The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties. The Information and Communication Technology programme (ICT) is the central service provider for all IT infrastructure and user support services, as well as for information systems development, maintenance and application support within the UNFCCC. Where will you be working You will be heading the Delivery sub-programme which is responsible for the design, development, implementation and maintenance of complex Information and Communications Technology solutions for UNFCCC internal and external stakeholders, as well as business analysis, requirements engineering and on-going support of application services. What will you be doing Under the overall supervision of the Head, Information and Communication Technologies and with significant leeway permitted for the exercise of independent judgment, you will be responsible for the design, development, implementation and support of complex information systems solutions for UNFCCC (internal and external) stakeholders, including requirements management and both rapid and enterprise applications services. Expected key results: Strategic guidance and management of supply and demand; Lead catalyst for change and successful management of business change; Direction and management of an effective Information System portfolio/projects and support capability; Ensured readiness of effective and efficient IT resources; Management of staff performance of the delivery sub-programme; Collaboration and communication with other programmes of the secretariat, and acting as a Customer Relationship Manager for one or more programmes when required. You will have the following responsibilities: 1. You will lead the formulation and implementation of strategic guidance and manage supply and

2 Page 2 demand as described below: a. With regard to Strategic Guidance you will: Direct the team in developing an overall strategy for information systems delivery and architectures for complex systems, ensuring consistency with specified requirements agreed with both external, and internal customers; Lead the development of information systems standards and ensure that appropriate standards are adhered to; Lead the definition and prioritises areas for information systems development and support improvements in light of the ICT strategy and ICT priorities, demands, wider secretariat objectives and results from internal and external audits; Lead definition of the strategic approach to understand the needs of the business and work with suppliers to meet these needs; establish and promote the overall vision for information systems delivery and support to the business; Set the strategy for resource management, monitor and manage the performance of ITrelated systems and services, in respect of their contribution to business performance and benefits to the business and to organisational success. b. With regard to Demand Management you will: Define, and gain agreement on, the principles for establishing effective planning and forecast for information systems development and support services, including responsibilities for ICT and the business; Manage demand for services and influence stakeholders to ensure that the necessary investments are made to deliver required services; negotiate at senior level on technical and commercial issues to ensure that client, suppliers and other stakeholders understand and agree what will meet their needs, and that appropriate services are defined; Enhance existing approaches to demand management and/or develop new approaches. c. With regard to Resource Management you will: Authorise allocation of resources for the planning, development and delivery of all information systems services and products; Identify and manage resources needed for the planning, development and delivery of specified services; influence senior level customers and project teams through change management initiatives, ensuring that information systems are well managed to provide agreed levels of service and data integrity; Take full responsibility for budgeting, estimating, planning and objective setting; plan and manage implementation of processes and procedures, tools and techniques for monitoring and managing the performance of application development and support services, in respect of their contribution to business performance and benefits to the business, where the measure of success depends on achieving clearly stated business/financial goals and performance targets; monitor performance and take corrective action where necessary; Manage all the resources involved in the information systems development and support services and ensure the effective and efficient use of resources reports on the usage and forecast of resources in a transparent and timely manner; Monitor financial records for accounting for all sources of funds and keep regular track of income and expenditure, actual and forecast as compared to budget for all ICT delivery sources, projects and services of the sub-programme. 2. Acting as a lead catalyst for change and successfully manages business change, you will: Manage business change, acting as a single point of contact for senior business stakeholders on information systems services, facilitating the understanding of ICT services and opportunities for transforming the business; Actively monitor, seek opportunities and leverage new methods and trends in ICT to the advancement of the organisation; clearly articulate, and formally report their benefits; 2

