Matters concerning the evaluation June 14, 016: The members of the Working Group on the Japan Science and Technology Agency (hereinafter referred to as the Working Group on JST ) conducted a field research at the Tokyo University of the Arts (Center of Innovation). June 3, 016: The fourth Working Group on JST was held to hear opinions about the self-evaluation results from the executives (President, Executive Directors and Auditors) of the Japan Science and Technology Agency) and its employees. June 9, 016: The fifth Working Group on JST was held based on the self-evaluation results explained by JST at the fourth Working Group and we received advice from the members on a draft evaluation by the competent Minister. July 14, 016: The sixth Working Group on JST was held based on the self-evaluation results explained by JST at the fourth Working Group and we received advice from the members on a draft evaluation by the competent Minister. 4. 5 Form -- Evaluation of national research and development agency: Medium to long-term objectives evaluation (evaluation of estimation): Overall evaluation 1. Overall evaluation Evaluation (Reference: Evaluation of estimation) (Grade S, A, B, C, D) A Grounds The progress of the medium to long-term plan estimated at the completion of the medium to long-term period indicates that outstanding achievements are produced toward the maximization of R&D achievements under effective, efficient and proper business operations and such achievements are expected to be produced in the future.. Evaluation of JST as a whole - When we look into the business performance of JST, a number of outstanding results which have an impact on society were accomplished. For example, JST achieved production of functional ovum from pluripotent stem cell (ERATO and Michinori Saito (Kyoto University)) and clarification of the promotion of onset of liver cancer by changes of intestinal bacteria due to obesity (PRESTO and Naoko Otani (Japanese Foundation for Cancer Research) and CREST and Eiji Hara (Japanese Foundation for Cancer Research)). Moreover, Professor Yamanaka Shinya of Kyoto University received the Nobel Prize in Physiology or Medicine and JST produced a number of achievements which won nationally and internationally-recognized science awards. It should be recognized that JST has provided sustained support in accordance with research stages from basic research to practical application in the industry-academia collaboration project. Research achievements produced by this project such as the winning of the Nobel Prize in Physics in 014 (blue LED) and the world s first clinical application of ips cells have grown on a continuous basis up to their practical application in collaboration with internal and external systems and other organizations. - Moreover, toward the reconstruction after the Great East Japan Earthquake, matching planners provided businesses in the disaster-stricken areas with detailed support taking advantage of the JST s strengths for the purpose of finding out the needs of businesses and JST provided detailed community-based support from application for industry-academia collaboration through the commencement and the completion of research and development to commercialization. As a result of these initiatives, this support was helpful for businesses which had little experience in industry-academia collaboration so that JST received recognition from local businesses. Furthermore, the National Museum of Emerging Science and Innovation is recognized and appreciated as a core center for communication in Japan through permanent exhibitions conscious of the interaction with society and special exhibitions as well as various events. The total number of visitors during the period for medium to long-term objectives was 4. million and VIP visisted this Museum from 106 countries. - When we focus on the JST s operation, the reforms are in progress under the management of the President. JST actively encourages various stakeholders, especially 5

6 policymakers and parties concerned, to involve in discussions in the process of preparing for proposals on its strategy and takes new initiatives for the formation of places where parties concerned of natural science, cultural social science collaborate ahead of other fields. Moreover, JST has improved and reviewed the system for the funding project mainly by the Research Supervisory Committee and actively promoted the initiatives for flexible and swift management, international collaboration and dissemination of research results in accordance with the characteristic of each research area. 3. Major issues related to evaluation by item and mattes to be improved - In order to further enhance and strengthen the business of JST toward the maximization of R&D achievements in the future, it is required for JST to conduct proactive research and development with the use of its strengths such as the think-tank function and information infrastructures for without depending on support from other agencies (universities, etc.). - JST needs to strive to make improvements in projects graded as C on a continuous basis. - The project for document information provision has been in the black for 7 consecutive years and the amount of loss carried forward has been reduced. However, taking into account the status of provision of services by private business operators and trends of open science, JST shall drastically review the project. 4. A: As a result of comprehensively considering achievements of activities of JST and its initiatives taking various circumstances into consideration in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is found that outstanding achievements have been produced or achievements are expected to be produced in the future toward the maximization of R&D achievements under effective, efficient and proper business operations. B: As a result of comprehensively considering achievements of activities of JST and its initiatives taking various circumstances into consideration in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is found that achievements have been produced or achievements are expected to be produced in the future toward the maximization of R&D achievements and business operations are steadily conducted. 6

