For an exceptional applicant and under exceptional circumstances, managers have discretion to set starting salaries above the pay range minimum. Fixed Term Appointment This appointment will be made on a fixed term appointment, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, successful appointment on promotion will secure this grade on a substantive basis. Background Her Majesty s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet. The Reform Programme is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all. Vacancies within the Reform Programme offer a unique chance to be at the forefront of leading and implementing significant change projects across the organisation. The Programme is ambitious and innovative and will need a flexible workforce to deliver it. Those leading the change will experience new and exciting opportunities and will benefit from playing a part in a number of different initiatives throughout the four year Programme. Staff within the Reform Programme will need to display a commitment to three key principles: Continuous change, managing uncertainty and designing services around the needs of the users. All those appointed to these new roles must be wholeheartedly committed to these principles and evidence this in their application. Overview The scale and impact of Reform on the business is significant and wide ranging. The transformation delivered will include a new operating model and organisational structure, new systems and processes, new roles, behaviours and ways of working as well as possible new locations to work in. Delivering this magnitude of

2 change is complex and requires the harnessing of two forces: driving and releasing. Driving change focuses on change strategy, planning and measuring impact; releasing change is centred inspiring people, working closely with the business to harnessing their energy in support of the change vision. The Reform Business Change Manager will be required balance these two aspects of change delivery to ensure that the business is ready and willing to accept the change. The Reform Business Change Manager (BCM) will be responsible for managing Business Change within the Reform project, reporting to the Senior Business Change Manager. They will form part of the Programme Delivery team and will contribute to the overall delivery plan for the Programme to ensure optimal change adoption and time to realise new ways of working across the business. The BCM will be responsible for delivering the business change approach, including cross-cutting change interventions, for all related business change related activities delivered by the Reform Project(s). The BCM will provide an integrated view of change across the Reform Project, providing advice and support for the full spectrum of business change capability required to effectively manage this scale of change. The BCM will work with the business, project teams and other enabling workstreams to ensure that the business is ready and willing and able to transition to the required new ways of working and that project outcomes are delivered. Key interactions will be with: HMCTS Change community Reform Project Leadership Team Reform Service Managers, Project Managers and enabling workstream Leads Jurisdictional Heads, Operational Delivery Directors, Group Managers and Cluster Managers and Operational middle management (Band B-Cs) Operational managers responsible for delivering change Change Champion / business SME networks (existing and future) Key responsibilities: Business Change Technical Delivery Deliver the Business Change approach for the Reform Programme including the key services provided by Business Change at a Project level (including change, training and communication activity) Deliver a core business change product catalogue which will be used to appropriately address all identified change impacts to ensure the correct activities happen at the right time, by the right people, for the right people and share knowledge and insights across the Business Change team Plan and manage their work to ensure business change activity is delivered consistently and to a high standard across the Project and that Change impacts are understood, change plans are managed and monitored effectively and appropriate change and training interventions have been designed to ensure everyone is willing and able to accept the change Provide guidance, support and assurance to the Reform Projects on their business change efforts Establish, manage and maintain business change networks across HMCTS who will be responsible for helping to deliver the change brought about by the Reform Project Work with the Project to ensure that the business is ready to accept any changes or go-lives

3 Programme and project management Capture lessons learned so as to iterate and continually improve change interventions and approaches Liaise with the SBCM, other workstreams and key stakeholders across the programme, working in collaboration to deliver effective business change Provide Business Change input into the Reform Project, including accountability for the relevant elements of the Project delivery roadmap, release planning and any transition strategies and / or roadmap Complete all Business Change reporting requirements, including reporting requirements for the Head of Business Change. Stakeholder relations and collaboration Influence and Communication Develop and maintain collaborative working relationships with all Programme and Project stakeholders with a particular focus on the Project Delivery Group and other project workstream leads Work in collaboration with key senior stakeholders across the business, including regular engagement with the Operations Delivery Directors to ensure the business are involved with change efforts at the earliest stage, understand the change ahead and are able to drive the change forward Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the business change approach Work alongside the communications team to ensure the right stakeholders are identified at a Programme and Project level to ensure all business impacts and identified and addressed Operate as the link between the Project and those in the business affected by the change the Project will bring Negotiate with key stakeholders for appropriate changes in the ways of working and resolve conflicts Champion a consistent change management approach for Projects and influence key stakeholders within the Programme in line with HMCTS Transformation Framework Resolution of complex and difficult problems Identify and manage business change workstream issues which may impact or be impacted by the Programme raising these through the appropriate forums and formulating mitigation plans as standard Use influencing and persuasion skills as required to resolve issues amongst Programme, Project and business resources, ensuring that Programme and business priorities and needs are appropriately balanced to enable successful delivery of the change Apply sound judgement and decision making to complex situations, often under the pressure of time, quality and commercial imperatives Accountability Report to Band A Reform Senior Business Change Manager Other duties

4 The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. Person specification It is essential that the candidate has the following skills and experience: - Experience of designing and delivering change and training strategies and interventions with proven results - Experience of establishing change and / or business networks in order to deliver change to the business - Excellent interpersonal and influencing skills, in order to engage with senior business and stakeholders, senior management teams and the public; - Strong planning skills and an ability to deliver quickly and effectively to tight deadlines Key Civil Service Competencies You will be required to provide evidence of the following key competencies at Level 3.
