2 INTRODUCTION to NAFWerX NAFWerX has been developed as tool for use by all Air Force Nonappropriated Fund Instrumentalities (NAFI). This system will allow procurement of supplies and services under AFNAFPO s Commanders Smart Buy Program, i.e. the Essential Product Program (EPP) and Nonappropriated Fund Purchasing Agreements (NPA). The NAFWerX Global Marketplace is an on-line automation to the current AFNAFPO Commander s Smart Buy Program using software. The intent is to replace antiquated hard copy catalogs with on-line catalogs that present the contracted items and prices for easy purchase. AFMAN and AFI are still applicable when using the NAFWerX application. If the NAFI can procure their requirement through NAFWerX, the Internet Based Purchasing System (IBPS), need not be utilized. Only goods and services for centrally awarded agreements (EPP/NPA), and only those vendors who have chosen to participate in NAFWerX will be available within the NAFWerX application. NAFWerX allows as NAFI to purchase those good and services available by participating vendors. Users create shopping carts, which will follow a specific workflow process. A basic workflow process involves: Approving Official, Funds Custodian, NAF Buyer and Contracting Officer for award. Following is more detail about these two types of processes. 1. The most streamlined method is when the NAFI s requirement falls within their GPC card purchasing authority. o Members may log into NAFWerX, shop, and checkout o At checkout the member validates Ship To and Bill To addresses Accounting Codes Delivery Date GPC information (encrypted to maintain security) o The award is electronically transmitted to the vendor for fulfilling the order 2. The second process is when the NAFI has shopped but the total requirement is higher than their GPC purchasing authority or Service Contract Labor Standards (formerly SCA), Construction Wage Requirements (formerly DBA) and Capital Expenditures are applicable. After filling their shopping cart, they can select the indicator that the requirement requires additional reviews. When this occurs the cart will move into a workflow process allowing an Approving Official, Funds Certifier, Buyer and Contracting Officer to finalize the award. Catalog Shopping Methods - Three types of catalogs are available in NAFWerX. Each catalog will contain the negotiated terms and conditions of the agreements. - Punchout Suppliers Link to go to a supplier s site to shop - Hosted Suppliers Electronic form of a suppliers printed catalog - Air Force Managed Contracts similar to a hosted catalog, except the data provided for the items are maintained by the AFNAFPO Buying teams We ve attempted to compartmentalize each area in the workflow process. Go to your respective area within the manual for specifics

5 Approving/Managing Users and Assigning Roles NOTE: NAFWerX is not CAC enabled. Each user is required to create a username and password during the registration process. Base Administrators in conjunction with the user s Supervisor must determine what permissions each user will be provided. Other user-specific information, such as ship-to addresses, custom field values, specific role(s), activity access to mention a few. Click on the Notifications link. Approving New Users Locate pending user(s) request(s) under the Administration and Integration section. Select user name, do not select the APPROVE button. Guidance provided below

6 There are a number of user account selections displayed under the left side bar navigation menu. We are only covering those areas that the Base Administrator will complete. We recommend you do NOT make changes to any other area not defined below. User Profile Select User name, Phone and tab, edit as necessary and SAVE Select Language, Time Zone and Display Settings. Recommend you complete the fields as depicted in the screen shot below and SAVE. Individual users have the ability to update this as well. Only add a Time Zone if the user is located in a different one then what is loaded for the base

7 Default User Settings Select Default User Settings then Custom Field and Accounting Code Defaults. The screen refreshes to Header (ext.) tab where the user can enter their Contact DSN Number once the account is activated - Select the Codes Tab The Codes tab requires an administrator to establish all of the accounting data the user will have access to, also known as the user s short list. Note: the same steps will be followed for each of the Custom Fields. Starting with MAJCOM the select the Edit button - 4 -

8 Select the Create New Value button and the following screen will appear. Place a check mark in the box beside the appropriate MAJCOM, click the Add Values button at the bottom of the screen

9 Select the Value Description which appears in the box below and the screen will refresh. The value selected earlier is now populated in the Edit Existing Value box. Place a check mark to set it as the Default for the user and Save