3 Page 3 Guide business to recognise the potential strategic application of ICT delivery services, initiate investigation and development of innovative methods of exploiting ICT, to the benefit of organisation and stakeholders; Build strategic relationships with customers for establishing business requirements; bring about significant improvements and measurable business benefits by identifying, proposing, initiating and leading significant programmes of improvement; play a significant role in improving the relationship between the business and IT. 3. Directing and managing an effective Information System portfolio/projects and support capability, you will: Take full responsibility for all stages of the delivery of portfolios/projects in the areas of information systems development, integration, testing, release and transition to support; Accept accountability for the balance between functional requirements, service quality, systems management and financial management within the delivery sub-programme; Develop and monitor performance measures; ensure that all portfolios/projects and support services meet established time and cost parameters and standards of technical quality; Manage the quality and appropriateness of the work performed to achieve measurable business benefits; Oversee monitoring of relationships, portfolios/projects, support services including lessons learned and appropriate feedback; initiate improvements in services in a proactive and strategic manner. 4. With regard to ensuring readiness of an effective and efficient pool of information systems development and support resources you will: Establish and execute the resources planning strategy for the delivery sub-programme including staff and a scalable set of resources and services from consultants and outsources vendors; Take an active role in the vendor management processes for outsourced vendors and ensure vendors successful delivery of the Information systems portfolios/projects and support services; Plan and establish portfolios/projects with the right mix of staff, consultants and vendors that ensures timely, smooth, efficient and cost effective delivery and achievement of the projects goals. 5. With regard to planning, directing and supervising staff performance of the delivery subprogramme you will: Identify the education programme and delivery mechanisms needed to grow staff skills in line with business needs and future strategies of the delivery sub-programme, ensuring that there are adequately skilled staff to meet planned service delivery and evaluating staff performance and learning outcomes; Ensure that UNFCCC competency model is understood and applied, especially concerning competencies most relevant for ICT and for continuously improving the team and customer relationship behaviours; Identify and pursue opportunities for continuous learning and feedback to improve performance of oneself and team members; constructively coach team members in their professional development; ensure that the secretariat performance management framework is adopted and in place; Serve as a role model and lead the staff in the sub-programme to deliver outstanding, client-oriented services that add business value to the organization; Hold team leads accountable for team, as well as individual staff, performance. 6. You will collaborate and communicate with other programmes of the secretariat, and act as a Customer Relationship Manager for one or more programmes when required. 3

What are we looking for Educational background Required: Advanced university degree (Masters) in computer sciences, engineering, business administration or in a related discipline. A combination of a university degree plus substantial professional experience in the field may be accepted in lieu of an advanced degree in the relevant discipline. Experience Required: At least ten (10) years of progressively responsible professional experience relevant to the functions of the post. Language skills Required: Fluency in English. Asset: Working knowledge of German and/or other United Nations languages. Specific professional knowledge Required: Expert knowledge in all software development processes including application development and maintenance, Systems Development Life Cycle (SDLC); the development of concepts and information systems and implementation of IT policy to serve as a senior advisor and source of expertise on IT information systems planning; Expert abilities in strategic planning including the design and implementation of an IT strategic plan, which ensures the on-going and future interoperability and security of the secretariat IT operations; Expert knowledge in IT management in order to develop and implement the framework for the IT program; including client relationship management (CRM), and to develop and implement accountability, performance management, monitoring, reporting and service delivery strategies, policies, standards and process improvement; Demonstrated experience in programme and project management to deliver projects and programs successfully in a consistent professional manner; Current and emerging technology as applied to information systems, their development, implementation, maintenance and upgrading, with emphasis on Enterprise Architecture; Financial management to manage and budget financial resources of the unit, for the negotiation and management of service level agreements with client organizations, the management of the IT assets of the secretariat, and for the negotiation and management of contracts with suppliers; Expert knowledge in resource management to manage the unit resources and manage pools of resources that include external suppliers; Expert demonstrable knowledge with a recognised project management methodology such as PRINCE2; Expert demonstrable knowledge of portfolio management; Expert demonstrable knowledge of program management. 4

Job related skills Required: Ability to plan, assign and oversee multi-disciplinary project teams to develop operational and strategic IT plans covering enhanced management frameworks for IT, research on emerging technologies in IT and their impact on IT strategic and operational planning, and to interact with client groups to identify opportunities for streamlining IT operations; Ability to manage the development of an overall planning framework for the strategic development of the Secretariat s IT operations involving Enterprise Architecture, risk management analysis, long-range operational planning, establishing of policies, strategies, standards and systems transformation initiatives to fully integrate all aspects of IT activities into alignment with the secretariat's strategic vision; Ability to provide expertise in, and manage the provision of technical advice and guidance to clients, assign and develop individuals and groups to serve as experts on specialized technical aspects of IT service provision; Ability to manage multiple multi-disciplinary programmes and projects taking into account scope, time, cost, quality, human resources, communications, risk and procurement aspects; Ability to develop protocols, regulations, processes and standards, for various computing architectures and formulation of corresponding requirements; Ability to lead a programme of change that transforms the business and leverages IT; Application, implementation, and improvement of standard processes as related to field of work; Excellent skill at chairing or facilitating IT related meetings with project sponsors, other stakeholders and vendor representatives; Negotiation skills to conduct consultation and negotiation with business line and IT management for the successful implementation of IT strategies and plans; for the effective use of resources on project teams and committees; and for the negotiation of contracts and agreements with internal and external parties; Analytical skills to conceptualise and manage the development of IT strategies and plans; Negotiation skills to conduct consultation and negotiation with business line and IT management for the successful implementation of IT strategies and plans; for the effective use of resources on project teams and committees; and for the negotiation of contracts and agreements with internal and external parties; Analytical skills to conceptualise and manage the development of IT strategies and plans.
