General Summary of Function/Purpose of Position This is a senior level position in the area of construction administration, with other duties in the area of design plan review and providing technical assistance to other work units in the Traverse City TSC and North Region. Assist the Construction Engineer in developing and delivering all aspects of transportation projects in the Traverse City TSC. Page 1

Duty 1 General Summary of Duty 1 45 Assist the Engineer of record in the administration of construction and consultant contracts. - Arrange and assist / lead pre-construction meetings for assigned projects. - Review requests from contractors for changes, extras, and adjustments to contracts. - Coordinate projects with many ongoing jobs, involving high impact traffic control issues; coordinate numerous consultants. - Assist in preparing written work orders, authorizations, and issuing instruction to contractors for extra work needed on projects. - Provide for the analysis and engineering justification of same. -Oversees the preparation of project documentation, records and files. - Facilitate the timeliness of project paperwork. - Manage project CE and construction budgets. - Assist in oversight of Local Agency projects to ensure their compliance with FHWA and MDOT Standards; review recommendations, progress reports, and contractor claims; attend plan review and pre-construction meetings to represent the Department as needed. - Oversee the TSC's warranty projects including filed reviews and timely documenting any deficiencies and updating the Department's spreadsheet. - Arrange and assist / lead in project progress meetings. Duty 2 General Summary of Duty 2 Oversee the work of technicians and contractors Assist the Construction Engineer in the resolution of contractual differences between department technicians and contractors to facilitate the orderly progress of construction projects; i.e., the acceptability of the contractor's plans, materials and construction practices. - Meet with officials of contracting companies to resolve these problems. - Interpret contents of contracts, specifications and plans, and effectively communicate that interpretation to contractors, subordinates, the public, and others. - Perform field reviews of proposed or active bridge construction projects, which requires walking/climbing over irregular terrain and structures. - Assist the Construction Engineer in safety training and enforcement of MDOT's safety policy. - Assist the Construction Engineer in monitoring overtime and balancing of overtime. 3 Duty 3 General Summary of Duty 3 20 Review construction plans and contract documents. Implement and monitor the effectiveness of the Work Zone Safety and Mobility Policy on all projects. - Review any unusual items in the plans or proposal with the Construction Engineer prior to meeting with the contractors. - Recommend changes in the plans and contract provisions to the Design Division/Consultants to avoid construction phase problems. - Assist in preparing contract provisions, as required. - Review the TMP and the project constructibility during the development phase of the project. - Ensure that staff understands our Work Zone Safety and Mobility Policy so they can effectively monitor and document the traffic management plan (TMP). Review staff's documentation of the TMP. - Review the proposed temporary traffic control plan (TTCP) for each project stage. - Monitor, adjust and document the internal TCP to minimize delay and improve work zone safety. - Ensure that our safety program including required training is provided to employees. Coordinate with employees our accident prevention program and ensure a copy is available at the work site. Duty 4 General Summary of Duty 4 10 Represent the Department in contacts outside the Department. - Represent the Department in contact with the public, local governmental agencies, representatives of public and private utility companies, and others directly concerned with construction activities on the projects. - Handle construction phone communications from contractors and private citizens. - Respond to questions from the general public, business organizations, village and city officials, and rural task forces. - Pro-actively meet the operational needs of external customers. - Continually strive to improve MDOT "image". - Promote MDOT's Mission, Vision, and Values by focusing efforts on MDOT's Strategic Plan. 5 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Personal judgment based on prior experience to resolve problems and errors. Wherever possible identify, recommend, and implement improvements in the work methods and materials utilized in the position. In the absence of the Construction Engineer, recommend changes for construction projects. Issue work orders directing contractors to do work. The Department, contractors, the traveling public, and the progress of project area are affected by these decisions. 17. Describe the types of decisions that require the supervisor s review. When there is a need for interpretation of Department guidelines, policies or procedures, or existing policy is unclear. When extras, overruns and field changes are required during construction. When a decision may be required from the executive level: personnel matter; assistance in mitigating controversies; revision of a program schedule. Also on issues that may have region-wide impact or could be precedent-setting. 18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Outdoor work in all types of weather; frequent travel to region projects; work around dirt; concrete, bituminous materials; work around traffic, construction structures and excavations, construction equipment. The ability to transport 25 pounds. Some exposure to hazardous materials. Some irregular hours to meet contractor schedules and pressure to meet tight deadlines. While inspecting field projects, it is necessary to cover rough terrain and climb steep embankment slopes. Occasional overnight travel to meetings or training classes. Sitting for long periods of time designing and working on computer programs. 19. Assist the Construction Engineer / Manager in overseeing the delivery of transportation improvement on projects assigned to him/her. All duties listed under #15 are essential to the position. 24. What is the function of the work area and how does this position fit into that function? This work area is responsible for providing the transportation services which meet the operational needs in the service center's geographic area. The service center is responsible for monitoring transportation issues to ensure they conform to federal, state and local requirements. The engineers in this position must use experience and knowledge to administer the services handled at the TSC. Page 6

7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a bachelor of science degree in civil engineering or in civil and environmental engineering. EXPERIENCE: Three years of professional engineering experience involved in transportation systems and programs equivalent to a Transportation Engineer, including one year equivalent to a Transportation Engineer P11. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of and ability to apply engineering principles, practices, standards and specifications. Ability to oversee and train others. Ability to meet and deal effectively with others. Ability to express one's self effectively, both verbally and in writing with other employees, contractors and the general public. Basic computer skills are required. Willingness to work long hours including nights, weekends and holidays. Willingness to work outside in all types of weather. Willingness to travel and/or be re-assigned. Knowledge of EEO. CERTIFICATES, LICENSES, REGISTRATIONS: Valid Driver's License. MDEQ Comprehensive Soil Erosion and Sedimentation Control Certificate of Training. Registration as a professional engineer is desirable.
