1 ROLE PROFILE Job Title: Programme Manager Reaching Communities (Blackburn with Darwen and Hyndburn) Location: Pennine Lancashire (Co located Burnley and Blackburn Office) Introduction to The Prince s Trust Youth charity The Prince's Trust gives practical and financial support, developing key workplace skills such as confidence and motivation. It works with 13 to 30 year-olds who are unemployed or at risk of unemployment through underachieving in education. The Prince s Trust is an optimistic and ambitious organisation. The Trust works with around 55,000 young people across the UK. The Trust delivers its support to young people through teams of staff, volunteers and delivery partners through three English regions and Scotland, Wales and Northern Ireland. Each of the regions and countries has a Director who is supported by Regional or Country Councils, which are made up of non-executive volunteers. Young people are supported through a variety of programmes such as xl/ Achieve, Team, Enterprise, Get Into, Get Started and Development Awards, together with a variety of smaller developing programmes and new initiatives as they come on line. The Trust also operates a network of Prince s Trust Centres, which directly deliver the Fairbridge programme. Funded by the National Lottery through the Big Lottery Fund, this role will be key in our strategy is to increase our network of Prince s Trust Centres, as it will be establishing and developing our partnership with Blackburn with Darwen Borough Council and Lancashire County Council to support young people at risk of child sexual exploitation to access our programmes from our new centre in Burnley and other locations in Pennine Lancashire. Engage is a multi agency, co-located specialist child sexual exploitation team established in 2008 to free children and families from sexual exploitation supporting them to develop their full potential in safe environments. Through partnership working the engage team reduces childrens and families vulnerabilities to sexual exploitation by preventing involvement, protecting victims and prosecuting offenders. 1

2 Reports to: Head of Programmes (North West) Responsible for: No direct line management responsibility Key Relationships: Engage multi agency team Other teams working on CSE agenda Local Authority Officers within Blackburn with Darwen and Pan Lancashire Regional/Country Director Senior Head of Outreach, Assessment and Outcomes Senior Head of Employment and Enterprise Programme staff of Fairbridge and Get Started Programme Support Team Central Operations Team Finance and Contract Management Teams Fundraising Teams Accountability This is a key management role that supports The Trust s mission to help disadvantaged young people in the UK to change their lives and get into work, education or training. The Programme Manager will manage the Reaching Communities project and will deliver The Trust s strategic goals by: Delivering excellence for young people Supporting young people achieve positive outcomes in the best and most effective way To share learning around this new approach to working in partnership to tackle the growing issue of CSE To support and grow the Prince s Trust reputation within the youth sector Budget: Responsible for managing the petty cash for young people s expenses whilst on Prince s Trust programmes, for managing own expenses within the financial management guidelines and allocated budget and for supporting the wider team to maximise draw down on relevant programme funding contracts whilst keeping expenditure within agreed limits. Detailed Responsibilities: 1. Develop, manage and maintain effective relationships with Engage and other partner organisations in Blackburn with Darwen Borough Council and Pan Lancashire in order to establish effective referral routes of eligible young people to The Prince s Trust programmes. 2. Ensure sufficient recruitment to all delivery on the project, in partnership with the Princes Trust referral team and via your own outreach and recruitment activity with key agencies. 3. To attend the full complement of multi agency meetings with Engage and Blackburn with Darwen, including team meetings, case load supervision and Transforming Lives Panel (including other relevant panel meetings) 4. Supervise the delivery of the Reaching Communities contract and other agreed initiatives (local and national) working in partnership with contract management to ensure all requirements and outputs are achieved. 2

Be responsible for the evaluation of delivery of The Princes Trust work in Blackburn with Darwen and Lancashire; providing relevant information to contract manager, liaising with colleagues nationally to make recommendations and influence internal and external partners. 6. Produce all required reports in agreed formats 7. Disseminate emerging good practice to internal and external partners, and the Big Lottery. 8. Maximise the opportunities for young people to progress to positive outcomes in Blackburn with Darwen/Lancashire, identifying local opportunities and working with the volunteer, programme and outcomes teams. 9. To be responsible for innovation and take the lead on new developments in Blackburn with Darwen and Lancashire. 10. Provide continual feedback on the progress of young people participating in Princes Trust programmes to referral agencies and the Engage team. 11. Understand and apply the requirements of The Prince s Trust and Engage policies for working with young people, volunteers, Recruiting Safely, Safeguarding and Health and Safety. 12. Ensure accurate and up-to-date records, paper and electronic, as required by The Trust and Engage for external funding contracts and in line with The Trust s data protection policy 13. Compliance with The Trust s governance as described in the Governance Manual ( The Handbook ) 14. Support the Senior Head of Programmes throughout the business planning process and undertake any required monitoring and reporting tasks to inform their view of financial or activity numbers 15. Carry out other duties as may reasonably be required by The Trust, including deputising as appropriate on activities relevant to area of responsibility 3

4 Reporting Responsibilities: To supply information as required by the Senior Head of Education, Training and Development, Regional/Country Director PERSON SPECIFICATION The successful candidate should have significant youth work experience and be able to demonstrate that they understand the challenges that face disadvantaged young people in their area. They will also have an enthusiasm and passion for the work of The Prince s Trust and a conviction to deliver high positive outcomes for young people. They should be able to demonstrate that they can deliver results through both direct and non direct reporting teams. Criteria required Essential Desirable Skills and Knowledge: Strong understanding of the challenges young people within The Trust s target groups face Ability to keep staff and young people safe through understanding the prevention and management of challenging behaviour, the benefits of risk and challenge, health and safety and safeguarding practices Knowledge of the issue of child sexual exploitation Excellent interpersonal, written and verbal communication skills, including the ability to build rapport with young people and the ability to work with a wide range of other external and internal stakeholders. Excellent planning and organisational skills and the ability to manage multiple priorities to successful conclusions Ability to work both independently and as part of a team and to maintain effective relationships with people at all levels of an organisation Ability to work on own initiative to find creative solutions to problems Strong awareness and understanding of equal opportunities and the ability to translate these into effective action Experience of using , internet, wordprocessing and spreadsheet packages, media packages and use of equipment such as digital camera, video camera etc Knowledge of project management techniques Knowledge of accreditation for young people 4
