1 UNESCO Dhaka Office House : 122, Road : 01, Block : F Banani, Dhaka-1213, Bangladesh Tel : , FAX : URL : dhaka@unesco.org Ref.:24/ED/2018/185 Request for Expression of Interest (EoI) for Facilitating community engagement and system strengthening mechanism for delivering learning for children, adolescents and youth from both the host communities and the camps in Cox s Bazar District UNESCO Dhaka Office, in support to the Government of Bangladesh, intends to identify suitable Local Implementation Partners (LIPs), including Non-Government Organizations (NGOs), Civil Society Organizations (CSOs) to establish partnerships for the implementation of learning and capacity development related support for children, adolescents, youth, parents, community leaders/members, teachers, facilitators, caregivers/parents and education managers and officials in Rohingya camps and host communities in one upazila of Cox s Bazar District. This EoI is open to solicit interest from prospective LIPs including NGOs and CSO partners that would like to enter into Programme Cooperation Agreements with UNESCO in REQUIREMENTS FOR CONSIDERATION The preferred LIPs including CSOs should have a strong technical and organizational expertise in education, training on crisis planning and management, or community based parenting education, and project management. Interested partners should be willing to contribute complementary resources (financial, human, or others required by the intervention) towards achieving the agreed results. Interested LIPs including NGOs, CSOs should access the complete application and information package comprising: Annex-1: Selection Criteria for LIPs including NGOs, CSOs Annex-2: Summary of EOI result areas, geographical coverage and key results to be achieved Annex-3: Proposal Evaluation Criteria for Selection of LIPs including NGOs and CSOs To apply, complete Annex 1, guided by Annex 2 and the evaluation criteria provided in Annex 3, and ensure required supporting documents are attached. In addition, for each result area for which an agency wishes to be considered, a brief Concept Note should be submitted. Any interested agency may express their interests for any one or all the result areas. Concept Notes should be concise, not exceeding 600 words and meet the following criteria: i. Explain the objectives and results of the intervention to be undertaken; ii. Describe the implementation approaches/strategies; iii. iv. Describe the target groups and the number of beneficiaries to be reached over one-year; Describe advantages (including innovations and value for money) which the LIPs including NGOs and CSOs and its proposed approaches bring to the area of intervention, and; 1

2 v. Highlight complementarities with UNESCO and Joint Response Plan strategies. For ease of review, separate Concept Notes should be submitted for each result area (focusing the sub areas) of interest. This advertisement and responses thereto, including initial short-listing, do not bind UNESCO to enter into any form of contractual agreement with the agencies submitting EoI. Indicate project budget, funding source, project period, and number of direct beneficiaries. d. Existing networks: Outline major ongoing collaborations or other relationships with Government, private sector and other CSOs. f. Project Title Budget (USD) Funder Start and End dates No. of beneficiaries Annex 2 Summary of key results areas Government of Bangladesh and its partners are currently providing education services to 160,398 Rohingya children, adolescent and youth in the camps in Cox s Bazar. While this is a major success, there are enormous gaps and urgent needs that are still unmet. For example, almost one of every two boys and girls, 4-14 years old, in the camps are not accessing any learning opportunities while for year-olds, those in need exceed 90 per cent. In addition, 52 per cent of the displaced population are women and girls; 67 per cent of the estimated 58,700 pregnant women will need awareness and learning support for ensuring active involvement of children in learning. It is therefore important to continue to expand access while improving the quality of what is being taught and improved systems for planning, supervision, monitoring, reporting and service delivery at the national, district and upazila levels. Data and standards for the provision of education are available at By the end of 2019, UNESCO will work with partners to strengthen the community-based parenting education for about 1,000 adolescents, youth and parents; and strengthen the capacity of around 150 education actors on crisis-sensitive planning, management, monitoring and coordination, for ensuring the quality learning in both the camps and host communities. 3

4 More specifically, summarized below are the major result areas and sub-result areas in which partnerships are required for Result Area Description Sub-result areas 1. Community Engagement 2. System Strengthening Communities are engaged and meaningfully contribute to decisionmaking on the design and implementation of learning opportunities helping to support quality provision & the well-being of the communities Strengthened capacities in gender and crisis-sensitive planning, management and coordination 1.1 Training materials on parenting education are collected, adapted and tailored to the needs of the camps and host communities; UNESCO s publication on Parenting Education Guidebook will be one key resource. 1.2 Parenting education training are provided for parents/caregivers, learning center managers and education officials, especially young parents in the camps and host communities. 2.1 Training materials on crisis-sensitive planning and management are collected, adapted and tailored to the needs of the camps and host communities in appropriate languages. UNESCO IIEP publication on Guidebook for Planning Education in Emergencies and Reconstruction will be one main resource. 2.2 Trainings are provided to education planners, managers and officials from the camps and host communities including education offices of District, Upazila, Union and national levels to sensitize crisisresponsive planning, management and coordination; 2.3 Awareness is strengthened among the education officials on crisis-sensitive planning, management and coordination.