10 If successfully saved, the value is displayed under the Custom Field Name. Select the Close button to return to the main Codes tab. Prior to completing the remaining Custom Fields, read the next two pages, then repeat the process for BASE ACTIVITY CODE, FUNDCODE, PGMCODE, COST CENTER and GLAC by selecting the Edit button. The screens act similar to those depicted for incorporating the MAJCOM code with minor differences. NOTE: If multiple Values are needed for an individual s account in any of the remaining Custom Fields, each value must be selected and brought up to the Value Description box. Make sure you select a default value for each custom field

11 Select Create New Value button. The following screen will display. DO NOT USE THE NEW VALUE AREA. Under the Search For Value area, the Value field, enter the users Base Activity Code and select the Search button. NOTE: Recommend you enter the entire code prior to searching You can enter the first three digits of the Base Activity code. When you do so you will receive a list of all activities that begin with those numbers but you ll need to change the Results Per Page field to a larger number using the drop down. DO NOT USE THIS AREA - 8 -

12 The following screen is displayed. Select the appropriate code by inserting a check mark in the box next to the value and select Add Values. The following screen is displayed. Select your activity description. Allow the screen to refresh then place a check mark in the default box, select Save then Close

14 DEFAULT ADDRESSES Select Default Addresses and then Select Addresses for Profile. Select the Search button. A list of available addresses are displayed. Radio select the users default address. Repeat this step if the user will need access to multiple Ship To addresses. Only one address can be marked as the default, but it can be changed by the user at any time

15 Check the Default box and Save. The screen will display as depicted below. Repeat the process as necessary for additional Ship To addresses by using the Select Addresses for Profile button. Next, select the Bill To tab and repeat the process To update or create any addresses, contact the NAFWerX System Administrators

16 USER ROLES AND ACCESS Under User Roles and Access, select Assigned Roles. NOTE: A user may have multiple roles. It is incumbent upon each user to know what action they are using throughout the shopping process (Separation of Duties). Roles in the workflow approval process require the establishment of a supporting Rule. A Rule authorizes a user to perform duties of the assigned Role. Rules can only be established by the AFNAFPO NAFWerX System Administrator upon notification from the Base/Installation Manager. Requisitioner defaults (Default Role) - Allows requisitioner to see requisitions and orders. Allows receiving of awards for their Activity Add Activity Visibility - Allows user to see all documents for the Activity on their user profile Add Installation Visibility - Allows user to see all documents for the Installation on their user profile Approving Official - can approve requisitions. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule Base/Installation Manager - manages user s profiles for the Installation. They can also create and manage their own Shared Folders Buyer - can prepare awards for the Contracting Officer s review/release. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule Funds Certifier - can certify the funds on requisitions. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the base rule Contracting Officer - can release awards. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule Unlock Cost Center - allows user to select Cost Centers outside the short list assigned to them by the Base/Installation Manager. Determine if you want to allow the Approving Official and Funds Certifier to edit the information on the requisition. 17 All users are assigned as Requisitioner at their respective base under the Automatic Installation Role. Select user Roles and Access - Select Assigned Roles - Place cursor in the Select installation Role box and select the applicable Role(s) - Select the right arrow - Save If a role is moved over in error, highlight it and then click the left arrow to move it back. If the user requires access to additional activities or installations select the ACCESS button. Use the drop down under the Activity Assignments box - Add Activity as needed - SAVE - Repeat as needed to add multiple installations

REMEMBER if the user was provided one of the following roles Approving Official Funds Certifier Buyer Contracting Officer You must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule

19 Managing User Accounts To locate an existing user, select, then Manage Users and Search For Users. Use any of the above search fields that best meets your requirement to locate the user. After entering data in one of the fields select Search. To update any of the user s roles follow the screen shots defined above under Approving/Managing Users and Assigning Roles. If you need additional assistance contact the NAFWerX System Administrators

20 If a user no longer requires access, locate their account, expand Administrative Task and select Inactivate User. User accounts will remain in application forever. NOTE: If this user contained a role of Approving Official, Funds Certifier, Buyer or Contracting Officer, contact the NAFWerX System Administrator to remove the deactivated users name from the Rule area