The evaluations made in 013 or before are based on the Basic Guidelines for Evaluation of Operational Results for Incorporated Administrative Agencies under the Jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology (March, 00, the Evaluation Committee for Incorporated Administrative Agencies of the Ministry of Education, Culture, Sports, Science and Technology). Moreover, the evaluations made in 014 or after are based on the standards of each ministry or agency. The details are explained below. Evaluations made in 013 or before S: Particularly-outstanding achievements have been produced (no cross-sectional standard is set beforehand and an evaluation is made in accordance with the characteristics of business of JST). A: JST enforces the medium-term plan as set out or beyond it and steadily produces achievements toward the accomplishment of the medium-term objectives or at a pace exceeding them (the degree of attainment of the medium-term plan to be implemented in the applicable fiscal years is over 100%). B: Although JST does not enforce the medium-term plan as set forth in some aspects, the medium-term objectives are judged to be attainable by making modifications or efforts (the degree of attainment of the medium-term plan to be implemented in the applicable fiscal years is between 70% and 100%). C: The enforcement of the medium-term plan is delayed and business improvement is required to achieve the medium-term objectives (the degree of attainment of the medium-term plan to be implemented in the applicable fiscal years is under 70%). F: The Evaluation Committee needs to make a recommendation for improvement of business operations or any other recommendation (no objective standard is set beforehand and F is granted only if any recommendation for improvement of business operations is judged to be necessary). A: As a result of comprehensively considering achievements of activities of JST and its initiatives based on various circumstances in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is found that outstanding achievements have been produced or achievements are expected to be produced in the future toward the maximization of R&D achievements under effective, efficient and proper business operations. B: As a result of comprehensively considering achievements of activities of JST and its initiatives based on various circumstances in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is found that achievements have been produced or achievements are expected to be produced in the future toward the maximization of R&D achievements and business operations are steadily conducted. C: As a result of comprehensively considering achievements of activities of JST and its initiatives based on various circumstances in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is expected for JST to make further efforts or improvements toward the maximization of R&D achievements or effective, efficient and proper business operations. Other than administrative affairs and business related to research and development (II and after) S: It is found that outstanding achievements beyond the original goals set forth in the medium-term plan both in quantity and in quality are produced as a result of activities undertaken by the medium-term objectives management agency (In case where a quantitative indicator is 10% or higher compared to the values set forth in the medium-term plan (or the plan for fiscal year) and outstanding achievements in terms of quality are produced). A: It is found that outstanding achievements beyond the original goals set forth in the medium-term plan are produced as a result of activities undertaken by the medium-term objectives management agency (In case where a quantitative indicator is 10% or higher compared to the values set forth in the medium-term plan (or the plan for fiscal year) is achieved). B: It is found that the original goals set forth in the medium-term plan are achieved (a quantitative indicator is between 100% and 10% compared to the values set forth in the medium-term plan (or the plan for fiscal year)). C: The original goals set forth in the medium-term plan are missed and improvements are required (a quantitative indicator is between 80% and 100% compared to the values set forth in the medium-term plan (or the plan for fiscal year)). D: The original goals set forth in the medium-term plan are missed and drastic improvements including the discontinuance of business are required (a quantitative indicator is under 80% compared to the values set forth in the medium-term plan (or the plan for fiscal year) or the competent Minster finds it to be necessary to issue an order to improve business operations or to take other necessary measures). 14
