1 National Director: WV Development Foundation (PHL) Location: [Asia & Pacific] [Philippines] Town/City: Quezon City Category: Field Operations PURPOSE OF POSITION: To lead, direct, develop, and manage the implementation of all aspects of World Visions ministry in the Philippines as an effective member of the World Vision International Global Partnership, and to ensure there is high impact, cost effective, program quality ministry with the highest levels of accountability according to the relevant policies, protocols and standards of World Vision. Strategically lead, develop and direct the implementation of all aspects of World Vision in the Philippines ministry including Transformational Development, Advocacy and Humanitarian Emergency Affairs (HEA), as an effective member of the Partnership in alignment with WV Vision, Goals, Mission, Core Values, global and regional strategy and priorities. Ensure that WVs ministry is directly contributing to the sustained well-being of children and the fulfillment of their rights within families and communities. Ensure leadership development of senior management team and potential leaders. Provide leadership, strategic direction and support in the development and execution of an effective resources development strategy including significant growth in grant acquisition and effective grant management. Represent WV to all donors, partners, other WV Partnership Offices, local and national government, regional and global organizations, church and faith-based organizations, international and local non-governmental organizations. 2 Leadership: The National Director for World Vision Development Foundation (WVDF) will lead and develop strong relationships at the following levels: Executive/Leadership Team, Board of Trustees, World Vision International Global Center/Office of the President, WV South Asia and Pacific Regional Office, World Vision Support Offices, Filipino government and general public, Christian church leaders, INGO community and local NGO partners. Has clear direction and plan for articulating and living out the WV Mission, Vision and Core Values (including his/her own entry and succession plan). Leads the development and execution of the country strategy through program approaches and operating plans with clear, measurable short-term and long-term targets; ensures country strategy is aligned with Regional and Global Centre strategic priorities. Provides overall strategic leadership for securing financial resources to make WVDF a locally sustainable WV entity. Engages key stakeholders nationally and at the global partnership in the understanding and execution of the country strategy. Can represent his/her management and staff to the Board of Trustees. Promotes World Vision's Mission, Core Values and key Partnership Standards among the staff and partners and ensure these are the core foundation of the office and how it executes its strategy and plans. Has overall responsibility for assessment of risks (including security, legal, reputational, compliance risks among others) and the development of security planning to mitigate assessed threats in WVs Philippine operations to minimize and mitigate risks to WVDF staff, assets and programs. Ensures organizational compliance to the Philippine Government standards and laws for WVDF operations in the country as a registered NGO. Risk Management: Has overall responsibility for assessment of risks (including security, legal, reputational, compliance risks among others) and the development of security planning to mitigate assessed threats in WVs Philippine operations to minimize and mitigate risks to WVDF staff, assets and programs. 3 Christian Commitment/Calling for the Poor: Has a deep sense of being called by God to the National Director position and intimately gains knowledge of the culture and context of the WVDF office as well as that of the partnership. Models a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships, and inspires staff to support Christian identity, commitments and witness (including incarnational living). Demonstrates Christ-centered servant leadership amongst WV staff and multi-ethnic partners. Demonstrates strong conviction and ability to work in ecumenical and inter-faith contexts. Holistic Development (Program Quality / Knowledge of Philippines Context): Can explain Biblical foundations for holistic ministry to staff, Board members, church leaders, INGO community, media, government officials, community leaders and beneficiaries. Advocates in a compassionate and compelling way for WVs child focused work in communities with various partners. Inspires WVDF leaders, staff and other stakeholders to share WV vision and mission. Articulates historical growth and development of WV in the Philippines including demonstrating a comprehensive understanding of development and other sectors. Capitalizes the gains of the past to enhance current and future ministry directions and bring the ministry to a higher level in terms of marketing, program innovations, scaling up of programs, engagement of public and partnering/partnerships. Ensures highest standards of quality and accountability for effective ministry to all key stakeholders. Leads by example in achieving quality results, service and relationships with staff and stakeholders. Builds long term cooperative and sustainable relationships with local community leaders and partners, sensitive to, knowledgeable on and integrates Filipino values, context and culture in holistic development work of WV in communities served. 4 Exemplifies Filipino leadership of WV in the Philippines to the local public for informed giving, prayer and involvement for the well-being of poor children, their families and communities in the country; creates and builds a shared vision, passion and commitment among and between local individual sponsors, donors and corporations towards being caring and giving Filipinos reaching out and partnering with the poor through WVDF; provides the Filipino face to the Filipino public. Ensures and leads the development and implementation of an effective Resource Development strategy to generate funds locally and internationally. Provides leadership, strategic direction and support for acquisition, retention and transformation of diverse set of donors, influencing and motivating them to get involved to support the ministry. Uses external presence and relationships to garner new opportunities to generate resources and scale up programs (e.g. Filipino diaspora). Leads in identifying and creating new opportunities, developing creative approaches and implementing excellent donor experience and optimization of all resources. Expands local revenue generating and fundraising activities to support existing program, operations and regional expansion making WVDF ministry relevant to the realities and emerging changes in the Philippine context. Ensures deepening and refinement of all aspects of communications from web presence to external relations with the goal of creating a stronger brand. Organizational Development and Culture: Ensure that the National Office functions in a contextualized, complementary, sensitive and cohesive manner where the core values, principles of interdependence and twin citizenship enhance the relevance of WV Philippines ministry and its distinct contribution to national development as well as guide the contribution it makes to the Partnership and the use of WV Partnership resources. Ensure the office actively participates in scheduled Peer Reviews and Capability Assessments and takes ownership for appropriate action planning and execution of recommendations. Ensure the development and implementation of plans for Leadership Development, Succession Planning and Organizational Capacity Building; ensures that initiatives directed to build local capacity required of an interdependent entity to implement local fundraising are defined in the Organizational Capacity Building Plan. Ensure synergy of organizational systems and processes based on the defined and approved organizational structure.

