Policy Memorandum 15-09, Headquarters, United States Army, Pacific (HQ USARPAC), subject: Hours of Duty, Work Schedules and Compensation dated 5 November Purpose: This memorandum provides internal supplemental guidance unique to USARJ on establishing hours of duty, work schedules, and managing overtime for Department of the Army Civilian employees unique to Camp Zama, Japan. 3. Applicability and Issuance: This policy applies to Department of Army Civilians in all subordinate commands, assigned units, organizations, staff elements, and other activities assigned or attached to Headquarters USARJ. 4. This policy supersedes USARJ Supplement 2 to AR dated 28 Mar 2003 and will remain in effect until suspended, revoked, or superseded. The HQ USARPAC policy at referenced remains the implementing guidance for portions not addressed by this policy.

3 Enclosure 1 - US Army Japan Policy on Hours of Duty, Work Schedules and Compensation 1. Delegation. HQ USARJ Staff Directors are delegated authority to approve overtime and compensatory time less than 17 hours within a pay period. This authority may be further delegated to Deputy Directors. The Chief of Staff or Deputy Commander approves anything 17 hours or more within a pay period. This authority may not be further delegated. Supervisors of employees are delegated authority to approve work schedule changes and requests for alternate work schedules (AWS). 2. USE OF COMPENSATORY TIME BEFORE ANNUAL LEAVE AND PAYMENT OF UNUSED COMPENSATORY TIME. Requests for compensatory or overtime must be submitted and approved in the Automated Time Attendance and Production System (ATAAPS). In accordance with reference 1d, supervisors will encourage employees to use earned compensatory time within 13 pay periods and before use of annual leave. Employees must use accrued compensatory time off by the end of the 25th pay period after the pay period during which it was earned. Compensatory time is paid out to employees at the rate in effect at the time the work was performed if they cannot be permitted to take compensatory time off within the prescribed period or before separation, transfer or reassignment outside of HQ USARJ. All supervisors must regularly check AT AAPS to find out compensatory time balances of all their employees to ensure all compensatory time earned is used within the set time limits. 3. LEAVE CARRY OVER AND PROJECTED ANNUAL LEAVE PLAN. Staff Directors are delegated authority to approve restoration of annual leave. No later than 31 January of the new calendar year, Staff Directors should develop and publish a projected annual leave plan to ensure reasonable vacation time for each employee in their Directorate, and to prevent leave forfeiture and adverse impact to mission accomplishment. Denial of a request to use annual leave should be based on an inability to accomplish the mission. 4. ALTERNATIVE WORK SCHEDULES (AWS). There are two types of AWS: (1) Flexible Work Schedule and (2) Compressed Work Schedule. Supervisors may authorize AWS to accommodate mission requirements or personal needs of employees. This may include participation in Family Time or a civilian fitness program on personal time. HQ USARJ mission requirements and supporting work situations are the overriding priorities when establishing AWS. Requests to change work schedules to AWS must be requested by having the employee complete the AWS Form at Enclosure 2, submitted to the supervisor, and routed to GB Time and Attendance Office. This form is accessible on the GB SharePoint under shared documents (listed under AT AAPS Time and Attendance). Documents/Forms/Allltems.aspx

4 It is effective the next full pay period. Alternate work schedule tours of duty may start no earlier than 0600 and end no later than 1800 for employees. In accordance with this policy, managers and supervisors will ensure time and attendance is recorded correctly and employees are compensated for time worked. Worked hours, leave and premium time requests are captured in ATAAPS. Therefore, employees desiring to change from regular work schedules to AWS must obtain approval from their Director and turn in the approved request to G8 for a change in AT AAPS. 2
