1 ORGANIZATIONAL INFORMATION: The Lottery is an independent, self-supporting and revenue-raising agency of the State of North Carolina, in operation since 2006 and governed by Chapter 18C of the North Carolina General Statutes. All revenues generated are intended to be used for education as dictated by the N.C. General Assembly. Since its inception, the North Carolina Education Lottery (NCEL) has raised more than $5 billion to the State of North Carolina for valuable programs and causes. NCEL is the only Lottery in the country to increase revenues every year since inception. The Lottery partners with nearly 7,000 retailers who sell tickets; and the revenue they earn from the sale of Lottery products works to keep their profits and workforces stable. Today, sales now average $5.4 million a day. Players win on average $3.4 million a day. The Lottery raises about $1.4 million a day for education. The purposes of the North Carolina Education Lottery are to: (1) operate and manage the Lottery in an entrepreneurial and business-like manner; (2) provide continued and increased revenue to the people of the state by being responsive to market forces and acting generally as a Lottery engaged in entrepreneurial pursuits; and (3) ensure that the Lottery continues to operate with integrity and for the public good. During its first decade years, the Lottery has grown into a $2 billion a year sales organization. The Lottery began with a small set of instant games, the jackpot game of Powerball, and three North Carolina draw games. This year, the portfolio of games will include 48 instant games, two multi-state jackpot games of Powerball, Keno and Mega Millions, a regional draw game Lucky for Life, and four North Carolina draw games. The money raised for education is making a difference in every county, helping to keep teachers teaching, helping counties build and repair schools, helping North Carolinians cover the costs of college, and helping four-year-olds get a stronger start in school. Other highlights include: Recording highest annual sales ever in fiscal year 2016, more than $2 billion Setting a new record in fiscal year 2016 for money raised for education, $521 million Receiving clean reviews in independent financial audits for eight years in a row Becoming a leader in the U.S. Lottery industry in the area of responsible play. Reporting to the nine member N.C. Lottery Commission, the Executive Director, who is the second Executive Director in the Lottery s history, oversees 257 full time employees with an operational budget of $65 million. Lottery Commission, the Executive Director oversees the operation and management of the business and affairs of the Lottery. He/she provides leadership and guidance in developing, communicating and implementing the Lottery s strategic plan and revenue-raising mission. Additionally the Executive Director: Ensures that the Lottery continues to operate with integrity and for the public good, maximizing net Lottery revenue while directing efforts to promote the responsible play of Lottery games. Responsible for fiscal management, program management, operational/administrative management, sales, marketing, game development and strategic planning. 1

2 SCOPE OF RESPONSIBILITY: Reporting to the nine member N.C. Lottery Commission, the Executive Director oversees 257 full time employees with nine (9) direct reports: Deputy Executive Director of Sales; Deputy Executive Director of Brand Management and Communications; Deputy Executive Director of Finance, Administration and Security; Deputy Executive Director of MIS/ Gaming Systems; General Counsel; Director of Internal Audit; Director of Human Resources; Director of Government Affairs; and an Executive Assistant. DUTIES AND RESPONSIBILITIES: Strategic Oversight and Planning: With the mission of providing continuing and increasing revenue to the people of the State of North Carolina, the primary responsibility of the Executive Director is to oversee, implement, and lead all aspects of the Lottery s programs, policies, and procedures as it relates to administration, statutory compliance, revenue, sales, marketing, game development, retailers and non-profit organizations and other functions. Responsibilities include: Creating an effective process for long-range/strategic planning. In conjunction with the N.C. Lottery Commission and the leadership team, the Executive Director reviews, updates and measures progress towards long range and near term goals and objectives. Establishing and directing the Lottery s operating agenda; and guiding departmental activities toward attainment of strategic goals and objectives including financial compliance, regulation, business organizational development, long and short-range planning. Commission Relations: The Executive Director reports to, and supports, the N.C. Lottery Commission in performing its oversight role, including assistance in establishing Commission and committee agendas and informing the N.C. Lottery Commission of organizational issues and industry trends. Key responsibilities include: Providing adequate information to enable the Commission to have informed discussions, raise issues and make responsible decisions. Keeping Commission members informed of and involved in all aspects of the organization through a variety of formal and informal meetings with individuals, committees, and full board meetings scheduled on a regular basis; plus other meetings or written correspondence as required. Management Responsibilities: The Executive Director directs the administration and management of the organization, ensuring effective coordination among departments. In addition the Executive Director: Leads, manages, evaluates and develops executive staff members ensuring corporate objectives are met or exceeded and organizational potential is maximized. Facilitates accomplishing the agency s mission, goals and objectives, effective program operations, innovations, management improvements and professional development. 2