5 Lead and manage the office/team in a way that facilitates high performance culture, open trustworthy relationships and integrity; promotes a culture of learning and development, employee engagement, servant leadership and good stewardship of human capital in the office. Ensure implementation and compliance to Partnership Performance Management Standards and Principles with Performance Management guidelines that are appropriate to the context; champions the office/leadership team in the proper implementation of Performance Evaluations on an annual basis for the whole organization. Respect, value and promote gender, age, religious and ethnic diversity. Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and setting high standards of work and clear performance indicators and accountability to stakeholders. Visit Area Programs and can smell the dirt to empathize, encourage, build relationships and support WV programs at the community level. Financial Management and Financial and Operational Audit Compliance: Manages overall financial integrity of the programs to WV offices, sponsors and donors, the government and other partners and stakeholders. Ensures strong financial partnership compliance through timeliness and completeness of financial and operational reports. Ensures efficient and effective organizational practices that result in successful financial and operational audit ratings. Ensures compliance to local legal requirements and standards and represents WV office in courts, if required. Provides direction in integrating private and public funds to maximize results and respond to community needs in an efficient and effective way. Understands key financial, operational, security and technical information and applies such understanding in making accountable and credible decisions. Partnership:

6 Will take into account the twin citizenship role of the National Office: committed to the WV Covenant of Partnership and can represent WV to local and international audiences. Build strong rapport with Board members and the WVDF Leadership Team. Will be able to gain respect within and outside the WV Partnership; provides the Filipino flavor to the local context that local partners can identify and relate to while ably representing the Philippine context and ministry at the international level. Build long term cooperative relationships with key stakeholders including the executive level of NGOs, INGOs, donors, multilateral agencies, government departments and churches. Advocacy: Demonstrate the ability to engage and advocate with Philippine government leaders and legislators at the national and local levels on policy making and implementation of laws to address issues of poverty and childrens concerns in the country. Represent WVDF, engage and build strategic alliances with government agencies, WV Board, major donor agencies, WV Partnership, non-governmental agencies, churches and media. Ensure the development and implementation of appropriate advocacy strategies, engage key stakeholders and advocates for change to address key issues affecting the well-being of children within the Philippine context; ensure WVDF is positioned as a leading local NGO in promoting the well-being and rights of children within the country context to enhance public and stakeholders confidence and trust. Ensure that the WV brand is respected within the country and is consistently modeled in staff conduct and throughout office operations. Disaster Management / Disaster Risk Reduction: Lead the development and implementation of a Disaster Management and Disaster Risk Reduction national strategy. Develop and maintain capacity to respond to natural and man-made emergencies in partnership with local and international governments and other partners (including NGOs, INGOs, etc.). Collaborate with SAP RL and HEA Regional Director in determining the appropriate level of emergency response in the country; oversees relief efforts, as they arise, and work in partnership with HEA response teams.

7 Build in-country disaster risk reduction, emergency response and resource generation capacity (funds, people and equipment) to ensure adequate disaster risk reduction, mitigation, management and response. Provide surge capacity in emergency situations and augments existing security management structures as required. Micro Finance Institution (MFI) Oversight: Will serve as a member/chair of the local Community Economic Ventures (CEV) Inc. Board ensuring that this Funds micro-finance ministry is integrated with World Visions ministry to promote fullness of life for children and their communities. Will have excellent understanding of MFI management and operations. Actively position CEV to gain credibility with the Bangko Sentral ng Philippines (Central Bank of the Philippines) and the banking sector including lenders and MFI rating agencies. Ensure programmatic integration of CEV and Operations. KNOWLEDGE, SKILLS & ABILITIES: Minimum education: Bachelor degree. Master's in related field. - preferred At least 10 years of senior leadership including experience at the Country Director or higher leadership level of a large international NGO with ministries/services similar to WVDF e.g.: child sponsorship, rural and urban development, micro-enterprise. Candidate must be intimately familiar with the cultural and socio-economic realities of the Philippines; with extensive life/work experience in the country. Experience in the corporate world as CEO of a complex multi-national organization or an organization with an international focus. Being a leader as defined above of a complex organization, business or department with annual budget of $ 10M USD and staff over 200.

8 Must have demonstrated the ability to quickly grasp and perform well in a complex multi-cultural organizational environment with multiple stakeholders and clients. Successful track record in governance; including working with or serving as a member of a Board of Directors and proven ability to cultivate existing Board member relationships. Has strong marketing, public relations, and fund raising experience with ability to engage a wide range of stakeholders and cultures particularly in Philippine context. Proven track record in building high performing teams, fully developing staff capacity and evidence of successful mentoring/leadership development relationships. Has effective approach to human relations (i.e. knows how to listen, engage in confrontation, etc.) Senior Development Practitioner with sufficient experience in management and field experience. Grant management and resource development experience. Preferred Skills & Experience: General Management Social Development / Humanitarian Sector Communication Marketing Finance Human Resources Grants Acquisition and Resource Development Work Environment/Travel: The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
