings Guidance Document Input Developing a station area plan was MCGM s priority Data availability challenges could potentially derail TOD process Multiple stakeholders within a Task Force facilitated information exchange and agreements Implementation roles can affect project delivery Lack of knowledge about accessibility component of TOD The Guidance Document must recognize a city s needs and be applicable at all scales The Step-by-Step TOD Process must be flexible to accommodate data challenges TOD Task Force must be multidisciplinary and multi-agency Implementation roles must be specified to ensure delivery of project goals Accessibility can be addressed at smaller scales. Pilot projects should be encouraged
