1 Creating a sporting habit for life LOCAL GOVERNMENT RELATIONSHIP MANAGERS LOCATION: Central England (East), Central England (East Mids/West Mids) SALARY: Secondment opportunities: 12 months 1st April st March 2016 (East) 12 months 1 st August st July 2016 (East Mids/West Mids) Sport England is currently mid-way through an exciting 1.1bn strategy focussed on growing participation in community sport. Central to achieving our strategy ambition is working closely with local authorities, county sport partnerships, National Governing Bodies of Sport and other local stakeholders to strengthen the sporting offer as a platform from which participation can grow. We are looking for two experienced professionals working in the sector with the skills and experience to manage a wide range of stakeholders at the highest levels to join our Central Outreach team on a secondment opportunity. Working in the Central HUB (West Midlands, East Midlands, East of England) with a particular focus in the East for one post and the East/West Midlands for the other, you will lead our work with local government partners in particular but also work with other key stakeholders to support the development of community sport. Through direct investment, promoting and supporting the use of a range of Sport England support tools, sharing practice and advocating the value of sport you will make a tangible impact on the delivery of our strategy. You will have built partnerships in the past to deliver community sport successfully, be an excellent advocate for our work and demonstrate the ability to influence and persuade a wide variety of partners including local authorities. 3 Job Description: Relationship Manager - Local Government Level: 4 Team/Directorate: Community Sport Salary Range: 41,570 (National) Contractual Status: Secondment. The post-holder will remain an employee of their current employer. Responsible to: Location: Job Purpose: Strategic Lead Local Relationships (HUB lead) Flexible The role requires significant travel within and across the Central Hub and attendance at meetings in Sport England s national office in London. Budget Post Holder Directly Accountable For: Work Pattern: 0 Full-time Implement Sports England s outreach objectives, across the Central Hub, as specified in the areas Outreach Contract, by personally landing deals (investment, political support and the positioning of sport) which sustain and increase participation and in so doing: protect and improve local sports provision (effectiveness and efficiency); secure and safeguard local investment into community sport; successfully land Whole Sport Plan delivery locally; and maximise Sport England s local investment. Key Duties and Responsibilities Support the Strategic HUB lead by using local intelligence and knowledge to contribute to defining the HUBs outreach priorities and contract. Support the Strategic Hub Lead in implementing the Hub s Outreach Contract by taking personal responsibility for the deals and actions to deliver specific outcomes with a specified number of local authority areas in order to sustain and increase participation in these target areas and successfully implement the core local authority offer. As directed by the Strategic Hub Lead, build and maintain strong partnerships at a senior officer and portfolio holder level with key local authorities and their networks in order to drive the successful implementation of the deals and outcomes within the Hub s Outreach Contract in order to sustain and increase participation in sport. Effectively deploy Sport England s full range of local outreach tools to support the successful implementation of the deals and outcomes within the Hub s Outreach Contract and to maintain effective local partnerships in order to sustain and increase participation in sport. Maintain effective wider local partnerships and intelligence across the HUB in order to sustain and increase participation in sport. 3

4 Support the CSP Centre of Excellence and Strategic Hub Lead by attending a select number of CSP Board meetings, related CSP events, and acting as Sport England s local eyes and ears to ensure the effectiveness of CSPs and their ability to sustain and increase participation in sport. Work cohesively and effectively as part of the Hub s local outreach team demonstrating Sport England s behaviours and values to join up our local outreach approach which maximises our impact and does not duplicate effort. In particular ensure that Community Sport and Facility Planning Relationship Manager colleagues are aware of opportunities and threats to landing our outreach objectives or NGB plans. Proactively contribute to the success of the Local Government Relationship Managers Group to ensure the group helps find the solutions to any challenges in successfully implementing our Outreach Contracts in order to sustain and increase participation in sport. Take responsibility from time to time for contributing to and/or coordination of national projects on behalf of the Local Government Relationship Managers Group to ensure the successful delivery of Sport England strategic outcomes. Provide prospective bidders and pre-application advice for potential Community Sport Activation Fund applicants, undertake assessment and post award project monitoring and use the fund intelligently and strategically to help implement the deals and outcomes within the Hub s Outreach Contract. 5 Job Requirements and Person Specification Criteria Essential Desirable Education / Qualifications Educated to degree level or equivalent vocational qualification in any discipline or equivalent experience. Experience Substantial experience of working in or with local government at a senior policy level. Previous experience of creating and sustaining effective partnerships. Previous experience of successfully demonstrating at a senior level the contribution of community sport benefits to wider community outcomes. Previous experience of working with local government. Previous experience of working with community sport structures Abilities / Skills / Knowledge Highly developed advocacy and influencing skills demonstrating ability to influence to the point of decision at senior level within partner organisations. Excellent communication skills, both internally and externally, with ability to write and present clearly and effectively to a senior audience. Practical understanding of the sports sector and the contemporary issues that affect it. A proven ability to manage complex partner relationships and a high degree of political sensitivity. Strategic thinker with ability to join up and make connection between a variety of policy agendas. Excellent analytical and problem solving skills, using innovative approaches to removing blockages to achievements. Strong subject knowledge of current local government policy. Ability to plan and organise work individually, across diverse teams and with external partners. 5
