1 Indianapolis Neighborhood Housing Partnership Position Description POSITION TITLE: Executive Vice President (EVP), Capital Development & Strategic Initiatives SUPERVISOR'S TITLE: President DATE: August 2012 FLSA STATUS: Exempt POSITION PURPOSE The incumbent in this position will provide strategic direction, expertise and implementation capacity in four key areas: (1) Senior Management/Leadership (2) Capital Development, (3) Marketing and Business Development and (4) INHP Programs. This position is part of the executive management team and reports directly to the President. The incumbent shares responsibility for setting corporate and departmental policies and procedures. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES To be successful in this role, an individual must be able to perform in a satisfactory manner the functions listed below. Manage Board of Directors, Committees, Sub Committees b. Identify, develop and manage National, State and Local Partnerships c. Develop and foster strategic relationships with: City of Indianapolis, Local Civic, Nonprofit and Community Leadership, Financial Institutions, Investors, and Donors d. Provide a high-level of management to INHP Programs and reporting responsibility e. Support Funds Development initiatives and department f. Develop and implement policy that is relevant to area(s) of responsibility g. Develop and pursue Corporate Goals h. Identify, assess and implement strategic opportunities i. Public Relations Management j. Help develop, implement, monitor and sustain INHP s customer service culture k. Help develop and cultivate new Business Development l. Identify and promote Change Management m. Supports efforts of company to provide superior customer service by insuring effective coordination/integration with all company departments. 1

2 (2)Capital Development Essential Functions (will work in conjunction with President) (a) Expand INHP s financing options beyond traditional lending relationships to include broader capital market options and investment structures for non-conforming loan portfolios to finance affordable housing and community development (1) Single family lending: first and second mortgages, installment loans and bridge loans (2) Multi-family lending: bridge loans and grant financing (3) Community development lending: liquidity loans and specialty loans (b) Lead company through comprehensive and significant financial transactions 1) Develop loan pools, lines of credit, joint ventures, etc. 2) Identify and implement capital liquidity strategies including whole loan sales, loan securitizations, and flow sales 3) Develop complex debt, equity and grant combinations that include private, public and philanthropic capital with resulting complications (e.g. public purpose restrictions, regulatory requirements, yield and risk requirements, credit risk assessment, interest rate hedging analysis, and rating agency implications) 4) Assess risk factors of financing structures and real estate projects including project sponsors, corporate initiatives and loan portfolios 5) Manage investor, lender and borrower relations (3) Communications and Business Development Essential Functions (a) Communications: Manage the development and implementation of a strategic, comprehensive and short and long term communications plan which includes: (1)Goals: establish, manage and report status (2)Budget: establish, manage and report (3)Public relations (4)Media relations (5)Marketing and advertising (6)Social Media (7)Targeted community outreach events and sponsorships (8)Staff development and management (b)business Development: Manage the development and implementation of a strategic, comprehensive and short and long term business development strategy which includes: (1)Goals: establish, monitor and report status (number of leads, prospects, active customers, program completion or closed loans (2)Budget: establish, manage and report (3)Develop partnerships to cultivate sources of customers (employers, realtors, community nonprofits, etc.) (4) Staff development and management (4) INHP Programs Essential Functions (a)lending: Manage the development and implementation of a strategic, comprehensive and short and long term plan for single family, multi family and community lending which includes: (1)Goals: establish, manage and report status (2)Budget: establish manage and report (3)Staff development and management (4) Mortgage products and programs grounded in an entrepreneurial orientation towards innovation and business opportunities identified by determining market needs and creating viable strategies to meet those needs, including implementing and financing new products for single family, multi-family and community lending (5)Risk Management strategies including an effective Loan Committee and Loss Mitigation Committee 2