3 Marketing & Sales: The Executive Director directs the business development efforts including sales, marketing and online revenue generation Additionally the Executive Director will: Create innovative partnerships with businesses or other institutions in order to contribute to the agency s resources. Ensure that the Lottery s sales methods and practices are operated with integrity. Examine the effectiveness of various aspects of the on-line gaming system; ensuring that corporate activities conform to policies and procedures of the regulatory agency and that the Lottery s management and staff are aware of and adhere to all Ethics Commission pronouncements and guidelines. Financial Management: The Executive Director oversees the adequacy and soundness of the organization s financial structure and performance which includes overseeing the budget and the audit process. They evaluate, negotiate, finalize and execute a variety of legal documents and/or contracts. Programmatic Responsibilities: The Executive Director monitors changes in products and technology, changes in state and federal legislation and regulations, and current business practices and strategies. External Relationships: Serving as the N.C. Lottery Commission s primary advocate and liaison with the community and other external constituencies, the Executive Director represents the Lottery before local officials, legislative committees, corporate executives, nonprofit organizations, community leaders, the general public and in a variety of public forums including media presentations, individuals/groups, service clubs and professional organizations. Additionally they: Position and enhance the Lottery as an industry leader in North Carolina and nationwide. Lead and participate in legislative advocacy for the organization developing and maintaining positive relationships with policymakers including the N.C. Lottery Commission, Governor s office, legislative leadership and legislative oversight committees; keeping stakeholders apprised of Lottery issues and Lottery messages. Seek and respond to public relations opportunities building public awareness and implementing public relations programs designed to enhance the corporate image. Ensure that the Lottery s message is communicated to the media and the general public through various methods such as press releases, the Lottery website, billboards and point- of-sale materials displayed at retailer locations. 3

4 Corporate Responsibility: The North Carolina Education Lottery has a steadfast and strong commitment to corporate social responsibility. Their programs are focused on four main areas: responsible gambling; inclusion (supplier diversity), green initiatives and charitable community activities. Additional responsibilities include: Ensures that the Lottery is operated for the public good. The Executive Director oversees the organization s marketing approach, ensuring the Play Responsibly message is communicated widely and effectively. Maintains cooperative relationships with the directors of problem gambling treatment and prevention services, and other state policymakers including legislators concerned with this issue Professional Development: The Executive Director keeps abreast of Lottery industry and general gaming trends and developments, by maintaining cooperative relationships with the chief executives of other state lotteries, attending and participating in industry conferences, and monitoring news reports. KNOWLEDGE, SKILLS AND EXPERIENCE: Personal Qualifications: A demonstrated strategic and energetic leader with an innovative spirit, the Executive Director should be a proven administrator with the ability to motivate, inspire and instill confidence in others. He/she should possess a service orientation combined with a business acumen. The Executive Director should also: Possess a comprehensive understanding of business principles and practices, as well as specialized knowledge that is relevant to the revenue-raising mission of a quasi-public Lottery. Be a person of unquestionable integrity, honor and candor. Professional Qualifications: The Executive Director must have a history of and a demonstrated track record of effective management of an organization of similar size and complexity (public, private, non-profit). Additional qualifications include: Capable of operating in a transparent and constructive manner while managing relationships with the board, staff, legislators, the Governor and State agencies, regulators, vendors and other partners, the press and other external parties. Possess a strong financial and management background, demonstrated leadership ability, excellent communication skills including presentation and public speaking skills, strategic planning skills, fiscal management skills and extraordinary people management skills; Knowledge of and/or experience in the Lottery industry and government procurement policies is a plus. 4

5 Education: An advanced degree is a plus in a related field such as business administration, public administration.