21 Maintaining Personal User Accounts

22 LOGIN SCREEN NAFWerX is not CAC enabled 1 ACCESS SCREEN Use the following URL to log directly into the application 1. Existing User - Enter your User Name and Password and then select the Sign In button. 2. New User - Select the Create Account button and complete the Create NAFWerX Account screen depicted below. Once all fields have been completed, select the Submit button. The request will be reviewed by the local NAF Administrator for approval/rejection. You will receive an notification regarding approval status

23 Requesting Access Password length will be a minimum of 15 characters After submitting your request, you will receive the following message Utilizing the Security Question will assist you if you are locked out of the application If your role is that of a Requisitioner ONLY, once your account is approve by your Base Administrator, your account is fully operational and you may begin to use it. All others accounts will require additional data entries by the NAFWerX Systems Administrator(s) You will be notified when the account is fully operational

24 MANAGING MY ACCOUNT DATA To update your account information - Select the dropdown menu next to your user name in the banner area and select View My Profile Under User Profile and Preferences, validate/update the data contained in each subcategory. NOTE: For the Time Zone only enter data if you are located in a different Time Zone then the installation (base) you are assigned to

25 Next, expand Default User Settings and select Custom field and Accounting Code Defaults. The screen will open as shown below. The only editable fields are P-Card Contact and Contact DSN Number. P-Card Contact: Use this only if you have been issued a Government P-Card. Select the Edit button beside the P-Card Contact field (see above) Select Create New Value button (see below) In the New Value box o Enter your name and COMMERCIAL phone number in the Value section o Enter a description (i.e., Contact for P-Card Information) in the Description section o Check the box next to Default o Select Save, then select Close

26 To enter a Default Contact DSN Number Select the Edit button beside the Contact DSN Number field Select Create New Value button (see below) In the New Value box o Enter your DSN number in the Value section o Enter the words DSN Number in the Description section o Check the box next to Default o Select Save, then select Close

27 In order to update your default accounting codes - Select the Codes Tab o If you have been authorized access to multiple codes within each custom field Select the applicable Edit button - The Value Description displayed in bold lettering is the current default. o To change the default value, select the desired value from the available list, which was established by your Base Manager. o Mark the box next to the Default value, select Save then Close. The new default is now set If additional codes (that are not displayed) are required, contact your Base Manager

28 To update your available GLAC listing. - Select Create New Value button. o Enter the first three numbers of the GLAC you are searching for and select Search. The screen refreshes and displays the search results. - Select the applicable GLACs - Select the Add Values button - Select the Close button Default Addresses Refer to above section entitled Default Addresses for guidance (Ship To and Bill To)

30 SHOPPING HOME SCREEN Select the HOME button - Punchout Suppliers Web sites are maintained by the contracted vendor with a link within NAFWerX and are only accessible to NAF users having access to NAFWerX - Hosted Suppliers this implies the user will be shopping within NAFWerX - Air Force Managed Contracts those suppliers who have a limited number of items on their pricelist will be managed by AFNAFPO. Example: EPP items

31 NAFWerX Workflow Processes Shopping If you know the supplier you want to purchase from, select the applicable catalog icon, or enter an item in the search box and those suppliers who provide the item are displayed. The only exception would be the Punchout Vendors to be discussed later. - Enter the quantity and then click the Add to Cart button. o As items are added to the cart, a running total will be reflected in the top banner cart icon area. If items are selected from multiple suppliers, the cart can be turned into separate awards for each supplier. o In the following example, we are using a Hosted Suppliers and an Air Force Managed Contracts Do not mix PCard suppliers with non-pcard suppliers as all line items will forced through additional workflow approval process requiring an Approval Official, Funds Certification, Buyer/Contracting Officer. Once all items have been selected, - Select the Cart icon located in the upper right hand corner o You may View My Cart or o Continue to Checkout

32 If you use the Checkout option, the following screen appears Select Required Delivery Date (mandatory field) and complete as shown below Update the other available options, as needed, and Save

33 Select each of the following options (Shipping, Billing, Account Codes and Final Review). Each one will take you to the corresponding tab. Validate, complete and update accordingly. Note that on the BILLING tab, a valid P-Card holder MUST enter their Credit Card and Billing Option information using the Edit button(s). If you do not hold a credit card, you have the option to assign your cart to a PCard holder (this process is discussed later) after final review. Failure to enter the data will force the requisition into the additional workflow process discussed in the next section After selecting Final Review, name the shopping cart by selecting the Edit button. Enter DSN Number - Answer the question, Does requisition require further approval. Is the total requisition amount over $5,000 Is the requisition a Capital Requirement Is it a service requirement over $2,500 Is it a construction requirement over $2,