3 (6)Compliance with Federal, State and Local regulations (b)homeowner Development: (1)Homeownership Education: Develop and implement a quality menu of industry appropriate curriculum and insure superior Homeownership training quality and adult learning objectives are met (2)Homeownership Advising (prior to home purchase) and Post Purchase Advising (after home purchase): Insure superior customer service and advising experience that results in a family with the capacity to qualify for a mortgage (3)Assess advisor quality, technical capacity, advising capacity and delivery system effectiveness and efficiency including the integration of technology with one on one advising (c) Financial Planning Program: (1)Insure superior customer service and Financial Planning program curriculum (2)Assess Financial Planner quality, technical capacity, advising capacity and delivery system effectiveness and efficiency including the integration of technology with one on one advising (d)community Development-Indianapolis Neighborhood Development Initiative (INDI): (1)Administer $1.5M performance based grant program for 12 community development corporations (2)Pursue and administer additional capital for the benefit of community development corporations and nonprofits (3)Develop and manage relationships that enhance the quality of life in the neighborhoods. OTHER FUNCTIONS Ability to create and make presentations to diverse groups including INHP s Board of Directors, elected officials, and industry leaders (e.g. insurance and banking professionals) Ability to calculate various financial functions such as present value, payment amounts, internal rate of return, future value, and amortization tables Ability to comprehend, coordinate and communicate financial data in a format understandable by a variety of audiences Ability to create and/or interpret complex financial statements, proformas and budgets for both corporations and real estate projects Build community relationships with the goal of attaining new financial resources for INHP and /or other affordable housing industry needs and to increase demand for INHP services Continually and critically analyze and improve the program delivery system to insure it is effective and efficient across a wide variety of customer learning styles Continually work with staff to develop and insure they provide effective and quality customer service Continually apply knowledge of mortgages in the marketplace to develop mortgage programs to service INHP direct loan customers Create and sustain local, state, and national corporate, political/government, philanthropic and community partnerships with diverse organizations within a public/private structure Demonstrated strategic and analytical skills Determine compliance requirements & system to insure compliance Effectively support the Funds Development department including participation in donor relations activities 3

4 Entrepreneurial orientation towards new business opportunities by determining market needs, viable strategies to meet those needs, and implementing new products Excellent customer service skills (both internally and externally) Excellent Management Skills Excellent organizational, process, time-management, and logical-thinking skills Identify and implement professional growth and development opportunities for staff Insure staff certifications, license and other personnel regulatory requirements are current Lead and/or participate in analyzing, developing, testing and implementing technology that improves customer service, customer satisfaction, program innovation, program awareness, and program delivery Maintain working knowledge of mortgage program financing and the secondary market to insure mortgages developed internally are economically viable Manage staffing and program offerings at multiple locations Manage, develop and document workflows and procedures that assist in the most efficient way of on boarding clients into the lending, mortgage advising and education programs. Participate in company brainstorming and strategic-planning meetings Performs other duties as assigned Possess leadership and management skills including interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems Provide leadership and supervision to VP of Homeowner and Community Development, VP of Lending, Director of Marketing and Communications and their respective staff Provide strategic guidance for INHP through analytical research, new product development and initiatives and financing options Think logically through issues of long-term strategic importance to corporation and lead others accordingly Tolerance for ambiguity and changes in direction while maintaining focus of primary mission, a wide degree of creativity and latitude is expected EDUCATION AND/OR EXPERIENCE To perform this job successfully, an individual must have the following education and/or experience. Knowledge and/or experience in the following fields: strategic planning, residential and commercial real estate lending, secondary markets for loan portfolios, securitization, and similar corporate finance functions, community development Bachelor s degree required, advanced degree or professional certification preferred (e.g. Certified Public Accountant, Master s in Business Administration, Master s in Economics, Master s in Public Administration, Chartered Financial Analyst, etc.) 4

5 Ten to fifteen years of relevant experience in finance, real estate development or brokerage, not for profit, government/public policy, affordable housing, project negotiation, communications and/or research (private sector experience preferred) A minimum of five years of executive level management experience COMPENTENCIES The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform each essential duty satisfactorily.
