2 ABOUT THE POSITION The Assistant Secretary for Behavioral Health and Service Integration Administration (BHSIA) provides strategic and administrative leadership for an administration of 2,800 staff with a budget of nearly $1 billion. This position oversees the operation of these areas: Behavioral Health and Recovery, State Mental Health Hospitals, Forensic Mental Health, the Office of Service Integration, and Budget and Finance. Behavioral Health and Service Integration Administration clients include persons with mental illness or chemical dependency who are in need of treatment for those conditions. The number of clients served this year is nearly 200 thousand. Principal responsibilities include: Administering Washington State s system for publicly funded mental health and chemical dependency services, including institutional care provided at Western State Hospital, Eastern State Hospital and Child Study and Treatment Center. Licensure, certification, complaint investigation and quality assurance related to facilities and programs providing services to persons with behavioral health needs. Establishing statewide strategic direction for behavioral health and medical/behavioral health/ long term service integration programs including legislation, policies and budget. Identify and oversee implementation of initiatives to better meet the needs of clients. Representing the Administration to Federal agencies, association, Governor, State Legislature, public and private agencies. Responding to litigation and problematic issues through identification of appropriate response and dedication of necessary resources. Overseeing the development of legislation, policy, and budget monitoring. Overseeing development of statewide forensic mental health services.

3 OPPORTUNITIES AND CHALLENGES There is a constant balancing of competing interests for greater access to client services, provider payment rates, and sustaining an appropriate quality assurance infrastructure. The fiscal constraints Washington State has faced in the past several years will likely continue. State mental health institutions play a key role in the state s behavioral health system by providing care that promotes recovery and reintegration into the community. Providing a safe environment for patients and staff is critical to success. State, local government and service provider partners must be held increasingly accountable for client health and functional outcomes across medical, long-term services and supports and behavioral health systems. BHSIA continues providing leadership and engagement with community partners for the ongoing prevention of psychiatric boarding, a practice whereby psychiatric patients in extreme need were confined and boarded in hospital emergency rooms without receiving appropriate mental health treatment. A program to serve children with severe mental illness who are at high risk of institutionalization is underway which has properly moved the focus from the courts to the kids. Developing and maintaining timely and high quality statewide forensic mental health services will be a critical measure of success for BHSIA.

4 DESIRABLE QUALIFICATIONS Successful candidates will have a bachelor s degree and a least 7 years progressively responsible human services hospital management experience in a large, complex and highly represented organization. A masters degree is a plus.