34 Select from all values option. Based on your decision, use the dropdown menu to make the appropriate selection (Yes or No) and Save. If you selected NO, proceed to the next page If you selected YES, proceed to page 34 Selecting NO indicates the requisition does not require additional approval. Read options a and b below to determine which button to select to complete the cart. a. SHOPPING WHERE LOGGED IN USER HAS A P-CARD. Ensure you ve completed the billing area and entered your credit card information. Select button on the top right of the screen and your process is now complete. Your requisition has been converted into an award and transmitted to the supplier for fulfilment. No further action required within NAFWerX. To view status select the PR Approvals tab

35 b. SHOPPING WHERE LOGGED IN USER DOES NOT HAVE A PCARD, ASSIGN TO ANOTHER USER WITH PCARD Select. Screen will refresh. - Select the Search for an assignee link and a search screen will appear - Enter the user s first or last name and select the search button. Screen will refresh and user s matching the data you entered will display - Locate the correct user and then [select] located to the far right of the user s information - Screen will refresh, enter a note in the Note To Assignee area and then select Assign - Cart is now assigned to the selected user for completion - The assigned user is required to log in and can locate the requisition under Action Items - Select Proceed to Checkout and enter the credit card information in the Billing section Select the the workflow process. button on the top right of the screen. Your requisition is now active in

37 Shopping with a Punchout Supplier A Punchout catalog is a web site maintained by the contracted vendor via a link within NAFWerX. The user leaves or punches out of the NAFWerX application and goes to the supplier s web based catalog for exclusive use by NAFI s to locate and add items to their shopping cart. The NAFWerX application transparently maintains connection with the web site. When using a Punchout Supplier - Select the desired Punchout Supplier Tile to initiate your search o Using the General search feature will not display items from the Punchout supplier Within the parameters of each individual supplier s web site, select your items Follow the individual supplier s instructions to return your cart to the NAFWerX application Your cart is no longer editable

38 You re now back in the NAFWerX application and Cart is displayed Proceed to Checkout Follow the guidance contained in this guide to complete your requisition Contact the local Base NAFWerX Manager if you have any issues

39 RECEIVING Any purchase utilizing the workflow approval process must be received in NAFWerX. Once your supplier has delivered the goods/services you are ready to initiate the receiving process. - Locate the order - Select Orders and Documents o Select Document Search Select Search Documents From the drop down, select Orders and select Go Order number is displayed in the first column, select the desired order Under available actions, select CREATE QUANTITY RECEIPT and select Go

40 Partial Receipts - if there are line item(s) NOT being received select REMOVE LINE or to select multiple line items place a check mark in the associated line item(s) and select Go. Confirm data on the screen, update the quantity received as necessary, and select COMPLETE Select the Receipt No. (number) to print your receiving report if needed

42 Approving Official can approve requisitions. If this role is added to the profile when the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule. Once a cart has been submitted to approval workflow you will receive an automated NAFWerX . Access the cart/requisition by selecting Action Items located on the top banner. Select the requisition needing your approval. Verify all data on the screen by using the scroll bar on the right Using the drop down Available Actions you can: - Add Comment internal only - Assign to myself to edit any field on the requisition you must assign to yourself - Complete this workflow step select this option if no changes are required your name is date stamped in history and moves it to the next workflow step for certification - Copy to New Cart self explanatory After you ve made your selection, Select Go

