1 DSP7 Guidance North American Industry Classification System Codes NAICS Codes HIGHLIGHTS Revisions to 49 CFR Part 26: DBE Program as of November 3, 2014 Applies to all federally funded projects Beginning February 26, 2015, at the time that DBE commitments are made and submitted in ECMS, the apparent low bidder on federally funded projects is responsible for submitting and ensuring accuracy of DBE NAICS codes for each specific item of work that the DBE quotes and intends to perform on the contract PROCESS SUMMARY 1. DBE submits quote to bidder for proposed work and includes the applicable NAICS code(s) for this work. 2. Low bidder completes ECMS Minority Participation and Commitment Detail screen for proposed DBE and includes the applicable NAICS code(s) as Workflow comments prior to submission for DBE acknowledgement. 3. DBE includes NAICS code(s) verification as Workflow comments prior to acknowledging participation. 4. Low bidder submits Minority Participation and Commitment to PennDOT. ECMS DBE COMMITMENT SCREEN Enter individual DBE commitments. Indicate partial items of work where appropriate and provide a description of the work to be performed in the description field. Enter appropriate NAICs Codes in the Workflow Comment field for each individual DBE firm. The DBE Minority Participation and Commitment Detail Screen must include the applicable NAICS code(s) as Workflow Comments for each proposed DBE and type of work that it will perform on the contract. If the DBE Minority Participation and Commitment Detail Screen is not sufficient to provide all DBE NAICS information, the remaining DBE NAICS information to minorityparticipation@pa.gov or fax the remaining DBE NAICS information to (717) so that it is received by the time specified.
