1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SOMR Community Manager The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. This is usually the UNDP Resident Representative. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the DO. 2 Assignment Title Community Manager Organizational Context & Project Description Innovation for development is about identifying more effective solutions that add value for the people affected by development challenges people and their governments, our users and clients. For example, new approaches include setting up innovation labs with governments to re-design public service delivery; embracing data innovation to implement and monitor the Sustainable Development Goals (SDGs); exploring emerging and alternative sources of financing to deepen and diversify the resourcing and implementation of the SDGs, from social impact bonds to pay-for-success and crowdfunding avenues or using behavioral insights to facilitate policy-making. The National Development Plan in Somalia set the bar high aiming to realize an ambitious set of development objectives in a three-year period. Major problems continue to bedevil the economic and development front. For example, high youth unemployment, weak development of business in the agriculture sectors (fisheries, farming, livestock), unsustainable forest and water management, very large numbers of IDPs coming to the urban centers and limited public service provision. The traditional ways of working will not be sufficient to realize the NDP objectives nor to achieve the Agenda 2030 principle of leaving no one behind. Innovative approaches are needed to turn these challenges into serious social and economic ventures that can make a positive impact that ripples across the country, including for those most marginalized and at risk, like low-income women, youth, and IDPs. UNDP Somalia in collaboration with the government launched the Innovation initative in July 2017 and successfully organized the first ever Social Innovation Camp in Somalia in September This present project builds upon the lessons learnt during the I4D pilot activities undertaken through the UNDP capacity development programme, while further strengthening the initial approach, the project seeks to tap into the potential of all sectors of Somali society to innovate and design solutions that will help address the development challenges the country is facing. Sustainable Development Goals 9. Industry, Innovation and Infrastructure Task description Under the direct supervision of innovation specialis the national UN Volunteer will undertake the following tasks: Support in coordinating, planning, organizing logistics and other needed preparations, in addition to participating in social innovation camp and other planned project events in Hargeisa and Somaliland Map, connect with and produce a list of youth (groups) who are engaged in local community activities and urban initiatives, in innovative and less conventional ways; Design and implement outreach activities, including communication materials, social media content and awareness sessions to expand the number of community participants in the project activities; Keep the local community updated about the project; Follow-up on progress, update and engage with participating teams in the social innovation activities in Sohag; 27 Nov 2018 Page 2 of 6

3 Produce documentation on the project activities, lessons learned and successes; Assist community initiatives with documentation of their solutions; Perform other duties as they arise; Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Key impact of results will include map, connect with and produce a list of youth (groups) who are engaged in local community activities and urban initiatives, in innovative and less conventional ways produce documentation on the project activities, lessons learned and successes The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Bachelor degree or equivalent Education - Additional Comments Bachelor s degree in social studies, art, urban design/planning, innovation, technology or any related field; Required experience Experience Remark 24 months Experience in community development & coordinating community activities and events; good communication skills to bring on board community members and participants in the project activities; a solid understanding on the local context where the initiative activities takes place; 27 Nov 2018 Page 3 of 6

4 a strong connection to a wide network of youth initiatives and student clubs; a proven track record in initiating action and taking a solution oriented approach to problems; excellent communication skills (both verbal and written) in English & Somali; Strong experience in volunteerism; background in social innovation and facilitation of workshops is a plus; proficiency in MS Office (Word, Excel, PowerPoint) is required knowledge of InDesign and Adobe Illustrator and Photoshop is a plus Language Skills English (Mandatory), Level - Fluent Area of Expertise Community participation and development Mandatory Area of Expertise Requirement Need Driving Licence No Competencies & Values Accountability Commitment to Continuous Learning Communication Ethics and Values Integrity Planning and Organizing Working in Teams Conditions of Service and other information Condition of Service Click here to view Conditions of Service Conditions of Service: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent 27 Nov 2018 Page 4 of 6

5 disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. For UN Volunteer entitlements, kindly refer to the link Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
