Organisational Background: Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity. Country and Project Background: In addition to our malaria control work our five core programmes in South Sudan are; the provision of community level treatment for childhood diseases for diarrhoea, pneumonia and malaria through integrated Community Case Management (iccm); nutrition for under fives including emergency nutrition and SMART surveys; Health Systems Strengthening including HMIS and IECHC training at County Health Department level; LLIN continuous distribution pilot study and the recently concluded operational research and support for mass drug administration on Neglected Tropical Diseases. We also work with the MoH on policy and guideline development. We have an office in Juba and a large sub office in Aweil, Northern Bar el Ghazal. Additional project officer closed earlier this year in Upper Nile and Unity States. We have additional programs in Central Equatoria that are run out from the Juba office with frequent travel to Yei. Currently the South Sudan office runs nine grants with approximately 100 staff and has a projected income of 2m for the 2011/12 financial year. Job Purpose: The role of the Programme Coordinator is to oversee the management of MC grants for ICCM, nutrition and HMIS. Programmes. He/She works closely with all departments (Programmes, Finance, Logistics, HR & Admin) to ensure that implementation, reporting and financial expenditure, are in line with the programme proposals. He/she might be involved in rapid needs assessments and in the development of project concept notes and proposals. Last updated 02/10/ of 5

2 Key Accountabilities: General To coordinate with the project partners and relevant local authorities and other sector actors working locally as necessary To assist in rapid needs assessments as required To draw up plans, proposals and budgets for new projects in conjunction with the relevant staff To assist in the recruitment/induction of national staff for the field site Programme and Budget Management Develop and implement work plans, ensuring that different donor grants are integrated into an overall consolidated programme work plan. Design and manage multiple budgets and co funded projects. With MC s technical team, design programme materials including training guidelines, job aids and monitoring tools. Ensure reporting in line with the relevant donor contracts and compliance requirements Ensure monitoring systems are in place and that project reviews/audits are carried out periodically in conjunction with the team, country manager, local stakeholders and project partners. Monitor the evolving humanitarian situation in the project region and consider strategic and immediate responses to it. Travel to the field as dictated by the need of the project. Ensure all relevant authorities and stakeholders are included in the planning and implementation of projects as appropriate. Maintain a good and proactive collaboration with the local authorities and partners. Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, programs and financial staff. Proactively contribute to programme development and strategy. Coordinate technical support with Technical Coordinator. Remain in touch with current funding opportunities for iccm/ nutrition through liaising with other INGOs, government ministries, health and nutrition clusters, donors and UN agencies. Logistics/Finance/Administration Ensure familiarity with donor compliance issues, ensuring all projects are compliant with these and Malaria Consortium procedures Ensure regular communications are maintained between the different department and act as a mediator when necessary. Responsible for the preparation of projected programme expenditures in Juba each month Responsible for accurate budget control and overall responsibility for financial management of programme grants in line with project proposals. 3 Monitor expenditure and budget compliance on a regular basis, report any concerns to the Country Director and develop plans to mitigate any under or over expenditure at grant level. Closely monitor budget spending and burn rates. Work closely with the financial team to ensure timely financial reporting and assistance at audits. Work closely with the logistics team to ensure that all items required for the programme are procured in a timely manner and in line with donor requirement. Human Resource Management Where relevant, contribute to recruitment and selection of national staff Technical management of field staff on programmatic issues Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed Representation Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties Participate on a regular basis to all relevant meetings and be collaborative and build a trong relationship with all health partners in the area. When relevant and with the Country Director approval, represent Malaria Consortium to donors authorities, NGOs and other parties as necessary. Ensure all relevant parties are kept informed of Malaria Consortium activities as appropriate (e.g. donors, health authorities etc.) Ensure a good level of accountability through the program implementation, staff management and representation. Other Provide cover for other posts when needed and carry out any other responsibilities as requested by the Country Director. All Malaria Consortium employees are expected to be familiar with Malaria Consortium s security policies and procedures and to take an active role in ensuring their effective implementation. 4 PERSON SPECIFICATION Qualifications and Experience: Essential: Relevant post graduate degree, ideally Masters in Public Health; At least 3 years experience working in project management of public health programmes, ideally in a developing country; At least 1 years experience of managing budgets of over 1 million GBP; Previous experience working in a developing country preferably humanitarian context; Experience in proposal development and reporting; Significant experience in budget holding duties; Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines; Ability to work under stressful conditions and to remain flexible and calm under pressure Experience of proactively identifying and addressing issues; Experience of establishing strong working relationships with colleagues from different functions and cultures; Experience and understanding of logistics systems; Excellent experience in using Microsoft Office, particularly Excel. Desirable: Experience in using and training in DHIS software. Experience in working in Republic of Sudan / South Sudan. Nutrition experiences an advantage. Understanding of community health models ( example ICCM). Experience on managing Global Fund grants.
