About us Newport City Homes (NCH) came into existence on 9th March 2009, after Newport City Council transferred its housing stock to the new organisation. We provide services to over 10,000 residents, leaseholders and shared owners in the city. 7 Role Profile Job title: Responsible to: Responsible for: Department: Section Location: Senior Asset Surveyor Programme Manager Asset Surveyors, Stock Condition Surveyor, Senior Assets Assistant, Asset Administrator Asset Management and Investment Asset Management Nexus House Job purpose To assist the Programme Manager in the realisation of the Asset Management Plan, including commercial premises and acquisitions/disposals, to maximise use and value of NCH s assets. This includes: A commitment to provide a strong community focus to improve the lives of our customers/residents. Demonstrating the organisation s equal opportunities, health & safety, and customer service standards in all activities. Ensuring that resident engagement and participation is at the heart of all activities. Ensuring the activities of the organisation are carried out to the highest standards of quality, integrity and professionalism in accordance with all relevant legislation. Key responsibilities 1. Provide advice and assist in the preparation of the Asset Management Plan, annual update of the 30-year Business Plan and Annual Assets and Investment Report. Prepare a schedule of future projects, including information regarding land and property acquisitions/disposals if required, to deliver the investment priorities within the available budget. 2. Analyse sustainability data (including demand for property types and socioeconomic data) for effective incorporation into the asset management plan and option appraisals. Explore further sources of community sustainability data for incorporation into business modelling as appropriate. 3. Contribute to the development of the standard option appraisal model. Run option appraisals as required in consultation with other stakeholders. 4. Analyse data from the asset management database (currently PIMMS) and prepare reports as required.

8 5. Manage and monitor allocated budget ensuring that expenditure is on target and meets the requirements of delegated authority within Financial Regulations. 6. Manage the timely production of Stage 1 Project Briefs and ensure they are of a sufficient standard that enables the procurement of suitable contracts. Present Stage 1 Project Briefs to the Project Coordinator for acceptance. 7. Monitor progress of the stock condition survey programme and ensure the maintenance of accurate data using it to inform, update and validate business planning decisions and compliance with WHQS. Review cost assumptions and lifecycles and run scenarios based on a range of assumptions reporting as necessary. 8. Ensure information on the presence of asbestos is communicated as necessary. 9. Review the recommendations of fire risk assessments and arrange for the implementation of recommendations, prioritising appropriately. 10. Ensure NCH s portfolio of commercial properties is surveyed in accordance with the lease. Arrange for works to be undertaken as necessary. 11. Contribute to the procurement of consultants and contractors as required. 12. Maintain NCH s standard materials and workmanship specifications. Arrange regular reviews to ensure they provide NCH with long term value for money considering lifecycle, maintenance, costs and other benefits. 13. Continuously review and develop the information systems (e.g. GIS) and modelling tools used for asset management. 14. Lead, manage and motivate the asset team, monitoring and appraising performance, allocating work and ensuring that all team members responsibilities are carried out effectively and in a timely manner. Provide support and development opportunities to team members, including mentoring and supervision to those pursuing professional qualifications. 15. Support the Head of Property Investment in the consistent delivery of integrated property solution services that meet residents needs, liaising with colleagues in other departments as necessary. 16. Carry out any other duties as directed by the Programme Manager in furtherance of the organisation s policies and objectives. This role profile sets out the main duties of the post, which may vary from time to time without changing the general character of the post or the level of responsibility entailed.

12 Terms and Conditions Post: Senior Asset Surveyor Salary: Circa 35k Location: Leave: Notice required: Sickness Pay: Pension: Nexus House, Newport Minimum of 25 days holiday per year, increasing each year to a maximum 30 days, plus 8 bank holidays. 1 week during probation 1 month once confirmed in post Up to 3 months full pay and 3 months half pay after a five year period. An occupational pension scheme on starting your employment you can join our pension scheme, to which NCH will contribute.
