Existing Global Labour Standards are not fit for purpose for labour providers They are geared to direct employment and fixed sites Do not account for the nature of labour provision: Tripartite relationship Irregular employment Labour sourcing and supply chains Recruitment law Existing recruitment body Codes of Conducts are not underpinned by global standards or a social compliance verification methodology 4

5 A pioneering global social compliance certification scheme aligned to global labour standards which covers all the sourcing and supply activities of labour recruiters and providers operating within or across borders Clearview is not sector specific and focuses on the conditions faced by unskilled / base skilled workers in their recruitment and supply by labour providers to work in global supply chains

8 Clearview is built around carefully developed and tested Technical Standards Three sections covering all elements of labour provision: 1. Business Structure and Systems 2. Labour Sourcing 3. Labour Management and Supply For labour recruiters, Sections 1 and 2 only apply 30 Technical Standards and 161 Audit Control Points The Technical Standards & Control Points are mapped to: UN Guiding Principles on Business and Human Rights, The Global Social Compliance Code, IOM International Recruitment Integrity System (IRIS), IHRB Rights Dhaka and Employer Pays Principles, ETI Base Code, Gangmasters Licensing Standards, World Employment Confederation Code of Conduct 8

9 Clearview Certification Key Features A management systems certification process which places significant emphasis on worker voice, access to remedy and proactive forced labour prevention and indicators assessment; The scheme endeavours to work for and add value to all stakeholders in the labour supply chain workers, labour providers, user enterprises, brands and retailers; Provides certification that not only goes beyond measurement of base level compliance, but also drives behavioural change and continuous improvement in labour provision, which in turn delivers competitive advantage; Clearview seeks to enable brands and retailers to develop responsible recruitment corridors in countries and sectors where these do not exist at present. 9

10 Clearview Approved Certification Bodies Clearview Certification audits are conducted by Scheme approved social compliance audit bodies Auditors must meet qualification and experience criteria as defined in Clearview General Regulations Auditors undergo a 4 day training programme and must pass competency test The Auditor Compliance and Integrity Programme is a central part of the Audit Body Operating Protocol defined in the Scheme General Regulations 10