43 If you select the Assign to Myself button, additional options are available - Complete this workflow step & Show Next use this step to approve the current requisition and move on to the next requisition awaiting approval. Your name is date stamped in history and moves it to the next workflow step for certification - Complete this workflow step Select this option if no changes are required your name is date stamped in history and moves it to the next workflow step for certification - Return to Shared Folder If you are not going to approve the requisition use this option - Return to Requisitioner If a correction is required (e.g. Accounting codes, quantity) - Forward to Requisition can be forwarded to the member indicated (Do not forward to the Requisitioner). This does not complete any workflow step. At some point it must be approved to complete the workflow step - Add Comment internal note only - Copy to New Cart allows a user to copy (duplicate) the data from the existing cart to a new one - Reject Requisition - Taken out of the workflow process and no longer usable At this point the requisition is in the Pending status. 46 Funds Certifier - can certify the funds on requisitions. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule. Once a cart has been approved, the funds certifier will receive an automated NAFWerX . Access the cart/requisition by selecting Action Items located on the top banner. Select the requisition needing funds certification. This process will be followed for a Buyer and NAF CO to locate and move the requisition through the workflow process. Using the scroll bar on the right, verify all data on the screen Using the drop down Available Actions you can: Add Comment internal only Assign to myself to edit any field on the requisition you must assign to yourself Complete this workflow step select this option if no changes are required your name is date stamped in history and moves it to the next workflow step for certification Copy to New Cart self explanatory After you ve made your selection, select Go

Use of this option is only recommended at base level if there is no assigned Buyer/Contracting Officer. At the Services Activity the Fund Certifier should select this option. 50 Buyer can prepare awards for the Contracting Officer s review/release. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule. See above process for Fund Certifier to access (locate) a requisition. Confirm terms and conditions of the requisition and proceed to the Available Action dropdown box to complete the workflow step. Under the general section of the Requisition Tab the NAF Buyer has the ability to submit the requisition to AFNAFPO by selecting the edit button and checking the Send to AFNAFPO DISTRO BOX. Forward to AFNAFPO as needed, following NAF contracting rules, IAW AFMAN and AFI By sending the requisition to AFNAFPO, the workflow process is updated to reflect an additional process

52 Contracting Officer - can release awards. If this role is added to the profile once the account is activated the Base/Installation Manager must contact the NAFWerX System Administrator team located at AFNAFPO to add the individual s name to the bases rule. Workflow for a requisition completed at base level Open the Summary Tab located on the Requisition Tab and validate all information. In order to edit any field, you must assign the requisition to yourself. If the items on the requisition will be shipped through a port, under the Shipping section, select the edit button beside Delivery Options and place a check mark beside the Port Shipping Instructions Required. Select Save. As the Base NAF Contracting Officer you must determine if this is within your warrant authority or forward the requisition to AFNAFPO for award. 1. If it is within your warrant authority, proceed to item 3 below. 2. If the purchase is not within your warrant authority use the steps below then proceed to item 3 below. Under the general section of the Requisition Tab the NAF CO has the ability to submit the requisition to AFNAFPO by selecting the edit button and checking the Send to AFNAFPO DISTRO BOX. Send to AFNAFPO as needed, following NAF contracting rules, IAW AFMAN and AFI

53 3. Locate the Available Action drop down list and select Complete this Workflow Step and select Go. This will do one of two things: If Item 1 is selected above it will complete your order unless Port Shipping Instructions was selected (if items require Port Shipping Instructions, refer to the Port Shipping Instructions of this manual) If Item 2 is selected above it will send the requisition to the AFNAFPO Distro Box shown below

55 The AFNAFPO Division/Branch Chiefs will receive an automated NAFWerX . Access the cart/requisition by selecting Action Items located on the top banner. Locate and open the requisition and determine whether or not it falls within your branch for award. Once the determination has been made, select Back to Approvals to close the requisition and return to the listing screen. Select the Assign button next to the requisition you re working on. Place a check mark beside the requisition you want to forward then select Forward in the drop down and then select Go. Enter the user s first or last name and select the search button. Screen will refresh and user s matching the data you entered will display. Locate the correct user and then [select] located to the far right of the user s information. 60 DOCUMENT SEARCH Document Search allows users to locate and manage documents. Users can search for purchase requisitions and orders. Requisitioners can review the details of requisitions and placed orders. Simple Search searches for documents based on document type, search terms and date range. Document Type In the document type drop-down, you select the type of document you are searching for. You can search for a specific type or you can search for ALL documents Search Terms In the search box, you enter the term that you are searching for Date Range In the date drop-down box you select the relative date-range for the query. You can choose by number of days, calendar span, fiscal year, all dates, or you can create a custom date range ADVANCED DOCUMENT SEARCH Advanced Search offers users the option to enter very specific, detailed search criteria, creating a narrower results set.
